Al-Sayer said that the campaign would help in spreading social immu- nity; it became necessary to enroll people back into their normal eco- nomic and social lives in the wake of the spread of COVID-19. On his part, Relief coordinator of the International Federation of Red Cross and Red Crescent Societies (IFRC), Dr. Hossam Al-Sharqawi praised, in a state- ment to KUNA, the KRCS’s initiative to provide vaccinations for the refugees. He said that the vaccine is not avail- able in many countries, and launching such campaign has a positive impact KUNA photos on people of Lebanon and the region. In a press statement, she stressed that the investigation sector carries out many tasks, including receiving reports from individuals and legal entities. Law Al-Qallaf explained that the reports are received in com- plete confidentiality, after which they are classified, cate- gorized and investigated through procedures taken for reports that fulfill the conditions and fall under article 22 of the Law on the Establishment of the Kuwait Anti- Corruption Authority, provided that the one being reported is among the categories mentioned in Article 2 of the authority’s establishment law. She said, “The reports must have a degree of serious- ness, and there should be documents, and evidence, which are complete and have a serious nature. Measures are taken regarding the reported incident, and witnesses and experts will be summoned. Inquiry and transfer of the judicial determination to the concerned authorities will happen after the suspicion of a criminal crime is proven to the authority and it is referred to the Public Prosecution. From the time of the issuance of the executive regula- tions for the law on the establishment of the authority until now, many reports have been referred to the Public Prosecution, and from the Public Prosecution, they have been referred to the competent courts”. Al-Qallaf expressed gratitude to everyone who took the initiative to submit reports on corruption incidents. Also: KUWAIT CITY: The Kuwait Anti-Corruption Authority (Nazaha) announced Thursday the referral of the chairman of the board of directors of a sports club and others to the Public Prosecution on charges of committing the crime of facilitating the theft of public money. Nazaha said in a press statement that the referral comes as a continuation of its efforts to combat corruption, ward off its risks and effects, and prosecute its perpetrators by receiving serious charges that fulfill the conditions stipu- lated under Law No. 2 of 2016 and its executive regula- tions. It clarified that the aforementioned charges were found guilty in the text of Article 10 of Law No. 1 of 1993 and the offense of forgery in Article No. 257 of Penal Code No. 16 of 1960. It affirmed its determination to continue efforts and procedures regarding the examination and collection of evidence and investigations in all serious charges received, valuing the role of whistle-blowers in exercising their role in assisting the Commission to obtain the neces- sary information and data on corruption incidents. In its statement, the authority stressed the provision of the maximum levels of protection and confidentiality nec- essary for whistle-blowers, which were imposed by law and the executive regulations. One GOP lawmaker called them unnecessary after the measures faced opposition from rank-and-fi le offi cers, prosecutors and county sheriffs. Instead, the Republican-dominated Statehouse passed legislation to grant immunity to drivers whose vehicles strike and injure protesters on pub- lic streets and to prevent the “doxxing,” or releas- ing of personal identifying information, of law en- forcement offi cers if the intent is to stalk, harass or threaten the offi cer. “I was a little disappointed because these were simply accountability measures” aimed at “mak- ing sure the public understands what happens when something goes wrong,” said state Rep. Monroe Nichols, a Democrat whose father and uncle were police offi cers. Offi cers In Wyoming, Democratic state Rep. Karlee Provenza introduced a bill that would have prevent- ed offi cers who are dismissed for misconduct from being hired by another law enforcement agency. Her bill passed the House but failed in the Senate, which are both controlled by Republicans. “If the conversation is, ‘This is an anti-policing bill,’ rather than, ‘This is an accountability bill,’ it has a steeper hill to climb,” Provenza said. Byron Oedekoven, executive director of the Wy- oming Association of Sheriffs and Chiefs of Police, said the measure was not needed. Law enforcement, he said, already does a good job vetting offi cers, in- cluding following hiring standards in state law and voluntarily reporting offi cers who are decertifi ed to a national database. While cities across the U.S. were creating or ex- panding civilian police oversight boards, Republi- can governors in Tennessee and Arizona signed into law measures that could reduce the independence of those boards. The GOP laws require board members to complete hours of police training or mandate that a majority of board positions be fi lled with sworn offi cers. Critics say such steps defeat the purpose of civilian oversight. The review boards were intended to address con- cerns, especially in Black communities, that police departments have little oversight outside their own internal review systems, which often clear offi cers of wrongdoing in fatal shootings. “It has all the trappings of making it look like the fox is watching the henhouse here,” Arizona state Sen. Kirsten Engel, a Democrat, said of that state’s measure. Some states continue to introduce bills to protect police, including recent proposals in Ohio and Ken- tucky that would make taunting or fi lming a police offi cer a crime. But about half of states have em- braced at least some reform measures. Since May 2020, at least 67 police reforms have been signed into law in 25 states, according to the National Conference of State Legislatures. Those laws addressed neck restraints and chokeholds, body cameras, disciplinary and personnel records, and in- dependent investigations, among other reforms. At least 13 states enacted restrictions on the use of force, and at least eight have implemented laws beefi ng up offi cer reviews and investigations, ac- cording to the NCSL data. Minnesota banned chokeholds. Colorado be- came the fi rst state in the country to strip police of qualifi ed immunity. Washington enacted a dozen police-reform laws, including restricting the use of no-knock warrants and designating an independent investigator for fatal police shootings. Instead, he said the company sent an email acknowledg- ing the federal holiday and pledging to consider time off in the future. “It’s kind of bare minimum,” said Thompson, who lives in Atlanta but didn’t want his company named for fear of reper- cussions. “I don’t think as people of color, we really care that you acknowledge it via email ... that doesn’t really have any true meaning to it.” Juneteenth commemorates June 19, 1865, when Union soldiers brought the news of freedom to enslaved Black peo- ple in Galveston, Texas - two months after the Confederacy had surrendered. That was also about 2 1/2 years after the Emancipation Proclamation freed slaves in the Southern states. Black Americans, especially in Texas, have long celebrat- ed Juneteenth with church picnics and speeches. But the fed- eral holiday declaration brought it to the attention of some Americans for the fi rst time. Jamie Hickey, founder small fi tness company in Philadel- phia, said he had never heard of Juneteenth until he heard about it last week on the radio. Then, his four trainers started talking about it at lunch, and he asked them if it was impor- tant to them. He decided to make it a day off next year since it was too late to cancel on clients this year. “They said, ‘are you serious, you are just now hearing about this?’” said Hickey, who founded Truism Fitness last year after the chain fi tness company where he and he other trainers worked closed because of the pandemic. Hickey said he took the lead from his employees because, as a white man, he worried about jumping into trends only to be accused of tokenism. “I don’t want to fake. If you are fake, you get caught and it’s a million times worse,” Hickey said. That’s a major concern among even the biggest employ- ees, said Erin Eve, CEO of Ichor Strategies, which advises fi rm on connecting businesses with their communities. Eve said companies will get called out by their employees, cus- tomers and even investors if they take steps like observing Juneteenth without investing in Black communities or look- ing at their own internal diversity. Still, Eve said the declaration of Juneteenth as a federal holiday will make companies that don’t follow suit increas- ingly look bad.

UK records over 10K cases US to spend $3.2b for COVID ‘antiviral’ pills WASHINGTON, June 19, (AP): The United States is devot- ing $3.2 billion to speed development of antiviral pills to treat COVID-19 and other dangerous viruses that could turn into pandemics. The new program will invest in “accelerating things that are already in progress” for COVID-19 but also would work to come up with treatments for other viruses, said Dr. Antho- ny Fauci, the nation’s top infectious disease expert. He an- nounced the investment Thursday at a White House briefi ng. “There are few treatments that exist for many of the viruses that have pandemic potential,” he said, including Ebola, den- gue, West Nile and Middle East respiratory syndrome. But he added, “vaccines clearly remain the centerpiece of our arsenal. The US has approved one antiviral drug, remdesivir, spe- cifi cally for COVID-19, and allowed emergency use of three antibody combinations that help the immune system fi ght the virus. But all the drugs have to given by IV at hospi- tals or medical clinics, and demand has been low due to these logistical hurdles. Health experts have increasingly called for a convenient pill that patients could take themselves when symp- toms fi rst appear. Some drugmakers are testing such medications, but ini- tial results aren’t expected for several more months. The new funds will speed Fauci those tests and support private sector research, development and manufactur- ing. Inquisitive author Malcolm, provocative journalist, dies at 86

NEW YORK, June 19, (AP): Janet Malcolm, the inquisitive and boldly subjective author and reporter known for her challenging critiques of everything from murder cases and art to journalism itself, has died. She was 86. Malcolm died Wednesday at New York Presbyte- rian Hospital, according to her daughter, Anne Mal- colm. The cause was lung cancer. A longtime New Yorker staff writer and the au- thor of several books, the Prague native practiced a kind of post-modern style in which she often called attention to her own role in the narrative, question- ing whether even the most conscientious observer could be trusted. “Every journalist who is not too stupid or too full of himself to notice what is going on knows that what he does is morally indefensible” was how she began “The Journalist and the Murderer.” The 1990 book assailed Joe McGinniss’ true crime classic “Fatal Vision” as a prime case of the author tricking his subject, convicted killer Jeffrey MacDonald, who had asked McGinniss to write a book about him only to have Malcolm the author conclude he was a sociopath. It was one of many works by Malcolm that set off debates about her pro- fession and compelled even those who disliked her to keep reading. Reviewing a 2013 anthology of her work, “Forty- One False Starts,” for The New York Times, Adam Susan Sarandon, (left), and Geena Davis, stars of ‘Thelma & Louise,’ pose in a 1966 Ford Thunderbird similar to the one featured in the film, at the 30th anniversary Kirsch praised Malcolm for “a powerfully distinctive screening of the film at the Greek Theatre on Friday, June 18, in Los Angeles.
