It has been an honor and a pleasure to serve as your 2014 chairman. I put this experience at the top of my career accomplishments. I’m also proud to have been a part of another great KBA year. I have no doubt the organization will prosper and grow in 2015 under the leadership of chairman Chris Winkle.

Here are the highlights of 2014:

• KBA Provided Financial and Promotional support for the Radio Talent Institute held for the second year on the campus at Western University. This year 16 students graduated from the program.

• The association continued to offer members FREE on-line services through the RAB monthly webinar series and the Local Broadcast Sales On-Demand Training.

• The recently established “Continuing Education Reimbursement Program” is growing in popularity. In addition to offering members reimbursement of expenses for attending NAB and RAB conferences this year the KBA board agreed to reimburse station engineers for their dues payment to the Society of Broadcast Engineers.

• The KBA made a strong push this year to help the Kentucky National Guard – Memorial Fund. Stations across the Commonwealth stepped to the plate and aired announcements, free of charge, promoting concerts to help raise funds for construction of the Memorial. In addition the KBA board of directors approved a $75,000 contribution. Financial goals for the memorial have been reached and ground was broken this summer.

Page 4 • In a random drawing three (3) Kentucky broadcasters were selected to participate in the Dale Carnegie “Sales Advantage” Training program. The KBA paid the $1,200 fee for each member.

• The KBA also covered the expenses for two broadcasters to participate in the NAB’s Executive Training Program in July.

• The annual KBA “Road Trip” with Pat Bryson was in Prestonsburg, Frankfort and Madisonville and offered sales training to a total of 125 broadcasters.

• The RAB one day “Boot Camp” was held in Frankfort and 75 new and veteran sales reps par- ticipated

• For the second year in a row Al Tompkin with the Poynter Institute drew a standing room only crowd of television and radio news reporters and photographers for a seminar in Frank- fort.

• KART, the KBA’s advertising buying service, has seen a phenomenal growth under the direc- tion of James Reed. We are now placing over three (3) million dollars a year in paid advertis- ing on KBA member stations.

• The KBA continues to have a strong positive relationship with our members of commerce. In meetings with our congressmen in Washington, D.C and here at home in Kentucky our repre- sentative’s say they are “with us” on issues affecting broadcasters.

• For 2015 the KBA is offering stations the option of NOT paying the annual dues. All you have to do is submit to the KBA a PEP PLEDGE FORM. Stations are asked to pledge a minimum of one (1) spot per day for each PEP Sponsor.

• On the personnel side of the KBA, we are excited that Laura Cole has joined our staff. Laura is an ASAE Certified Association Executive and recently received the Emerging Leader-Award of Excellence from the Kentucky Society of Association Executives.

• I’m also happy to report that Gary White will be heading the association for four (4) more years. Gary has been the president/CEO for the past 20-years.

Page 5 A Message From the President Gary White 2015 is here and the New Year comes with resolutions. Many are made, some are kept, others are broken. If you have made a resolution like the usual; exercise more, lose weight, give up a bad habit or earn more money, I wish you the best on meeting your goal. Personal goals are what we think about when it comes to New Year resolutions. But, there’s no reason you can’t have a resolution for a busi- ness, company, organization or association. I do have a couple of personal resolutions but I hesitate to put them in writing. I fear someone will dig this up a year from now and hold me accountable. LOL.

However, I would like to put in writing a resolution for our association. It will require your support and help to meet. The KBA resolution for 2015 is “Reach out to each and every member of the organiza- tion to make sure they are aware of the many KBA services and benefits, encourage their participa- tion, solicit comments on current services/benefits, and solicit suggestions for new programs.”

If you are not familiar what KBA did in 2014 please read the message from Rick McCue and thumb through the pages of this report to learn of the many services and benefits offered. All of these events, activities, services, benefits and programs have a single purpose, to serve our members…YOU! Many of you took advantage of these activities and gave us positive feedback on the benefits to your station(s) and staff and we appreciate you doing so!

I said we will need your help to fulfill the KBA resolution, what we need from you is, feedback. You know what that word means, it happens when the microphone gets to close to a speaker. It causes our eardrums to go into a spasm, babies start crying, and dogs go running. Think of the KBA as the microphone and you are the speaker. When we get close to you we want to hear from you. When you give us feedback (good and bad) we know we are reaching you. If we are not getting feedback are we not reaching you? Is the KBA not getting close enough to you with services, programs and benefits in order to get feedback? How can we get closer and work for you?

As always, political questions top the list of the most common Hotline calls. With the mid-term elections and a huge US Senate race, KBA Members did their best to stump the lawyer – of course, never actually winning! The Hotline is busy year round with questions about ownership, tower painting and lighting, contests and lotteries, tobacco and gaming advertising and, my personal least favorite, regulatory fee payments. In addition to the Hotline services, we presented two panels and the Annual Conference in Lexington with a record three attorneys from Sciarrino & Shubert, PLLC attending. We also assisted the KBA with personnel matters, member services, state and federal legislative matters, PEP program matters and presented political seminars in advance of the election. We’re looking forward to another fantastic year working with the KBA members. - Dawn Sciarrino

Calls to the KBA Legal Hotline in 2014 ran the gamut of hot topics in advertising law. Callers wanted to know the legal risks of broadcasting advertisements for so-called “internet sweepstakes cafes,” e-cigarettes, ammunition and gun sales, and alcoholic beverages. Callers wanted to know whether the corporate owner of a radio station could donate to a federal candidate’s campaign. KBA members had questions about the requirements for online political files. And they also wanted to know how best to craft an indemnification provision in contracts with advertisers.

Frost Brown Todd attorney Monica Dias staffs the KBA Legal Hotline on matters of Kentucky law and First Amendment law. Although advertising questions are the most common, the hotline also provides quick answers to legal questions regarding newsgathering and news dissemination, use of social media and the internet, copyright and trademark issues, access to public records and public meetings, and other matters of state law, intellectual property law, advertising law and media law.

Page 8 2014 Lobbying

A delegation of 38 Kentucky broadcasters participated in the KBA’s annual Washington, D.C. trip to meet with members of Congress and discuss industry related issues. Television broadcasters asked representatives to “commit to supporting a clean Satellite Television Extension and Localism Act (STELA).” All six of Kentucky representatives agreed to support the measure. Also, radio broadcasters thanked 5 of our members (all but John Yarmuth of Louisville) in Congress for co-sponsoring the Local Radio Freedom Act. They said they will stand with local broadcasters in opposing a congressionally- mandated performance tax on radio stations. Each year the National Association of Broadcasters (NAB) organizes a day on the Hill for all states to arrange meetings with members of Congress. Kentucky brings the largest delegation of broadcasters to this event.

Page 9 Scholarships 2014 Harry Barfield Scholarship The Kentucky Broadcasters Association (KBA) awarded scholarships to five recipients in 2014, the 23rd annual Harry Barfield Scholarship awards program.

The recipients of the $2,500 scholarships for the 2014-15 academic year were Michael Bowlds of Western Kentucky University (WKU), Keith Deveaux II of the University of the Cumberlands, Cathleen Jeanty of Bellarmine University, Nathaniel Metz of Berea College, and Megan Short of WKU.

The scholarships are awarded through a competitive application process which includes academic achievement, the recommendation of a faculty member, and extracurricular activities. The awards are renewable for a second year provided recipients continue to meet specified criteria.

Three students who received the KBA Barfield Scholarship in 2013-14 had their awards, also valued at $2,500, renewed for the 2014-15 academic year: Whitney Davis of WKU, DaJuan Edwards of the University of Louisville, and Caitlin Jackson of Eastern Kentucky University.

“The KBA is proud to be able to help these talented students pursue their higher education,” said Gary White, president and CEO of KBA. “This year’s total of $20,000 in scholarship awards means that the KBA now has awarded more than $200,000 in scholarships since the inception of the program in the 1992-93 academic year. Many of these recipients have gone on to successful careers in broadcasting and other related communications fields.”

The program is named in honor of Harry Barfield, the late president and chairman of WLEX-TV in Lexington. Carl Nathe, of the University of Kentucky Public Relations and Marketing Office, administers the program.

2014 High School Scholarship In 2014, the KBA awarded fourteen scholarship grants, $1,500 each, to qualified sons and daughters of employees of Kentucky broadcast stations.

The Kentucky Broadcasters’ Association (KBA) Scholarship Fund is a post- secondary partial scholarship grant program for children of employees of Kentucky radio and television stations. On October 6th, the KBA Awards were presented. Over 275 members joined us at the Marriott Griffin Gate in Lexington for the conference.There were educational sessions for EVERYONE – including sales, management, programming, and engineers as well as legal sessions. Why should you attend the conference? Conference Chairman, Chris Winkle said, “for me it’s an annual reminder that we are all working in the same industry and struggling with the same challenges no matter the market size, demographic or geographical location.”

On Monday, we had several golfers brave the rain and hit the greens for the scramble. The winners of the 2014 golf scramble were Tim Cole, Blake Bishop, Wes Royse and Sean Hamilton. We also had a wonderful kick-off thanks to BMI who sponsored the Opening Reception and brought in singer/songwriter, Jamie Lee Thurston.

Tuesday was a full day of educational sessions and wrapped up with the KBA Awards Dinner. Despite Mother Nature interrupting the dinner, members enjoyed celebrating the new Hall of Fame inductees and hearing from the Ralph Gabbard Distinguished Kentuckian Award winner, Al Tompkins.

Winkle said, “the Awards Dinner is our opportunity to acknowledge and recognize some of the State’s finest broadcasters for their careers and commitment to the broadcast industry and just like the broadcasters that we are, we adapted quickly to a threatening weather situation and continued with the Conference, almost as if we were on-the-air.”

Page 15 KART Millions Generated Annually for Broadcast Stations 2014 was a tremendously successful year for KART. Well over 1,200 orders were placed with local broadcast radio and television stations across the state in 2014 for accounts in the education, tourism, financial, automotive, legal, healthcare, issue, political, insurance and state economic categories.

KART is also keeping broadcast stations in the forefront of the digital James Reed advertising arena by presenting various options to local advertisers who Director of Sales would otherwise turn to digital agencies. With the ever growing needs of reputation and review management, site retargeting, local search, geo fencing, google business management, paid keyword search, geo location and consumer segment targeting, KART is directing digital advertising budgets to the local broadcast stations that can accommodate client needs.

KBART/PAC

The Kentucky Broadcasters Alliance for Radio and TV Political Action Committee experienced another year of growth in 2014. The PAC made contributions to the Republican Party of KY, The House KY Democratic Caucus, and the KY Senate Republican Majority.

During the conference, there was also a silent auction to help raise money for KBART PAC. This year the auction raised almost $4,000! Thank you to everyone that helped make this auction a success!

Page 16 ABIP Alternative Broadcast Inspection Program

2014 was the fourth year of offering FREE ABIP inspections to KBA member stations. The cost was previously $300 and up! While we have seen an increase in new stations signing up, there are still many that are not taking advantage of this valuable opportunity. When a station signs up for ABIP they will be contacted by an FCC trained KBA inspector to arrange a mutually satisfactory inspection date. Inspection results are confidential between the inspector and station management. The FCC is not notified of any violations, only that a station has received their “Certificate of Compliance”. The ABIP does not impose fines or NAL’s.

Occasionally, ABIP is referred to as a “Mock Inspection”. That is a misnomer. ABIP is performed under contract with, and is fully sanctioned and recognized by, the Federal Communications Commission. Any station passing the ABIP receives a certificate exempting it from random FCC inspection, for a period of three years.

TDGA KBA’s membership provides full access to the resources of TDGA - The Traffic Director’s Guild of America. Membership in TDGA has reached just under 300 KY stations. KBA funds the full year member benefits for Traffic, Sales, Operations, Bookkeepers and other traffic- related personnel. If you want to include your staff in this feature-rich program, contact the KBA office for the current year’s Group Code that covers all fees in the on-line sign-up procedure.

Glossaries, Reports, References, Filing Calendars are all included along with a unique offering of easily accessible services aimed at Traffic professionals for Radio, Television, Commercial & Non-Commercial Station members of KBA. For all sized markets, standalones, clusters, groups and Traffic Hubs, the KBA PEP program provides the funding for the actively used services offered to our KBA members and their staff. We’re delighted to say: KBA has a friend in the Traffic Business, via our long TDGA Membership Alliance program.

Al Tompkins, Poynter Institute

Television and Radio reporters from across the state attended a day-long seminar in April with Al Tompkins from the Poynter Institute. The event held at the KBA headquarters in Frankfort drew 75 participates. The one day boot camp focused on TV news storytelling. This was the second year for this event and plans are underway to bring Tompkins back next year.

KBA Sales Seminar Road Trip

The KBA Spring Sales Seminar “Road Trip” with Pat Bryson attracted over 100 sales reps from three regions of the state. With stops in Prestonsburg, Frankfort and Madisonville Bryson presented “A Road Map to Success in High Dollar Broadcast Sales”.

Page 18 Public Education Partnership KBA’s Life Blood Throughout the pages of this report you will read about the many services, benefits, programs and seminars offered by the KBA. Unlike most associations the organization offers these member benefits free of charge. This is in addition to the purchase of commercial time on member stations through the Kentucky Alliance for Radio and Television (KART). It is normal for trade associations like the KBA to be supported by its membership dues. However, the KBA’s annual dues income is only about $17,000.

So, how does the KBA pay for the plethora of seminars, training programs, Annual Conference, Legal Hotlines, Alternative Broadcast Inspections, KART expenses and much more?

The Answer is the acronym PEP.

This stands for Public Education Partnership program. Throughout the year, generous KBA member stations donate airtime that is used to promote PEP sponsors that are non-profit organizations and state agencies. Through partnerships between the KBA and these PEP sponsors the association received over $1 million in 2014. These funds are earmarked for the benefit and support of KBA members and operating expenses of the KBA.

Without the PEP program the association would have to turn to its only other source of the income, dues, for financial support. To maintain the level of services and benefits offered by the KBA today, the dues for each station would average about $3,500 per year.

This year the KBA made the transition to disseminate both television and radio traffic instructions/broadcast orders and spots only by e-mail. If you are not receiving updated information at your station by e-mail contact the KBA office to update your e-mail address that is on file. All PEP information is available on the KBA website www.kba.org/pep/aspx .

Yes, the KBA needs PEP but, more importantly, PEP needs your stations support. The airing of the PEP sponsors message is the life blood of the KBA. Please continue the generous schedule in 2015 for all of the PEP messages and if you have any questions or need assistance with this program contact Laura at the KBA.

No Dues in 2015!

Instead of paying dues for 2015, stations can opt out of the payment by simply filling out and returning a Public Education Partnership (PEP) Pledge Form. If you are a current PEP participating station, please return the completed form to us in an effort to help us update our records.

Chris Winkle, 2015 KBA chairman, says this plan has two goals. “The majority of KBA member stations are already giving a generous amount of airtime to our PEP sponsors and this is a way to say Thank You to those participating stations.” Winkle added, “second, we hope this action will encourage all member stations to support the PEP program.”

Many stations have already returned their pledge forms, if you haven’t, please do so today! Pledge forms can be found on the KBA website – www.kba.org.

On behalf of the staff of the Kentucky Broadcasters Association and its Board of Directors, I am pleased to report that on November 30, 2014, Kentucky Broadcasters Association, Inc. com- pleted another very successful financial year despite net asset reserve being down by 0.62% compared to last year. With no outstanding debt and having strong increases in the net re- serves in past years, this has allowed us the ability to grow the programs and services which will continue to benefit our membership in the upcoming years. As detailed on the adjoining pie chart you can see where over 45% of all expenditures were spent directly on members’ benefit programs, a 7% increase from the prior year.

The board recognized its fiduciary duty to protect and maintain the financial strength and in- tegrity of the Association. As part of the process it takes a close and continuous management approach in overseeing the financial aspects of the Association including budgeting of funds and management of program, operating and capital spending. Good stewardship of the Asso- ciation’s funding is a high priority for our board.

The Board believes the Association and its members should be proud of its accomplishments and feels that its current financial situation puts it in a position to achieve even more for the broadcasting industry, and most particularly its membership. Through the combined efforts of the Directors and a dedicated staff its membership can rest assured the assets of the Associa- tion will be managed in a manner to achieve maximum benefit for its membership.
