ANNUAL EEO PUBLIC FILE REPORT

The purpose of this EEO Public File Report (“Report”) is to comply with Section 73.2080(c)(6) of the FCC’s 2002 EEO Rule. This Report has been prepared on behalf of Midwest Communications Inc.’s Northeast Employment Unit (“SEU”). This SEU is comprised of the following stations: WTAQ-AM, WIXX- FM and WNFL-AM licensed to Green Bay, Wisconsin, WGEE-FM licensed to New London, Wisconsin, WDKF-FM licensed to Sturgeon Bay, Wisconsin, WYDR-FM and WNCY-FM licensed to Neenah-Menasha, Wisconsin and WTAQ-FM licensed to Glenmore, Wisconsin. This report has been placed in the public inspection files of these stations and posted on their websites, if they have websites, prior to August 1, 2020.

The information contained in this Report covers the time period beginning August 1, 2019 to and including July 31, 2020 (the “Applicable Period”).

The FCC’s 2002 EEO Rule requires that this Report contain the following information:

1. A list of all full-time vacancies filled by the Station(s) comprising the SEU during the Applicable Period.

2. For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to notification pursuant to Section 73.2080(c)(1)(ii) of the EEO rule), identified by name, address, contact person and telephone number.

3. The recruitment source that referred the hire for each full-time vacancy during the Applicable Period.

4. Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total number of interviewees referred by each recruitment source utilized in connection with such vacancies; and

5. A list and brief description of the initiatives undertaken pursuant to Section 73.2080(c)(2) of the FCC rules.

Appendices 1and 2 that follow have been designed, in the aggregate, to provide the required information. Please note that the numbers listed on Appendix 2 under the column entitled “Full-time Positions for Which This Source was utilized” refer to the number of the full-time job positions listed on Appendix 1.

For purposes of this Report, a vacancy was deemed “filled” not when the offer was extended but when the hire actually began working. A person was deemed “interviewed” whether he or she was interviewed in person, over the telephone or by e-mail.

Description of Activity: Josh talked with the 7th graders at Einstein Middle School in Appleton, WI. He discussed how he got into radio and his job duties in his current role. He talked about why we do PSA’s and that these types of ‘commercials’ are part of his job including setting the right tone of voice

He shared some current PSA’s; why we were airing them, etc. Students then created their own PSA’s for a project they are doing and students shared their ideas with Josh. He discussed various re-writes, voice tone and possible music to use in their projects. Josh presented to approximately 120 students.

Description of Activity: Chris represented our Wisconsin based radio stations at this Job Fair held at the Concourse Hotel in Madison, WI as part of the Winter Conference. Chris talked with potential applicants about the various openings in our radio stations, interviewed and accepted resumes from potential new hires. Those resumes were shared with hiring managers.

The Job Fair was followed by a presentation by Attorneys Rebecca Lopez and Katie Mills of the Godfrey & Kahn law firm. The topic covered by this EEO Session was “Avoiding Discrimination in Employment Terminations”. Chris shared the slides of this presentation with various management personnel. This was a refresher on nondiscriminatory practices to help broadcasters comply with certain aspects of the FCC’s EEO rules.

Description of Activity: Ms. Gillis represented all of our WI properties attending this one (1) hour EEO Seminar given by David Oxenford of the Wilkinson Barker Knauer law firm based in Washington, DC. The topic of this seminar was FCC EEO Rules in the Year of the Pandemic. Mr. Oxenford covered what remained constant in the face of the Pandemic and what had changed in our hiring practices. This was a very good reminder of what is expected of broadcasters. Ms. Gillis will use this information in an upcoming manager training session.

Description of Activity: Madison, a special needs young adult indicated an interest in working for WIXX. A job shadow/tour was set up through the Goodwill placement program. Madison was given a tour of the station and learned about all the various jobs that make up a radio station. Corey answered questions about potential future job opportunities that may fit Madison’s skill set in the future. She was also able to spend some time in the WIXX studio with Brian “Fife” observing what is involved in being an announcer.

Description of Activity: In absence of a Summer Conference, the WBA hosted a week long Job Fair. We pre-promoted the upcoming Job Fair and then during the week of the Job Fair, we reminded our listeners of the various job opportunities that they would find in Wisconsin broadcasting by going to www.broadcastersvirtualjobfair.com. Our Radio Group had a total of seven (7) openings listed; two specific to Wisconsin. At the conclusion of the Fair, we had collected approximately two dozen resumes. The resumes were distributed to the appropriate hiring managers.

Description of Activity: Reanna, a former college student, was interested in learning more about radio as a possible career. She sat in with Fife during his 3pm to 7pm on- air shift. She asked many questions about why we do the things we do and about the equipment we worked with. She was very interested in all aspects of radio, especially in ways that we are able to integrate the use of social media to continue our reach to listeners outside of our shows.

Description of Event: Midwest Communications, Inc. has a very structured Internship Program in their NE Wisconsin location involving students at the college level or entering college.

If the students participating in our internship program have a specific area of interest in radio, more time may be spent on the intricacies of that department. However, our structured internship program requires that students spend some time in every department so they have a good sense of the overall operations of a radio station. Interns are usually interested specifically in marketing, digital and in becoming announcers. In the past year, we have had interns participate on WIXX, WNCY and WYDR also learning about WTAQ, WGEE and WNFL.
