You are requested to obtain and forward the informationin the prescribed Transfer Proforma in respect of the officers working under your administrative control, who fulfill any of the following criteria: (a) Officers who have joined their duty at Ahmedabad on or before 31/12/2012, thereby completing stay of 8Financial Years or more as on 31/12/2020. (b) Officers who have joined their duty at Vadodara / Surat on or before 31/12/2015, thereby completing stay of 5 Financial Years or more as on 31/12/2020 (c) Officers who have joined their duty at any station other than Ahmedabad/ Vadodara/ Surat on or before 31/12/2017, thereby completing stay of 3 Financial Years or more as on 31/12/2020. (d) Officers, whose cases are under review vide earlier orders. (e) Officers who are not due for transfer, as per criteria indicated at (a), (b),(c) & (d) above, but desire transfer on request basis within the Gujarat Region. 3. The period of posting at ITAT and RTI shall be treated as exempt for the purpose of computing period of stay at Ahmedabad/Rajkou/Surat, but may be so counted at the option of the Officer. 4. It may please be ensured that no officer who is due for transfer as per criteria 2(a), 2(b), 2(c) & 2(d) above, is let out. The officer, who is not due for transfer as per criteria 2(a)/2(b/2(¢) or 2(d), may mark theitem no. 4 (as the case may be) as "NA*". Similarly, officer who is not seeking transfer andis also not due may mark item no. 5 as "NA". 5. All officers, who are posted in CCIT Region other than Rajkot and are due for transfer as per above criteria, are required to give 5 choices of posting and out of them, two choices of stations must be from Rajkot region. Similarly, all officers posted in Rajkot region and who are due for transfer, are required to give 5 choices of stations and out of them, 2 choices of stations must be from other CCIT region. In case 5 station choices are not given or 2 choices of Rajkot Region/Other Region (as the case may be) are not filled up by the officer, it shall be presumed that such officer is willing to be pOsted at any station. Therefore, it is requested to fill the station preferences as above mentioned criteria strictly. 6. Oficers who are not due for station transfer as per the above criteria may also be transferred on administrative requirement. Therefore, specific request for retention, even if not due for transfer, should also be furnished by the officers along with necessary evidence in item no. 6 of the transfer proforma. Item No. 6 is required to be filled mandatorily by all offiecers. It is requested to bring this fact to the notice of all the Officers under your charge. 7. I am also directed to inform that the officers requesting for retention at the same station or transfer to other station on any of the grounds viz. i) Medical ground (Self/Dependents) (latest CMOIAMA certificate is mandatory) i) PH ground (latest physical disability certificate is mandatory) ii) Children's education ground (Only retention if child is in 10/12th in E.Y 2021-22), iv) Spouse ground v) Others, it may kindly be ensured that necessary evidence (self certified) in support of their ground are enclosed for verification. Necessary authentication of evidences furnished by the officer is required to be done in such cases by the_controlling Officer, before forwarding the request. Without authentication, no such application will be entertained. 8. Your recommendations for transfer on administrative reasons/grounds/performance, if any, may also be sent separately, through a confidential letter. 9 The transfer proforma has been uploaded on www.incometaxgujarat.org. Hence, it is requested that the same may bring to the knowledge of officers working in your charge and the officers may be informed that the same shall be sent to this office through proper channel only. Further, it is also requested that the transfer profornma, duly verified by the forwarding authority along with a certificate, that no officer who is due for transfer as per para 2 (a), (6), (c) & (d) is left out, and your recommendations, if any, may be submitted to this office by 5" May 2021. The foremost were the Haribhaktis’[i]; who are remembered for business success in areas such as money-lending/indigenous banking, coin- changing, traders in private capacity and banking; formation of Gaekwad’s State financial policy- which stimulated rural resources and commercial economy that benefitted in the making of urban Gujarat during the 18th and 19th centuries; and as philanthropists in individual capability. The business acumen and continuous support to Gaekwad fetched honours and titles like Nagar‘ Seth’ and ‘Raj Ratan' ‘Raj Mitra’ ‘Chiranjiva’&c to them by rulers and citizens. Their firm building in Vadodara dates back to last quarter of 19th century; and its location is near Mandvi darwaza in Ghadiali pol popularly known as Haribhakti ni Haveli “…made up of red and yellow wood and …stands as grandeur of 200 years past”. This family as state bankers were Kamvisadars, traders and Nagarseths of Gaekwad`s of Baroda.     Chapter II: Study Area CHAPTER II: STUDY AREA 2.0 Description of the Study area: Vadodara district is one of the most important districts of Gujarat. It is a leading agriculture district and one of the main contributors to the agricultural production in the state. 2.1 Geographical Location: Vadodara District is a district in the eastern part of the state of Gujarat in western India. It lies between latitudes 21° 45’ and 22° 45’ North and longitudes 72° 48’ and 74° 15’ East having a geographical area of 7,550 km². The district is bounded by Panchmahal and Dahod districts to the North, Anand and Kheda to the West, Bharuch and Narmada districts to the South, and the state of Madhya Pradesh to the East. Administratively, the district is subdivided into twelve talukas, viz. Vadodara, 28 Chapter II: Study Area Karjan, Padra, Savli, Dabhoi, Sankheda, Waghodia, Jetpur Pavi, Chhota Udepur, Naswadi, Tilakwada and Sinor. In the present work, part of Vadodara district is selected as a site of the study area which includes portions from Vadodara, Padra, Dabhoi and Waghodia talukas. Site of study area is shown in map given below (Figure 4). Fig 4. Map showing site of study area The Mahi River passes through the district. Orsang, Dhadhar, Dev, Goma, Jambuva, Vishwamitri, Bhukhi Heran, Mesari, Karad, Men, Ani, Aswini and Sukhi are the small rivers. Minor irrigation dams are constructed across Sukhi and Rami rivers. College of Engineering, Ahmedabad ABSTRACT This paper describes the study urban storm drainage performance indicators. The paper begins by presenting a general framework of objectives and performance indicators as logical intermediate steps between values and the decisions taken to reflect them. The paper then con- siders practical approaches toperformance and indicator measurement, based on field experience in India. General conclusions about drainage performance indicators are then presented, stressing the challenge of finding indicators which are valid indicators of performance. Keywords : Drainage; Flooding; Indicators; Objectives; Performance INTRODUCTION Infrastructure is important in eradicating poverty through vari- ous job creation opportunities and by so doing, it enables to speed up economic development and ultimately ensures im- proved quality of life. For example, the increase in population generates greater infrastructure demand, urban storm water drainage facilities. When urban Storm water drainage facilities are not properly provided nor integrated in a given urban area, the perfor- mance of infrastructure can be limited. Problems like flood- ing and erosion when persistent can shorten the life span of road infrastructures and other urban utilities. With urbaniza- tion, permeability increases because of the increase in im- pervious surfaces. This in turn changes the drainage pattern, increases overland flow resulting in flooding and related -en vironmental problems. The impact of this is severe on spatial structures like road.

    CHAPTER 1 Formative Years Mohandas Karamchand Gandhi was born on October 2, 1869, in Porbandar, a seaside town in western India. At that time, India was under the British raj (rule). The British presence in India dated from the early seventeenth century, when the English East India Company (EIC) first arrived there. India was then ruled by the Mughals, a Muslim dynasty governing India since 1526. By the end of the eighteenth century, the EIC had established itself as the paramount power in India, although the Mughals continued to be the official rulers. However, the EIC’s mismanagement of the Indian affairs and the corruption among its employees prompted the British crown to take over the rule of the Indian subcontinent in 1858. In that year the British also deposed Bahadur Shah, the last of the Mughal emperors, and by the Queen’s proclamation made Indians the subjects of the British monarch. Victoria, who was simply the Queen of England, was designated as the Empress of India at a durbar (royal court) held at Delhi in 1877. Viceroy, the crown’s representative in India, became the chief executive-in-charge, while a secretary of state for India, a member of the British cabinet, exercised control over Indian affairs. A separate office called the India Office, headed by the secretary of state, was created in London to exclusively oversee the Indian affairs, while the Colonial Office managed the rest of the British Empire. The British-Indian army was reorganized and control over India was established through direct or indirect rule. The territories ruled directly by the British came to be known as British India.

    CHAPTER ONE The Futility of Violence I. Gandhi’s Critique of Violence For Gandhi, political life was, in a profound and fundamental sense, closely bound to the problem of violence. At the same time, his understanding and critique of violence was multiform and layered; violence’s sources and consequences were at once ontological, moral and ethical, as well as distinctly political. Gandhi held a metaphysical account of the world – one broadly drawn from Hindu, Jain, and Buddhist philosophy – that accepted himsa or violence to be an ever-present and unavoidable fact of human existence. The world, he noted, was “bound in a chain of destruction;” the basic mechanisms for the reproduction of biological and social life necessarily involved continuous injury to living matter. But modern civilization – its economic and political institutions as well as the habits it promoted and legitimated – posed the problem of violence in new and insistent terms. Gandhi famously declared the modern state to represent “violence in a concentrated and organized form;” it was a “soulless machine” that – like industrial capitalism – was premised upon and generated coercive forms of centralization and hierarchy.1 These institutions enforced obedience through the threat of violence, they forced people to labor unequally, they oriented desires towards competitive material pursuits. In his view, civilization was rendering persons increasingly weak, passive, and servile; in impinging upon moral personality, modern life degraded and deformed it. This was the structural violence of modernity, a violence that threatened bodily integrity but also human dignity, individuality, and autonomy. In this respect, Gandhi’s deepest ethical objection to violence was closely tied to a worldview that took violence to inhere in modern modes of politics and modern ways of living.
