The 2007 Latchstring Award recipient is Esther M. Pappas. Esther currently serves as Co- Chair of the Comprehensive Plan Update Steering Committee and previously served as a member of the Town Council, has volun- teered with the Chamber of Commerce for years at the Clam Festival Communications Center, and was a Girl Scout/Brownie Troup Leader. Most notably, Esther is a founder and organizer for the Casco Bay YMCA, served as its first Board of Directors, was a principal fund raiser, chaired its membership commit- tee, and serves on the National YMCA Board of Directors. Division.....................................................................................................24 Town Manager’s Letter of Transmittal To the Yarmouth Town Council and the Citizens of Yarmouth. I’m pleased to submit to you herein the annual report of the Town of Yarmouth for the calendar year 2007 and the fiscal year financial statements for June 30, 2007. Regional consolidation of municipal and educational services continued to dominate the political sphere, with heightened urgency in response to Maine’s school consolidation law which became law late last spring. The new law requires consolidation of community school districts and departments. Although Yarmouth is one of only a few towns provided with an “exemption” from the law (at least for a while), the community undertook a very thorough, thoughtful, and open analysis of combining with Falmouth and SAD 51 or with Freeport and Durham. Ultimately the Town and Yarmouth School Committee arrived at the same conclusion; Yar- mouth should rely upon the exemption authority and maintain the current administrative and governing model. But the new law still requires changes in the schedule and process for budget adoption. In 2008 the School budget will need to be “ratified” by referendum following adoption at the annual Town Meeting. As a consequence, the
