1. Nature of the tasks

Unit AGRI D1 is in charge of the "Direct payments" instrument within the CAP. "Direct payments" to farmers are a key element of the CAP; their main objective is to provide income support for farmers. They account for the lion’s share of the current EU farm budget. The Unit is in charge of managing the direct payments' policy, with the exception of the so-called "greening payment". The core elements of its mission are:

- to manage and explain – to Member States, experts, and the public - the EU legislation on direct payments to farmers, - to monitor its implementation by the 27 Member States, - to contribute to its simplification and modernisation.

In the current context of discussion of the CAP post 2020 reform proposal the Commission tabled in 2018, Unit D1 is one of the key actors in preparing the ground for the new CAP Strategic Plans Member States are expected to submit once the political agreement will have been reached.

The seconded national expert (SNE) will contribute, under the supervision of an official/coordinator, to the coordination of the preparatory works in view of the CAP Strategic Plans approval process. This will consist notably in:

- supporting the preparation of tools that will be used by Commission staff in assessing the draft CAP Strategic Plans - supporting the geo-hubs in the context of the current informal dialogue with MS representatives, with a particular focus on its consistency - promoting and animating exchanges of best practices and networking activities, notably in seminars and workshops

2. Main qualifications

a) Eligibility criteria

The following eligibility criteria must be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil all of these criteria will be automatically eliminated from the selection process.

• Professional experience: at least three years of professional experience in administrative, legal, scientific, technical, advisory or supervisory functions which are equivalent to those of function group AD;

We are the Rural Development Assurance and Audit Unit of the Directorate-General for Agriculture and Rural Development (DG AGRI), which is responsible for the audit of the European Agricultural Fund for Rural Development (EAFRD), managed and controlled by Member States. The main objective of our Unit is to provide the Commission with reasonable assurance that the rural development expenditure declared by paying agencies/authorities on behalf of the EAFRD, and by the IPARD Agencies in respect of IPARD, has been incurred in compliance with EU rules.

The SNE will be requested to assist in the following main areas of our activity:

The job requires sound analytical skills, excellent team spirit but is also capacity to work independently.

Very good communication skills and drafting abilities in English. Knowledge of other EU languages would be an advantage.

Unit B.2 "Implementation of the Regulatory Framework" is one of the five Units of Directorate B "Electronic Communications Networks & Services" in DG CNECT, at the forefront of the upcoming connectivity revolution through next generation technologies throughout Europe.

Overall, we are a young, enthusiastic and very committed team of about 20 colleagues with different backgrounds. More generally, we monitor regularly market and regulatory developments in national electronic communication markets and report about our findings through the Digital Economy and Society Index (DESI) report. We are also responsible for the Roaming Regulation to ensure that European end-users benefit from roaming services in the internal market without surcharges. We are in constant contact with national authorities and promote best practices among them in particular within BEREC and the Communications Committee, both under our responsibility as well. Unit B.2 is responsible for enforcement of single market rules in the electronic communications sector, a cross-cutting priority in the new Commission's political guidelines.

We offer a highly interesting position as a Policy Officer/Country Desk Officer in the area of electronic communications for a colleague who will proactively contribute to the implementation of the new European Electronic Communications Code just adopted, thereby contributing to the implementation of a new and important part of the Digital Single Market in Europe, as well as to the ongoing Review of the Roaming Regulation. As a member of the roaming team, you will contribute to the preparation of a legislative proposal following the recent Roaming Review, including analysis of data, impact assessment, monitoring/reviewing the functioning of the roaming market under the supervision of the Head of Sector/Head of Unit.

Version 09-2019 As a Country Desk Officer responsible for one or more Member States you will interact with all major stakeholders and act as the DG’s interface on the connectivity part of the Commission’s annual DESI Report. The work entails regular contacts with Member States, regulatory authorities, market players, users and industry associations and offers the opportunity to travel and represent the Commission in annual fact-finding missions and various other fora.

You will be following regulatory and market developments in those countries, drafting country chapters as part of the DESI Report, analysing and reporting on the implementation of the EU framework, preparing infringement proceedings or assisting in the interpretation of EU rules via preliminary questions directed by national courts to the European Court of Justice, where appropriate. Topics you will follow up include the implementation of net neutrality rules, roaming, 112 single European Emergency number, among others.

The work in CNECT.B.2 is highly dynamic and far from routine, as tasks of the Unit are wide-ranging: monitoring developments of telecom markets in specific Member States and across the EU, briefing management on new and pending issues, assessing the impact of EU legislation on electronic communications markets, reporting on the implementation of EU legislation in Member States, carrying out infringement proceedings, contributing to the work of the Communications Committee as well as BEREC.

Maintaining contacts with the operators, government authorities and other interested parties is important. Although we strive that workload is well distributed and is manageable, punctually you should be capable of working under pressure and tight deadlines.

The unit is a coordination point with several DGs, and coordinates competition policy matters in DG CONNECT. We are looking for a case handler in unit COMP-E-3. The unit is responsible for the assessment of State aid granted by Member States for the rescue and restructuring of companies in difficulties in the industrial and the transport sector. In addition, it is in charge of other forms of aid granted to industry and ports.

State aid case handlers have an interesting and rewarding job. The person will mainly deal with the economic and legal assessment of individual aid cases, including major corporate restructurings. The case officer will be primarily responsible for anti-cartel casework, but will also participate in the development of horizontal policy issues. In applying the competition rules of the Community, he/she deals with every stage of the procedure from the beginning of the investigation to final decision. The treatment of immunity/leniency applications is an important task within the cartel procedure. If decisions should go to Court, he/she will assist the Legal Service in defending them. The work involves a high individual responsibility in determining the facts and the assessment thereof. It is carried out in teams and involves extensive contacts with companies, their legal advisors, Member States and competition authorities of third countries. Unit H5 in DG Competition (DG COMP) investigates state measures facilitating aggressive tax planning in particular by big multinationals. These involve tax rulings (as for example in the closed cases of Apple, Amazon, Engie, Fiat and Starbucks and ongoing cases such as Ikea, Huhtamäki and Nike) and tax schemes such as the Belgian excess profit scheme. The cases are investigated ex-officio and involve interesting and challenging issues relating to taxation and the corporate structures of large multinationals. The fight against tax avoidance is a clear priority for the current Commission, therefore the use of competition policy tools to ensure that companies pay their fair share of tax remains in the spotlight. In fact, the inquiry into tax rulings of all Member States, which was first initiated in 2014, was recently renewed. Close contacts are kept with DG TAXUD and the OECD in order to ensure alignment of state aid case work and legislative initiatives of the Commission. The work is furthermore embedded in broader discussions on combatting aggressive tax planning within the OECD and G20.

We offer a position as case handler. His/her main task will be to carry out the tax assessment of state measures which facilitate aggressive tax planning structures under state aid rules. This work is done within a dynamic, young team and mostly consists of own initiative investigations. The team is responsible for the case from the initiation until a formal Commission decision, leads the negotiations with Member States and stakeholders, and prepares the corresponding notes to the management and the Commissioner as well as the Commission decisions. The successful candidate will thereby contribute to the development of the Commission's policy in the area of fiscal aid.

Colleagues joining DG COMP are offered a dedicated training to become familiar with the organisation and working procedures of the Directorate-General. Presentation of the entity / working environment: The European Union Delegation to Zimbabwe has the status of a diplomatic mission (Embassy or High Commission) and officially represents the European Union in Zimbabwe. We promote the European Union's (EU's) values and interests, monitor the political, economic and commercial situation in the country and the region, oversee the various forms of cooperation between the EU and Zimbabwe, and provide information about the EU's relations with Zimbabwe.

Nine of the 27 EU Member States have diplomatic missions in Harare. The Member States' diplomats meet regularly with the EU Delegation's staff to confer on relations with Zimbabwe, as well as holding joint meetings together with Zimbabwean decision-makers which constitute the Zimbabwe-EU political, policy and technical dialogue. Some Member States have assistance programmes of their own to help support development in Zimbabwe, in addition to the funding that they provide through the EU institutions. The EU Delegation to Zimbabwe has about 40 staff, working in the following sections:

• The offices of the Ambassador; • Administration; • Finance & Contracts; • Operations, including: Governance and Social Sectors; and Agriculture, Private Sector and Trade. • Political, Press & Information.

Together, the European Union and its Member States are the biggest providers of development assistance to Zimbabwe. In September 2019, the European Union, 9 EU Member States represented in Zimbabwe, the European Investment Bank and Switzerland agreed on a Roadmap to Better Working Together (in annex) as main output of a 3-days Joint Programming seminar.

In 2017, the European Commission published a comprehensive framework for its digital development policy defining the Digital4Development (D4D) approach and highlighting the potential of digital technologies and services as powerful enablers for sustainable inclusive development and growth. The D4D approach promoted mainstreaming digital solutions and technologies in EU development policy. In July 2019, the EU – Africa Union Digital Economy Task Force (DETF), established under the Africa – Europe Alliance for Sustainable Investment and Jobs, delivered a final report containing a set of policy recommendations on how to exploit the potential of the digital transformation to achieve the Sustainable Development Goals. The DETF thus aligns to the D4D approach, echoing its commitment to foster an open, free and secure digital transition. Unit C.4 of DG Environment is responsible for a range of policies covering industrial emissions control and industrial accidents as well as mercury. The Unit has one vacancy for a Seconded National Expert to be filled as soon as possible with a proposed commencement date of 1 July 2020.

The main anticipated area of responsibility will be to support the unit work under the European Green Deal, in particular regarding the review and revision of the Industrial Emissions Directive 2010/75/EU (IED).

The specific areas of work that the post-holder may be expected to cover are as set out below, although the post holder may also be involved in other areas of the Unit's work depending on his/her qualifications and the needs of the service:

1. Nature of the tasks Directorate General for Structural Reform Support (DG REFORM) is under the coordination of Commissioner Ferreira. The mission of DG REFORM is to provide and coordinate technical support to Member States for the preparation and implementation of structural reforms - in particular in the context of economic governance process - as well as for the efficient and effective use of the European Union funds. The support is open to all Member States, upon request. DG REFORM is engaged in providing technical support to 27 Member States. DG REFORM currently has approximately 200 members of staff based in Brussels, Athens, Nicosia, Zagreb and Bucharest. It is composed of a management team, 3 horizontal teams (Budget and finance; Planning, evaluation and coordination of support; Athens office – coordinating the work of DG REFORM in Greece) and 6 policy units (Revenue administration and public financial management; Governance and public administration; Growth and business environment; Labour market, education, health and social services; Financial sector and access to finance; Cyprus settlement support). DG REFORM has a strong coordination role across the Commission, as well as frequent contacts with Member States and other stakeholders. The unit is looking for a seconded national expert to work on the uniform classification of products between Member States. The seconded national expert will deal with the classification of agricultural and chemical products (mainly Chapters 1 to 40 of the Combined Nomenclature).

The tasks of the expert will include: • analysis of tariff classification submissions coming from Member States, Commission services or the World Customs Organization; • preparation of working documents and of proposals for Commission Implementing Regulations or the Explanatory Notes to the Combined Nomenclature; • participation at meetings2 of the Customs Code Committee, Tariff and Statistical Nomenclature Section, or at Project Groups; • follow-up of legislative procedures; • preparation and/or follow-up of proposals for the improvement of the Harmonized System and Combined Nomenclature; • reply to consultations from other Commission services (tariff classification aspects of antidumping measures, fight against fraud, customs procedures, rules of origin, commercial policy, indirect taxation, environment…); • reply to requests from economic operators, industry federations and citizens.

a) Eligibility criteria

The following eligibility criteria must be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil all of these criteria will be automatically eliminated from the selection process.

• Professional experience: at least three years of professional experience in administrative, legal, scientific, technical, advisory or supervisory functions which are equivalent to those of function group AD;

• Seniority: candidates must have at least one year seniority with their employer, that means having worked for an eligible employer as described in Art. 1 of the SNE decision on a permanent or contract basis for at least one year before the secondment;

• Linguistic skills: thorough knowledge of one of the EU languages and a satisfactory knowledge of another EU language to the extent necessary for the performance of the duties. SNE from a third country must produce evidence of a thorough knowledge of one EU language necessary for the performance of his duties.

b) Selection criteria

Diploma - university degree or - professional training or professional experience of an equivalent level

in the field(s) : of the Customs Tariff or-of the tariff classification of goods .

Professional experience

− Excellent knowledge of Customs nomenclatures (HS/CN) and tariff classification; − Good knowledge of customs legislation; − Customs related background and at least 3 years of experience in the public administration – in areas such as Common Customs Tariff/customs policy/customs controls – are required; − Ability to work independently within a team; − Good communication skills and experience in public speaking and giving presentations − Good user knowledge/skills of office IT applications are required; − Good analytical, self-organisational, communication and drafting skills (to prepare briefing notes, minutes and reports etc. in English); − He/she should be able to work under pressure and tight deadlines; − Basic knowledge of decision-making procedures in the EU institutions and EU policies would be an asset.

Language(s) necessary for the performance of duties

A good working knowledge of English (both oral and written) is required. Knowledge of another EU language (French or German) to the extent necessary for the performance of the duties would be an asset.

3. Submission of applications and selection procedure

Candidates should send their application according to the Europass CV format (http://europass.cedefop.europa.eu/en/documents/curriculum-vitae) in English, French or German only to the Permanent Representation / Diplomatic Mission to the EU of their country, which will forward it to the competent services of the Commission within the deadline fixed by the latter. The CV must mention the

Version 09-2019 date of birth and the nationality of the candidate. Not respecting this procedure or deadlines will automatically invalidate the application.

Candidates are asked not to add any other documents (such as copy of passport, copy of degrees or certificate of professional experience, etc.). If necessary, these will be requested at a later stage. Candidates will be informed of the follow-up of their application by the unit concerned.

4. Conditions of the secondment

The secondment will be governed by the Commission Decision C(2008)6866 of 12/11/2008 laying down rules on the secondment to the Commission of national experts and national experts in professional training (SNE Decision). The SNE will remain employed and remunerated by his/her employer during the secondment. He/she will equally remain covered by the national social security system. Unless for cost-free SNE, allowances may be granted by the Commission to SNE fulfilling the conditions provided for in Art. 17 of the SNE decision.

During the secondment, SNE are subject to confidentiality, loyalty and absence of conflict of interest obligations, as provided for in Art. 6 and 7 of the SNE Decision. If any document is inexact, incomplete or missing, the application may be cancelled.

Staff posted in a European Union Delegation are required to have a security clearance (up to SECRET UE/EU SECRET level according to Commission Decision (EU, Euratom) 2015/444 of 13 March 2015, OJ L 72, 17.03.2015, p. 53). The selected candidate has the obligation to launch the vetting procedure before getting the secondment confirmation.

5. Processing of personal data

The selection, secondment and termination of the secondment of a national expert requires the Commission (the competent services of DG HR, DG BUDG, PMO and the DG concerned) to process personal data concerning the person to be seconded, under the responsibility of the Head of Unit of DG HR.DDG.B4. The data processing is subject to the SNE Decision as well as the Regulation (EU) 2018/1725. Data is kept by the competent services for 10 years after the secondment (2 years for not selected or not seconded experts). You have specific rights as a ‘data subject’ under Chapter III (Articles 14-25) of Regulation (EU) 2018/1725, in particular the right to access, rectify or erase your personal data and the right to restrict the processing of your personal data.
