Public session to enable the electors of the Parish to ask questions of, and make comments, regarding the Parish Council. Questions not answered at this meeting may be answered in writing to the person asking the question or may appear as an agenda item for the next meeting. Members of the public are asked to restrict their comments, and/or questions to three minutes, (at the Chairman’s discretion, may last up to 30 minutes). Presentation given by Laura Tilling and Janice Collins representing the Friends of Castle Cary Library, outlining the options available in order to keep the Library open. The final decision is to be made on 17th October, when they will have a clearer idea of the way forward. Presentation given by Orme Architects on behalf of Mr Jools Mitchison owner of the Pilgrims Rest Inn in Lovington. The presentation outlined potential development schemes for the pub with various options. The pub has gone on the market, and Mr Mitchison was seeking input from the community on the viability of keeping a smaller pub with a flat above, potentially run by the community, or whether the community would prefer an additional dwelling. Report by Cllr Henry Hobhouse (District Council) The proposed County Council budget cuts have now been voted through and the C.A.B. are due to be cut by £440,000, which the District Council are hoping to be able to finance. There is currently a two month delay for validation within the planning department and it is expected that this will decease soon. 13 District Councillor Nick Weeks reminded Cllrs of the impending meeting at Castle Cary Town Council who have invited Tim Cook and his team from SSDC to talk about 'New Ways of Working' following the recent transformation of the Council's services. He also mentioned the new Community Infrastructure Levy on new housing development which may mean some income for the Parish Council. County Councillor Mike Lewis reported that Adult & Children’s Social Care take up 70% of the County Council budget, and unlike other counties there has been no support for Somerset from Central Government. Police Report – Report from the police re crime in the four parishes. The Clerk reported one crime for anti-social behaviour in Alford and 2 for theft in South Barrow. 30.18 Apologies for Absence and to consider the reasons given Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. RESOLVED: None 31.18 Declarations of Interest Members to declare any interests they may have in agenda items that accord with the requirements of the Local Authority (Model Code of Conduct) Order 2007 SI No. 1159. (NB this does not preclude any later declarations). RESOLVED: None 32.18 Exclusion of the Press and Public To agree any items to be dealt with after the public (including the Press) has been excluded from the meeting. RESOLVED: None 33.18 Minutes. To approve the Minutes of the Ordinary Meeting held on Tuesday 17th July 2018. RESOLVED: The Minutes of the meeting on 17th July 2018 were agreed and signed as a true record. 34.18 Planning. To consider the following applications. 18/02146/FUL Partial conversion of domestic outbuilding for use as a holiday let and self-contained annex. Old Farm, Sparkford Road, South Barrow. RESOLVED:The Council recommended approval 18/02147/LBC Partial conversion of domestic outbuilding for use as a holiday let and self-contained annex. Old Farm, Sparkford Road, South Barrow. RESOLVED: The Council recommended approval 14 Planning Cont. 18/02391/FUL Demolition of conservatory and side extension and erection of 2 single storey side extensions and detached garage. Heather House, Cary Road, Alford RESOLVED: The Council recommended approval with the condition that the garage is used for private domestic purposes in conjunction with the house being used for private domestic purposes. (One month clear of people living there – this being February) 18/01570/FUL The erection of a replacement garage/store 2 Pilgrims Way Lovington Application permitted with conditions. 18/01497/FUL The carrying out of refurbishment, alterations and the conversion of part of agricultural building to domestic use ancillary to the main dwelling Priory Farm Barn, Wheathill, Lydford On Fosse Application permitted with conditions. 18/01498/LBC The carrying out of internal and external alterations including the formation of 3 no. new window openings Priory Farm Barn, Wheathill, Lydford On Fosse Application permitted with conditions. 15 35.18 Flooding issue at Hornblotton Green Road. To report on a meeting held with the Assistant Highway Service Manager with respect of the above. RESOLVED: Cllr Roberts reported that he had attended a meeting with the Assistant Highways Service Manager. The jetting of the drain has been done, however it has been established that the drain has collapsed under the road. This work is to be put forward to come out of the 2019/20 highways budget. 36.18 Speed restriction in North Barrow & Hornblotton Green Road. To report on progress to date. Cllr Martin Trott outlined the response received from the Traffic Engineer at Somerset County Council (SCC) regarding the process involved in creating new 30mph speed limits. This included a statutory consultation to change the Traffic Regulation Order, which can be a lengthy and costly process, which could involve the Parish Council in an expense of £1500 - £2000, which is not viable. He outlined key factors to be considered, and also that S.C.C. have no records from the police to show that there have been any personal injury collisions in the area over the last 5 year period. A member of the public expressed concerns and stated that she herself had been involved in an accident in the village. A community speed watch program was also suggested. RESOLVED: The Clerk to write to the Traffic Engineer to request a meeting. 37.18 B3153 Traffic Issues. To discuss a request from Lydford Parish Council to note the extent of use, and speed, on the B3153 by heavy tanker trailers. Cllr Shannon gave a brief resumé of the concerns raised regarding tanker trailers from Wyke Farms travelling along the B3153 at speed. RESOLVED: Cllr Shannon to draft a letter to Wyke Farms 38.18 Dimmer. Report by Cllr Roberts on Dimmer Liaison meeting. RESOLVED: Cllr Roberts reported that work has started on the waste transfer station and that work was continuing on the Leachate Plant. The waste collection contract is being re-tendered but that Viridor are no longer bidding. The landfill closes in 2020 and options for the future use of land this will be discussed at the meeting in December. 39.18 Fingerposts To discuss options for the restoration of local fingerposts RESOLVED: The Parish Council do not wish to take this forward. 40.18 Standing Orders To discuss updating the Parish Council Standing Orders RESOLVED: To form a working party to review the Standing Orders to be comprised of Cllr Roberts, Cllr Martin Trott, Cllr Shannon and the Clerk. 16 41.18 Finance. Balance of the Councils Bank Account & Bank reconciliation To report on Councils Bank Account. RESOLVED: The Clerk presented Councillors with a Cash Flow statement, a Bank Reconciliation, and the last bank statement for verification. The bank balance being £3112.59 Accounts for payment. To review and approve a schedule of items of expenditure. SALC Code of Conduct Training £30.00 Clerks Salary and expenses. RESOLVED: The following approved for payment SALC £30.00 L. Lapwood wages for 2 months £306.58, back pay £24.76, Stamps £15.00, Travel £31.70 – Total £378.04 Receipts. To report on receipts received. RESOLVED: None Financial Implications of Delivering Plans. To discuss options regarding the delivery of planning application plans to Councillors. RESOLVED: Due to the cost of delivering planning applications by car the Council agreed that applications could be posted to Councillors using 1st Class post, unless the application is urgent. HANCOCK, M.A., F.S.A., Prebendary of Wells. compiling another portion of the Inventory, I have had INthe valuable assistance of Prebendary Hancock for the Wiveliscombe District of Dunster Deanery. The descriptions ' of the plate were handed over to me to be reduced to common form,' while the Introductory notice and the notes on each parish, with certain exceptions in square brackets, are by him alone. A change of residence has compelled me to vary the original plan of taking each Archdeaconry in turn. The Midsomer Norton district of the Frome Deanery must be left over for the present. It was possible, however, to take the llchester district, thus completing that deanery. In the Archdeaconry of Taunton the whole of the Crewkerne Deanery has been worked over, and one district of the Dunster Deanery. These four districts contain ninety ancient parishes, and nine modern parishes and chapelries, total ninety-nine. The most interesting and valuable item is the Nettlecombe chalice with its paten, the oldest plate in England bearing a date-letter, whereby its age is exactly known. A full account * Part I, containing the complete Deaneries of Gary and Merston appeared in vol. xlii II districts of Frome and in vol. xliii. ; part containing Martock 12fi Papers, Sfc. will be found in the Introduction to the District and in the notes on the parish.
