As a result, St. Andrews became a branch of Webber International University (1201 N. Scenic Highway, Babson Park, Florida, www.webber.edu, telephone 863- 638-2910). Webber, a university that focuses on business education, and St. Andrews, a liberal arts institution, forged a relationship for the mutual benefit of the students and educational programs of both institutions. After an initial two-year period of interim licensure, in 2013 University of North Carolina System Board of Governors approved regular licensure for Webber to conduct post-secondary degree activity in North Carolina (for which the required tuition Guaranty Bond, which is accessible for review, is held by Western Surety Company of Sioux Falls, South Dakota).

Given the likelihood of doctoral degree recipients being active in research or lead- ership positions, they may have considerable opportunity to influence public policy. In a global, knowledge-driven economy, the need for a highly educated workforce is vital to maintaining the nation’s status and economy. Doctoral-granting institutions, therefore, play an important role in educating academicians and professionals alike who can take the lead in this highly interdependent world. Unfortunately, the nation’s graduate schools fail to fully educate many students who enter doctoral programs because the programs are plagued by high attrition rates. Any accepted transfer courses outside of the GE breadth area whose ESU course fulfills an University overlays (i.e. WII, WIII, or I) will need to be reviewed by the Transfer Office and the relevant Academic Dean/Dept Chair before being used to fulfil the overlay (See example A). 1. Undergraduate Degree Programs 1.1. Bachelor’s Degree Universities award a bachelor’s degree to a student for satisfactory completion of a prescribed course of study. Bachelor’s degree programs shall require one hundred twenty (120) credit hours. The Board of Regents may grant exceptions those cases in which a program must comply with specific standards established by external accreditation, licensure or regulatory bodies or for other compelling reasons approved by the executive director in consultation with the Board of Regents’ president (Board Policy 2:29).     Rusangu University GRADUATE STUDIES BULLETIN PUBLISHED BY SCHOOL OF POSTGRADUATE STUDIES, PROFESSIONAL GROWTH & RESEARCH DEVELOPMENT 2017 — 2021 1 FOREWORD A bulletin is an authoritative source of information for an outsider who desires to know more about an institution and its programmes. It is a reference document, which students and staff alike must consult in order to be properly informed on a particular programme. Ideally, therefore, a bulletin should contain up-to-date information on the curriculum and the enabling regulations. This means that a bulletin should be revised regularly to take care of recent advances in knowledge in the various disciplines and periodic changes in regulations. In this regard, I am pleased to note that the leadership of the School of Graduate Studies, Professional Growth and Research Development has come up with an academic structure guiding our Postgraduate Studies Programmes. The production of this current edition of the Graduate Studies Bulletin, is evident enough to show that the School has endeavored to successfully execute its mandate in furtherance of its goals. With the publication of this bulletin, postgraduate students and faculty no longer have any ground to claim ignorance of the regulations and curricula of their respective programmes. This is more so as the regulations, curricula, and guidelines are now in one single volume. The comprehensive nature of the publication will no doubt also facilitate the work of Postgraduate Studies, Professional Growth and Research Development Committee and other University organs, which are charged with formulation, and or execution of policies and regulations on postgraduate studies. Also, the study sought to determine the influence of such demographic variables as age, education level, and years of service on the seven factors of university functioning: institutional mission, institutional planning, physical plant, financial management, board membership, board organization and performance, and board/vice chancellor relations. A range of Interpretation proposals are under development and will be complete by March 2019, when the route will be officially launched.
