Perkins, Ph.D. ............................................................................................................... 32 CVs ..................................................................................................................................................................... 36 ii Overview EPA staff developed the report, “A Proof-of-Concept Case Study Integrating Publicly Available Information to Screen Candidates for Chemical Prioritization under TSCA,” which presents a proof-of-concept approach to organizing large numbers of chemical substances using publicly available scientific data for further evaluation. This report was identified as Influential Scientific Information (ISI), under the definitions and guidelines of the EPA Peer Review Handbook1. After internal EPA technical review, the report was sent to five independent experts for external peer review. The process was managed by Eastern Research Group, Inc under contract by EPA. The charge to reviewers and the individual responses are contained in this report. Summary of report Regulatory agencies world-wide are looking to efficiently integrate information on chemical substances in order to inform priorities for decisions and data requests. This document presents the Public Information Curation and Synthesis (PICS) approach that integrates publicly available hazard, exposure, persistence, and bioaccumulation information for chemical substances. The PICS approach synthesizes information from traditional and new approach methods (NAMs) to understand the overall degree of potential concern related to human health and the environment as well as the relative coverage of potentially relevant human health and ecological toxicity and exposure information that could inform level of effort and resources that may be needed to evaluate that specific substance. This approach is not designed to replace any existing prioritization processes but aims to increase efficiency and focus expert review on substances that may have a greater potential for selection for further evaluation. A proof-of-concept case study was performed by applying the PICS approach to a subset of the TSCA active inventory. The PICS approach may be applied to large numbers of chemical substances and is an important tool for integrating and synthesizing large amounts of publicly available information. Peer Review Process EPA conducted the independent peer review process using a contract with Eastern Research Group, Inc (hereafter, “ERG”). The peer review process provided a documented, independent, and critical review of the report. For this review, EPA provided ERG with the draft report and a list of required expertise. 1 U.S. Environmental Protection Agency Peer Review Handbook 4th Edition, 2015 (https://www.epa.gov/sites/production/files/2015- 10/documents/epa_peer_review_handbook_4th_edition_october_2015.pdf) 3 Specifically, EPA asked for experts in human health toxicology, ecological toxicology, fate and transport, chemistry and exposure science; and that all reviewers should have broad expertise in the area of toxicology and/or exposure and in vitro methodology, as well as an understanding of new approach methodologies and other applicable guidance particularly as related to chemical risk assessment. ERG was charged with sole responsibility for recruiting qualified peer reviewers and conducting a thorough conflict of interest (COI) screening. During the selection process, ERG developed a list of 10 candidate reviewers, and ultimately selected five peer reviewers (see section 4). EPA provided consent for these reviewers, and ERG certified that these five peer reviewers had no real or perceived COI. ERG also facilitated the peer review by distributing materials and managing the returned reviews. In consultation with EPA, 12 charge questions under five groupings were developed and provided to reviewers (see Section 5). ERG monitored the review and returned responses to EPA. After reviewing the responses, EPA asked ERG for a clarification from one reviewer. The original text and clarification are provided in Dr Edward Perkins’ response for transparency. This is a well written and clear document outlining the data sources, methods and outcomes of the approach relative to the chemical space selected to illustrate the utility and sensitivity of the tool. Introducing automated approaches to enhance the efficiency of chemical screening and prioritization is an area under exploration and development is risk assessment programs internationally. The thoughtful integration of data and technical advancements described and tested in this PICS approach will provide a useful foundation to support modernizing approaches to priority setting in programs external to the EPA. 5 For transparency, I would like to acknowledge that my review focused on the details related to the human health hazard and exposure domains. You can configure what information you want to display and record. • A new soft key is displayed that you use to set or clear the Dam. • A table at the bottom of the screen provides a quick view of the last four records.

    Why we should create artificial offspring: meaning and the collective afterlife By John Danaher, NUI Galway Forthcoming in Science and Engineering Ethics This article argues that the creation of artificial offspring could make our lives more meaningful (i.e. satisfy more meaning-relevant conditions of value). By ‘artificial offspring’ is meant beings that we construct, with a mix of human and non-human-like qualities. Robotic artificial intelligences are paradigmatic examples of the form. There are two reasons for thinking that the creation of such beings could make our lives more meaningful. The first is that the existence of a collective afterlife — i.e. a set of human-like lives that continue in this universe after we die — is likely to be an important source and sustainer of meaning in our present lives (Scheffler 2013). The second is that the creation of artificial offspring provides a plausible and potentially better pathway to a collective afterlife than the traditional biological pathway (i.e. there are reasons to favour this pathway and there are no good defeaters to trying it out). Both of these arguments are defended from a variety of objections and misunderstandings. 1. Introduction This article defends an unusual thesis. An illustration might help. In season 3 of Star Trek: The Next Generation, in an episode entitled “The Offspring”, Lt. Commander Data (an artificial humanoid life-form) decides to create an artificial child of his own. He calls the child “Lal” and gives it the characteristics of a female human. The episode then tells the charming story of Data’s emerging bond with Lal, a bond which is threatened by a group of scientists who try to take her away and study her, and eventually leads to heartbreak as Lal “dies” due to a design fault (though not before Data downloads her memories into his own brain so that a part of her can live on).

    Persona Studies 2019, vol. 5, no. 2 THEATRE COSTUME, CELEBRITY PERSONA, AND THE ARCHIVE EMILY COLLETT ABSTRACT This essay considers the archived costume in relation to the concept of the celebrity performer’s persona. It takes as its case study the Shakespearean costume of Indigenous actress Deborah Mailman, housed in the Australian Performing Arts Collection. It considers what the materiality of the theatre costume might reveal and conceal about a performer’s personas. It asks to what extent artefacts in an archive might both create a new persona or freezeframe a particular construct of a performer. Central to the essay are questions of agency in relation to the memorialisation of a still living actress and the problematisation of persona in terms of the archived object. Can a costume generate its own persona in relation to the actress? And what are the power dynamics involved in persona construction when an archived costume presents a charged narrative which is very different to the actress’s current construction of her persona? Can an archived costume have its own persona? What complexities arise when the charged historical narrative of an archived costume is at odds with a current persona? And in the following case study of Deborah Mailman, what happens when the framing of a living Indigenous actress’s costume constructs a persona that is quite different to the one that the actress currently constructs for herself? A costume worn by a performer live on stage is remembered in particular ways – and many in the audience might focus more on the performer’s stance, physicality, and verbal prowess than what they are wearing.

Ava Laure Parsemain, The University of New South Wales, Australia Abstract: What does it mean to be ‘critical’ as a television viewer? How does it influence what we learn and how we learn from television? Although analytical and critical media literacy skills are necessary in order to learn from the media, audience studies suggest that being critical can hinder learning, especially when it involves cynicism, scepticism and distrust of the content. In this article, I explore this contradiction to determine whether being critical facilitates or impedes televisual learning. Based on two focus group discussions conducted with viewers, I argue that there are two ways to be critical when watching television: critical viewing is a form of intellectual distance that is incompatible with learning whereas critical involvement is a form of intellectual proximity with the televisual text that facilitates learning through critical thinking. Introduction Being critical is necessary in order to make informed decisions about media content. Analytical media literacy skills are crucial because they empower media users and enable them to fully participate in public life and democratic processes (Buckingham, 2003, 2005; Lewis & Jhally, 1998; Livingstone, 2002, 2004, 2011). Critical media literacy is also considered essential in order to learn from the media (Brabazon, 2006; Hartley, 1999). Indeed, for media technologies to be used as informal sites of learning, users need to be media literate. In other words, audiences must be able to critically understand and analyse media content in order to learn from it.

Twenty percent of Baltimore’s tree canopy is in forest patches outside parks. Trees, and forest patches in particular, provide important ecosystem services such as cleaning stormwater and air, cooling the air, and removing carbon from the atmosphere. They provide food and habitat to wildlife and migratory birds. They can provide a venue for education and community involvement. There is also the potential for agroforestry (growing or harvesting foods and fibers in a forest).

We tested this assumption using genetic parentage to assess mother–offspring relationships within capture groups based on data from 10 polymorphic microsatellite loci. At the 80% confidence level, we assigned maternity to 43% and 51% of juveniles captured with an adult female in 2 respective study areas. Capture with their mother did not differ by sex of juveniles in either study area, and limiting our analysis to capture groups that most represent family groups (i.e., one ad F with 1–3 juv) did not increase maternity assignment (35%). Our results indicate that common capture may be a poor indicator of mother– offspring relationships in many field settings. We recommend genetic verification of family relationships.
