    Setting Speed Limits: Public Input Summary, December 2019 I. Background Between May 2018 and June 2019, staff and the community actively developed the Vision Zero Action Plan. A part of the plan identified two speed-related strategies utilizing the safe systems approach that focuses on all types of road users including bicyclists, pedestrians and motorists. The safe systems approach acknowledges that people will make mistakes and seeks to design a system that allows for these mistakes, rather than expecting perfect driving behavior, to minimize death and injury. The city hosted public meetings and opened an online forum to gather public input on lowering speed limits in the city. II. Outreach Four public meetings were held on Saturday, November 16 (16 attendees), Thursday, November 21 (14 attendees), Thursday, December 11, 2019 (34 attendees) and Saturday, December 14 (41 attendees). The topic was posted online from November 16 – December 28, 2019 on Tempe Forum and received a total of 233 unduplicated survey responses.     2018 Bounce Trumpet Awards Increases Viewership for the Second Consecutive Year, Seen by 2.4 Million Viewers Sunday Night Premiere Telecast Becomes #1 Show on Cable in African-American Homes ATLANTA (Feb. 13, 2018) – The 2018 Bounce Trumpet Awards was a big hit Sunday night, Feb. 11, racking up huge viewership gains and strong double-digit increases in the delivery of all key demos vs. last year’s telecast. The premiere of the 2018 Bounce Trumpet Awards was up +43% over last year’s telecast, delivering over half a million total viewers (546K), and posted significant double-digit gains of +38% in Households (398K), +60% in the delivery of Adults 18-49 (215K) and +27% in A25-54 (237K). This is the second consecutive year that the Bounce Trumpet Awards has grown in viewership; the 2017 telecast was up tremendously vs. 2016 as well. The 2018 Bounce Trumpet Awards aired on Bounce while being simulcast on sister networks Escape and Laff in honor of Black History Month. The airings across the three networks combined to reach 2.4 million total viewers. In the delivery of its target audience of African Americans (AA), the 2018 Bounce Trumpet Awards was the #1 show among all ad-supported cable networks in the delivery of AA Viewers 2+ in its premiere time-slot, beating such networks as Bravo, USA, OWN, BET, TV1 and over 100 other nets.     The All American Boy His teeth I remember most about him. An absolutely perfect set kept totally visible through the mobile shutter of a mouth that rarely closed as he chewed gum and talked, simultaneously. A tricky manoeuvre which demanded great facial mobility. He was in every way the epitome of what the movies, and early TV had taught me to think of as the “All American Boy”. Six foot something, crew cut hair, big beaming smile, looked to be barely twenty. His mother must have been very proud of him! I was helping him to refuel the Neptune P2V on the plateau above Wilkes from numerous 44 gallon drums of ATK we had hauled to the “airstrip” on the Athey waggon behind a D4 driven by Max Berrigan. I think he was an aircraft mechanic. He and eight of his compatriots had just landed after a flight from Mirny, final stop McMurdo. Somehow almost all of the rest of his crew, and ours, had hopped into the weasels to go back to base for a party, leaving just a few of us “volunteers” to refuel. I remember too, feeling more than a little miffed when one of the first things he said after our self- introductions was “That was one hell of a rough landing strip you guys have - nearly as bad as Mirny”. Poor old Max had ploughed up and down with the D4 for hours knocking the tops of the Sastrugi and giving the “strip” as smooth a surface as he could. For there was not really a strip at Wilkes just a slightly flatter area of plateau defined by survey pegs.

    Trap Spaces, Trap Music: Harriet Jacobs, Fetty Wap, and Emancipation as Entrapment SEAN M. KENNEDY Set in a New York City trap house—an apartment that serves as the hub for an outlaw drug business—Fetty Wap’s 2014 song and video “Trap Queen” depicts the stacks of U.S. currency and the manufacture of product that are core aspects of the genre of trap music. But the song and video also portray an outlier to this strategic essentialism: namely, the loving romance at its center which challenges the mainstream common sense of the misogyny of rap. Likewise, the sonics of “Trap Queen”—upbeat, even joyful—contrast with the aural hardness of much of the genre. In these ways, “Trap Queen” is an important pop-cultural political intervention against both the enduring pathologizing of Black life and the sense of siege with which many Black people, especially poor ones, are perceived to live.1 But while Fetty Wap’s persona in “Trap Queen” can be understood as a homo- economicus figure (Wynter 123) of the informal economy—a breadwinner who can self-determine his own life, albeit within the narrow bounds of criminalized enterprise—that burdened self-possession is doubled for his female partner presented as a woman who will happily do anything for her “man,” from cooking crack to giving him a lap dance (see Figure 1). These labors are shown to be uncoerced. Nevertheless, the larger structures of the racial-capitalist formal economy essentially force many Black women into such gendered survival labor. Indeed, the situation of these women, which Fetty Wap’s “trap queen” only partially evokes, illustrates the thinness of freedom under liberal democracy of which emancipation from slavery is considered paradigmatic.
