It includes salaries and other compensation such as leave cash-in amounts and salary adjustments, as well as travel and relocation expenses paid to the following: the governor, lieutenant governor, and their chiefs of staff; the president and vice-presidents of the University of Alaska and the chancellors of the individual campuses of the university; the commissioners or other executive heads of the principal departments in the executive branch, and the deputy commissioners, assistant commissioners and division directors in those departments; and the executive heads of public corporations created by law.     CHAPTER 5: CONSULTATION AND COORDINATION Ring of Fire Proposed RMP/Final EIS 5.0 CONSULTATION AND COORDINATION 5.1 Introduction This chapter describes the public participation opportunities made available through the development of the Ring of Fire Proposed Resource Management Plan (PRMP)/Final Environmental Impact Statement (FEIS), the formal consultation with federal agencies and federally recognized tribal governments that has occurred to date, and collaborative efforts conducted with the State of Alaska and the Alaska Resource Advisory Council (RAC). It also lists agencies and organizations that will receive copies of the PRMP/FEIS for review, and lists preparers of the document. There have been, and will continue to be, many ways for the public to participate in the planning process for public lands under the jurisdiction of the Anchorage Field Office (AFO). An interdisciplinary team of specialists from URS Corporation (third-party contractor), the Bureau of Land Management (BLM) Anchorage Field Office (AFO), and the BLM Alaska State Office prepared the Ring of Fire PRMP/FEIS. The State of Alaska has also participated in the development of the document. Both the AFO and State office staff have provided technical review and support. Members of the PRMP/FEIS team have consulted formally or informally with numerous agencies, groups, and individuals during the PRMP/FEIS development process. Consultation, coordination, and public involvement have occurred through scoping meetings; public review of the Draft RMP/EIS; meetings and briefings with federal, State, and Tribal government representatives; and informational meetings with interested individuals and organizations. 5.2 Public Participation Opportunities There are several steps throughout the planning process that provide the public with opportunities to participate.

Jose Campos, New Mexico In the fall of 1947, political leaders from the western states met in San Francisco for the purpose of establishing the Western Offi ce of Th e Council of State Governments. Around the table there was an acknowledged need for the West to follow the lead of the South, the Northeast and the Midwest to form a regional association of state political leaders to provide a platform and a voice for the unique needs of the western states in post-war America. Th e minutes of the meeting from that fi rst year provide a vivid example of how ideas and best practices are shared among states as Senator Vincent Th omas from California reported on the success of the San Francisco Trade Zone and emphasized that trade zones would be of value to the entire West, not only in San Francisco, but in Los Angeles, Portland and Seattle. Th is spirit of cooperation and collaboration among states who share borders as well as a common culture provides the best reason why CSG-WEST has been the longest continuously serving organization for political leaders in the West. Th e Grand Teton National Park in Wyoming provided a spectacular place to celebrate the 60th anniversary of CSG-WEST, and as you review the activities that took place there and throughout 2007 as reported in this Year in Review, you will see the opportunities provided for western state legislators to listen and learn from each other.

UAA provides graduate education and research in engineering and engineering-related fields to meet Alaska's needs. This project is primarily focused on the expansion of classroom and lab space for undergraduate degree production. In August 2010, the University of Alaska contracted for a comprehensive review of the engineering student population, graduation characteristics and space requirements for the degree programs currently offered by the University of Alaska. The final program document, outlining key recommendations, was completed in the spring of 2011 and adopted by the Board of Regents and forms the basis for this request. Alaska faces a shortage of qualified engineers. To respond to the state's need, the University of Alaska Board of Regents set a priority to more than double the annual number of baccalaureate graduates to 200 by FY14. - The Alaska Department of Labor's current projections through 2018 indicate a minimum of 50 new licensed engineering jobs will be available each year, plus another 70 openings from annual turnover and retirement.

The 2013 legislative session ended April 14, 2013. SB57 added a CPT adjustment to the pupil transpmiation reimbursement program for a three year period. Based on EED's fiscal note ASD should receive approximately $21,955,600in FY14, $22,504,500in FY15 and $23,067,100 in FY16. SB57 also moves the notice of layoff for tenured teachers from March 16 to May 15. The legislation requires EED to share information with school districts to be distributed to parents about the benefits of early literacy. Additional funding for schools was included in the capital budget as one-time revenue. $21,000,000 will be distributed to all school districts based on the school districts adjusted ADM. The legislation states that the funding is for student safety and security enhancement. ASD should receive approximately $6,394,400. Included in the Govemor's budget is $25,000,000 million in one-time funding for energy grants. This money will be distributed to all school districts based on the school districts adjusted ADM. ASD should receive approximately $7,597,200. I have attached a spreadsheet that lists legislation and its current status. You will see the current committee that the bill is in or you will see "awaiting transmission to Govemor" for bills that passed this session.
