SELRAP Skipton–East Lancashire Rail Action Partnership Campaigning to re-open the Skipton-Colne railway Briefing Paper – Spring 2003 About SELRAP Formed in spring 2001, SELRAP – the Skipton–East Lancashire Rail Action Partnership – is a volunteer group campaigning for the re-instatement of the railway line between Skipton (North Yorkshire) and Colne (Lancashire) – see map on page 3 – for passenger and freight use. SELRAP’s first aim is to ensure that until the railway can be re-built, the trackbed is protected from any development which would preclude its future re-use as a railway. The Skipton-Colne railway is seen as a major national and regional resource which needs to be re-instated to provide inter-regional and local rail services accessible to all. It will also help take heavy freight off the region’s roads. SELRAP only fights FOR the railway: it does not, in itself, have a view on the proposed “A56 Villages Bypass” from Colne towards Skipton, which would use the railway trackbed for much of its route. If this road has to go ahead, SELRAP says it should be routed so as not to destroy the trackbed. SELRAP’s aims are fully supported by Craven District Council (the planning authority for the section within North Yorkshire), by Skipton Town Council, and by members of all the main political parties in Pendle (restoration of the railway was adopted as policy by the Pendle Labour party in November 2002). SELRAP is also supported by the Countryside Agency as well as by all pro-railway and environmental pressure and campaign groups. -

Earby Through 60 Years FAMILIES WHO SETTLED IN PLEASANT WAYS A Look Round West Craven Beauty Spots. (by John Hartley) 24 June 1938 “Breathes there a man with soul so dead Who never to himself has said This is my own, my native land.” The return of the long warm, sunny days of summer suggest a suitable time for an imaginary excursion around the countryside of our "village-cum-town." In some respects the geographical situation of Earby is distinctly admirable. It nestles in a hollow in the Pennine Range, and the neighbourhood has a worthy aspect from every point of view. It is almost entirely surrounded by hills of varying height, the greatest summit being "Pinhaw," on the eastern side, which is perhaps best seen to advantage from the opposite side of the valley, especially from the slopes of White Moor in the west. Bleara Moor Kelbrook Moor, both on the eastern side, rise to a height of nearly 1,000 feet, while "Pinhaw" is slightly over that figure. A very fine view of “Pinhaw" is observable from the School Lane in Earby valley, which has the added effect of appearing to bring the eminence into closer range. On the western side, the White Moor merges into "Weets Hill," which is higher than "Pinhaw," and is a closer neighbour to Barnoldswick. Viewed from "High Crofts, ("Hee Crofts"), White Moor is an attractive sight on a fine morning in summertime, with the whitewashed fronts of the farmhouses and the cottages gleaming in the distance. Another hill on the western side is notable for its circular shape, "Swillber," which is centred between Barnoldswick, Earby and Thornton, and the view on all sides is very fascinating. -

These are represented by a number of landscape types (map#6) which are described in section 4 below. Each generic landscape type has a distinct character with similar physical influences (underlying geology, land form, pedology) and indeed a common history of land management such as the enclosure of moorland edges to create ‘in-bye land’. -

SELRAP Skipton–East Lancashire Rail Action Partnership Preliminary Study of the state of the former railway trackbed between Skipton and Colne October 2001 The Skipton–Colne railway trackbed – too valuable a national resource to be destroyed by any development 1 Skipton-Colne railway Initial Re-instatement Feasibility Study Introduction and Summary SELRAP – the Skipton–Colne Rail Action Partnership – aims to protect the former railway trackbed between Skipton and Colne from ANY development so that it can, in due course, be re-instated as a main railway line. SELRAP has undertaken a brief study of the line, closed in 1970, to assess its suitability for restoration. It found that the trackbed is in remarkably good condition, considering the time that has elapsed, and no unexpected problems were uncovered. There have been very few incursions onto the trackbed and the line could, for the gretater part be re-instated at a relatively low cost. A significant bridge across the Leeds & Liverpool canal will need to be built, as well as a smaller one over the River Aire at Skipton. Two major roads have been built across the trackbed at either end: relaying the railway at these points will present challenges, especially at the Colne end, but the problems are by no means insurmountable. About this report SELRAP’s first substantial activity has been to assess the trackbed between Colne and Skipton. Two study walks, led by a professional railway engineer of some standing, took place in summer 2001. On the Lancashire section members walked along the former trackbed as much as was possible: on the Yorkshire section observations were taken from publicly accessible viewpoints, taking full notice of private land-owning and foot and mouth disease considerations. -

South Yorkshire: A HISTORY OF FLASH FLOODING Introduction There is no agreed definition of a flash flood. For the purposes of this chronology and in line with the requirements of the SINATRA project to investigate ‘flooding from intense rainfall’, the following definition (Archer and Fowler 2016) is used: A flood resulting from intense short duration rainfall, usually convective, that exceeds drainage capacity in urban areas or infiltration capacity in rural areas and hence can flood land and property far from rivers. River response is rapid with possible near vertical wave fronts in river channels; river users and floodplain residents may be endangered by rapid rates of rise in river level which may be enhanced by failure of upstream structures or antecedent saturation of the catchment. Flash floods may cause serious erosion of hillsides and river channels and may carry heavy loads of floating debris and boulders which may be deposited in berms and terraces. The past focus on the history of flooding has been mainly with respect to flooding from the overflow of rivers and with respect to the peak level that these floods have achieved. The Chronology of British Hydrological Events provides a reasonably comprehensive record of such events throughout Great Britain. Over the last 60 years the river gauging network provides a detailed record of the occurrence of river flows and peak levels and flows are summarised in HiflowsUK. However there has been recent recognition that much flooding of property occurs from surface water flooding, often far from rivers. Locally intense rainfall causes severe flooding of property and land as water concentrates and finds pathways along roads and depressions in the landscape. -
