It is the centre of a district, which stretches east to Bathurst, southwest to Cowra and north to Orange. History

The sighting by Surveyor George Evans in 1813 of three hills to the south is the first European record of the BLAYNEY district. Evans named these hills the Three Brothers. During an expedition in 1815, Evans set out from the fledging village of Bathurst towards the Three Brothers. As he travelled west, he observed a large flat mountain to the north which he named Mt Lachlan, later to become Mt Macquarie. He travelled through the present areas of Neville and Lyndhurst before discovering the Lachlan River.

There was temporary settlement throughout the area between 1821 and 1828.

The gold rush of the 1850s and 60s sparked the development of a number of settlements throughout the region including Blayney and Forest Reefs. Initially the shire was allocated for farming. However, with the opening and working of many mines, the townships flourished. The site eventually decided upon for the township of Blayney was in a picturesque valley with the running along its eastern boundary.

With valuable gold came feared bushrangers, including the notorious Ben Hall, John Gilbert, John O'Meally, John Vane and Mickey Bourke. They were active throughout the district with a number of hold-ups along the roads to Carcoar.

The coming of the railway to Blayney in 1876, resulted in further development of the region with the towns of Newbridge and Millthorpe flourishing. The 1870s to 1880s saw great development in Blayney and it was during this time that many of the significant buildings, which still stand today, were built. Blayney – The Village Shire

Council Meetings & Business Papers Ordinary Council meetings are held on the third Monday of each month commencing at 6.00pm. Members of the Public are welcome to attend these meetings. The Business Paper is available to the public and press on the Friday prior to the meeting date and can be obtained from the Council Office, 91 Adelaide Street, Blayney between the hours of 9.00am and 4:30pm. Meetings are open to the public and press except where Council specifically resolves they be excluded when a particular matter is being considered. Members of the public wishing to address Council during the public forum session must apply in writing by 4.30pm one week prior to the meeting date.

Our Environment

Environmental Services Blayney Shire Council provides a number of Environmental Services to residents of the area. Through each of these services Council is committed to providing the highest level of service, mindful of maintaining our wonderful environment.

Food Premises & Preparation Blayney Shire Council has provided you with a FREE online food safety training program "I'm Alert". The "I'm Alert" training program is a self-paced user friendly program covering all aspects of food premises safety. "I'm Alert" is recommended for all persons working in food premises. To complete the training simply click on the link "I'M ALERT Food Safety" to start the course. Some sections of the interactive online training include a quiz. Upon completion of the selected course, a training acknowledgement form can be printed and filed as part of food safety records.

Heritage Heritage consists of those items which we as a community have inherited from the past and want to hand on to future generations. Blayney Shire has a diverse heritage which is embodied in those items which are still remaining and can illustrate past human occupation and development of an area. The Blayney Shire area has a rich and diversified heritage which encompasses buildings, monuments, gardens, landscapes, archaeological sites in addition to the natural environment and Aboriginal heritage. Aboriginal relics and artifacts are primarily protected under the provisions of the National Parks and Wildlife Act, 1974. Listed heritage in the Shire is mainly European in nature.

Noxious Weeds Upper Macquarie County Council is a single purpose local government authority, established by the Governor under Section 387 of the Local Government Act 1993, as the control authority for noxious weeds in the areas of Bathurst Regional Council, Lithgow City Council, Oberon Shire Council and Blayney Shire Council. The County Council was originally constituted by proclamation on 18 February 1949. With limited exceptions the Local Government Act 1993 applies to the County Council in the same way as it applies to other local government councils and under Section 8 of the Act the County Council has the same charter as any other council.

Being a county council upon which noxious weed control functions for its area of operations have been conferred, the Upper Macquarie County Council is a local control authority as defined in Section 35 of the Noxious Weeds Act 1993.

The county council within its area of operations has the functions set out in Section 36 of the Noxious Weeds Act. These include the responsibility for the control of noxious weeds by occupiers of land and the control of noxious weeds on roadsides. Trees and Tree Removal Council maintains and enhances the character of Blayney and surrounding villages through the protection of street trees and shrubs. Different rules apply to trees and shrubs on private property, to those on public land. If a tree or shrub is on the footpath outside a property boundary or on a reserve it is on public land. Trees within boundaries of property are considered private property and as such are not affected by this policy. Trees located on public land are the responsibility of Blayney Shire Council, whether they were planted by a resident, naturally occurring or planted as a part of Council’s street beautification program. When a new street tree is planted, residents are encouraged to water the street tree during periods of dry weather as required to ensure survival. Removal of trees on public land can only be granted by Council unless required for safety reasons, in which case inspection by a Council officer is still required for approval to remove. Removal of trees must be undertaken by professional Council staff or appropriately accredited contractors.

The resident is required to write to Council outlining the reasons for the tree’s removal. Upon receipt of the letter a Council officer will undertake an inspection of the subject tree using the assessment criteria and considerations:

 Is the tree part of a major planting?  What effect will its removal have on the existing streetscape?  Estimated age of the tree.  Estimated remaining life of the tree.  Is the tree a rare or endangered species - either globally or locally.  How long has the tree been there as opposed to the resident?  Is the tree in decline or suffered physical damage i.e. pests, disease, storm etc.  Does the tree pose a danger/threat to property or people.  Effect on existing services or infrastructure  Estimated dollar value of the tree according to Australian Standard

Upon consideration of all of the above factors, a report will then be prepared and presented to the Council for determination based upon the recommendations of Council staff. Upon determination by the Council the resident will be advised, in writing of the outcome. Council will endeavour as far as is practicable to maintain its street trees to an appropriate standard at all time.

Garbage Tip Operation The Blayney Garbage Tip is open seven days a week, excluding Christmas Day, New Years Day and Good Friday.

Waste Collection Waste Collection Blayney Town Area Blayney town area is broken into two areas for collection of Garbage bins. Collection days are Friday and Thursday with recycle bins being collected fortnightly. Your bins are to be placed at the kerbside by 6am.

Waste Water Management Millthorpe Sewerage Scheme Millthorpe sewerage services about 600 people in the village of Millthorpe. The sewer reticulation was commissioned in 2003. The system consists of 9.7 Km of uPVC gravity sewer mains and one pumping station. Collected sewage is pumped to the balancing tank of Blayney STP for treatment.

Blayney Sewerage Scheme Blayney reticulation system consists of 51 Km of AC and UPVC mains and six pumping stations. The original reticulation system in Blayney was constructed in late 1960s with considerable augmentation in 1970’s, 80’s, 90’s and in 2003. The sewerage reticulation which services the township of Blayney can be divided into three main catchment areas:

 North of the main western railway - Sewage from this catchment is collected at Pumping Station No. 2 and pumped across the railway line into the central town area gravity system.  Central town area - Sewage from this catchment is collected at Pumping Station No. 1 and pumped directly to the sewage treatment facility.  Area south of Martha Street - Sewage gravitates from this area back into the central town system. An exception to this is the development along Barry Road. Sewage from this area gravitates to Pumping Station No.3. This pumping Station pumps sewage directly to the Sewage treatment facility via an interconnection to the major rising main.

Sewage Treatment Plant The Blayney Sewage Treatment Plant is located on the south eastern outskirts of town on the north side of Hobby Yards Road. The original works, constructed in 1966, consisted of a Biological filter (Trickling filter) with a capacity of 2100 E.P. The original treatment works was replaced by an Intermittently Decanted Extended Aeration (IDEA) activated sludge treatment plant with a design capacity of 7000 E.P.

The STP fully treats all predicted inflows and currently has excess capacity based on the future design load. The STP and effluent management system consists of the following:  A balance tank which restricts flow to the plant to 80 L/sec and includes a mechanical step screen and storm overflow weir and a flow divider (storm flow bypass leading to effluent ponds)  A deodorization bed chamber (to address odour problems that may arise due to septic Millthorpe sewage)  An intermittently decanted extended aeration (IDEA) reactor of 7,000 EP  Alum dosing and storing facilities  A catch pond  Four sludge lagoons  Sludge drying beds  An under-drainage pumping station  Effluent ponds  Effluent pumping station and chlorination facility that transfers effluent to the Cadia Mine Ore concentration plant  Constructed wetlands  River discharge main from wetland to the Belubula River  An amenities building and a laboratory The STP will fully treat all predicted inflows and currently has excess capacity based on the future design load.

The balancing tank receives sewage pumped from Blayney and Millthorpe through the inlet works and to the intermittently decanted extended aeration (IDEA) plant. IDEA plant is chemically dosed with alum to remove phosphorus and improve settling characteristics. Effluent from this plant is discharged to the catch pond and then to the effluent ponds for maturation.

Effluent disinfection is achieved in effluent ponds and is pumped to Cadia Mines after chlorination. Cadia mine currently takes all treated effluent. Any effluent that may not be pumped to Cadia mine due to operational issues is released to the wetland, which then overflows to the Belubula River. Wetland has been provided as a supplementary structure to impart additional effluent polishing treatment. Flows to the wetland have been limited to wet weather events. Sludge from sludge lagoons are dried at drying beds while supernatant is gravitated back to the IDEA plant.

Sewer Strategic Plan Council at its meeting held September 12, 2009 adopted the Strategic Business Plan for Sewerage Services. The Sewer Strategic Plan demonstrates best practice management which encourages the effective and efficient delivery of sewerage services. Water Central Tablelands Water handles all water accounts for the Blayney Shire. Central Tablelands Water is the trading name adopted by Central Tablelands County Council, a water supply authority constituted under NSW Local Government legislation. We are located in the central west of New South Wales and service a geographically large, but sparsely populated area. This area ranges from Blayney in the east, to Grenfell in the west.

CTW currently have 5,500 connections and provide potable water to around 11,500 consumers in 14 towns and villages. Our main water source is Lake Rowlands. Water from this source is supplemented by various groundwater bores during summer. Development

Blayney Council - Development Council's Planning and Environmental Services department can be contacted in regards to any planning and development enquiries at Blayney's Council Offices.

Types of Development Include:

State Significant State Significant Development is development involving major projects of State or Regional significance. Applications for State Significant Development are to be lodged with and assessed and determined by the Department of Urban Affairs and Planning

Integrated Integrated Development is development where licences/approvals/permits are needed from specified State Government Agencies as well as requiring Council consent. These applications are referred to the relevant state body that will provide Council with terms and conditions for inclusion in any development consent. When lodging an application with Council you need to check if your development is likely to be integrated.

Should your application be integrated development you need to lodge additional copies of the development application and documentation together with an additional fee for each State approval body. Council will forward these to the relevant State agency for its consideration.

Exempt Exempt development is a low impact form of development that can be untaken without the need for planning or construction approval. However, other legislative requirements for approvals, licences, permits and authorities still apply.

Local Local development is development which requires consent from Council before it can be carried out. This includes most:  New buildings, alterations or additions to existing buildings  Change of use of an existing building or premises (If taking over an existing business, you should check with Council to find out whether the business has a valid Development Consent)  Demolition of dwellings, heritage items or any building within a conservation area  Earthworks, filling and clearing of land  Subdivisions of a parcel of land including consolidations of allotments, strata title subdivision of a building, community title subdivision and boundary adjustments

Designated Designated Development generally comprises projects which have been nominated for particular scrutiny due to potentially significant environmental concerns (such as mines or large piggeries). All Designated Development requires development consent before it can be carried out. An Environmental Impact Statement must also be prepared and lodged by the applicant.

Complying Development Certificate You may not be aware that an option for getting your consents via a fast track process is by obtaining a Complying Development Certificate. What is it? This certificate is an alternative to obtaining a development Consent and Construction Certificate for your development proposal. You must however meet set criteria for the land and then the development type. If you tick all the boxes you qualify for Complying Development and can use this pathway to obtain your required consent. Did you know? Legislation states that a CDC has a maximum turnaround of 10 days.

Collections: Blayney Library carries a range of:  Fiction books for adults and children  Non-fiction books for adults and children  Audio books  Magazines  Large print materials  Newspapers  Video collection for adults and children  Talking books  Music CDs  Local Studies and Family History resources  and a Ready Reference collection suited to homework and general needs.

This collection includes dictionaries, encyclopedias, general reference books, Legal Information LIAC, Australian Bureau of Statistics ABS Statistics and DI@YLL resources. The Reference collection is not for loan. Library staff can also undertake research for information not available through the library's general collections and arrange for the loan of specific books or articles available at other libraries.
