The objective of this study is to analyse the characteristics of major appliance and lighting products and markets in New Caledonia, in order to inform and support decision making on the most effective Standards & Labelling (S&L) strategy for New Caledonia.

The study focuses on the following electrical appliances:

 Televisions

 Other relevant products.

3 FINDINGS 3.1 Import Statistics

The electrical appliance information presented in this section is based on comprehensive import data available online from the National Statistics Institute of New Caledonia (Institut de la Statisque et des Etudes Economiques) and covers the most common electrical appliances in the country.

New Caledonia exports electrical appliances to other French Territories such as Wallis & Futuna and . Consequently the numbers of electrical appliances imported into New Caledonia are generally higher than what would be expected for a country with approximately 246,000 habitants and 73,000 households. The Figures below show the total number of electrical appliance units imported annually into New Caledonia from 2007 to 2011, the total annual import value (CFP Franc) of each type of electrical appliance imported into New Caledonia from 2007 to 2011 as well as the respective share of import value according to country of origin1. There was no customs data covering televisions.

This report provides analysis on the country of origin of electrical appliances based on import value and import unit data. Using number of units imported is a more accurate way of determining the market share of each country as the import value share is influenced by exchange rates and equipment costs, i.e. the average electrical equipment import value from Australia/New Zealand and Europe are typically higher than that of the People’s Republic of China (China). Note also that all customs departments are focus on determining the value of the imported electrical appliances for taxation purposes and therefore the number of units is not usually a priority or correctly indicated by the supplier and/or customs officer, especially with regard to small electrical appliances such as lamps.

3.1.1 Refrigerators and Freezers

From 2007 to 2011, the numbers of refrigerators imported were below 15,000 units per year, while the numbers of freezers imported were below 10,000 units per year (Figure 3.1). During this period, the numbers of refrigerators imported into New Caledonia were higher than the number of freezers imported, with exception for 2009. The difference in annual values could be due to bulk purchase of electrical appliances by local wholesalers, retailers or private companies (e.g. hotel sector) in a given year or interpretation of international harmonized system codes2 used to identify the type of electrical appliances by the national customs department.

Based on the import unit data from 2007 to 2011, refrigerators were imported from a wide range of countries, majority from European countries such as , , Poland, Spain, Germany and Turkey (Figure 3.1). For freezers, the share of imports from China is significant, particularly from 2007 to 2009, when more than 40% of freezers were imported from China (Figure 3.3). From 2010 and 2011, majority of the freezers were imported from European countries such as Italy, France, Denmark, Hungry, Portugal and Turkey.

The 2007 to 2011 import value data shows a different trend when compared to the import unit data in Figure 3.1. The import value of refrigerators grew gradually from approximately 330 million CFP Franc in 2007 to 418 million CFP Franc in 2011, while the import value of freezers followed rose from approximately 325 million CFP in 2010 to 448 million CFP Franc in 2011.

Based on refrigerator import value, the market share of imports from China increased from 6% in 2008 to 27% in 2011 (Figure 3.5). Thailand also has a growing share of refrigerators reaching a 14% share in 2011. In 2011, the share of Italy and France combined amounted only to 6%, however if combined with other European countries it surpasses a 15% share.

For freezers, the combined import value share of Italy and France amounted to 40% in 2011. If combined with other European countries the share is likely to be approximately 60%. The share of imports from China increased slightly from 6% in 2008 to 17% in 2011.

3.1.2 Air Conditioners

The import value of air conditioners fluctuated from 2008 to 2011, reaching its highest value in 2011 with approximately 437 million CFP Franc (Figure 3.7). There is no data available on number of air conditioner units imported.

As shown by Figure 3.8, the majority of air conditioners (all sizes) imported into New Caledonia originated from China. From 2007 to 2011, an average 47% of air conditioners were imported from China, followed by Thailand with 11% and Japan with a 10% share.

3.1.3 Domestic Dish Washing and Washing Machines

New Caledonia exports electrical appliances to other French Territories and therefore the number of household dish washer and washing machines imported are high compared to other Pacific Islands of similar population size. Approximately 2,000 dish washers were imported every year, while 12,000 washing machines were imported on an annual basis (Figure 3.9).

Majority of the dish washing machines originated from European countries such as Italy (23% on average) and France (12% on average). China has an average share of dish washing imports of 13%. From 2007 to 2011, the other countries of origin for dish washing machines included European countries such as Germany (ranging from 10% to 20% on annual basis), Spain (<10%), Poland, Slovenia and Turkey.

Majority of the washing machines were imported from European countries such as Italy, France, Germany, Spain, Turkey and Slovenia. Since 2009, the share of imports from Italy, China and France decreased (Figure 3.11).

The import value of household dish and washing machines varied slightly on an annual basis from 2007 to 2011, following a similar trend as shown by the import unit data (Figure 3.12).

Based on import value data, the dish washing machine imports from China, France and Italy gradually decreased from 2007 to 2011 (Figure 3.13), while the imports from other countries such as Germany, Spain, Poland, Slovenia and Turkey generally increased. Comparatively, the washing machines imports from China, Italy and France remained relatively unchanged, averaging 18%, 18% and 10% from 2007 to 2011, respectively. Overall, the majority of dish washing and washing machines were imported from Europe.

The electric water heater import values increased from 2007 to 2010 and peaked in 2010 at 67 million CFP Franc (Figure 3.15).

Based on import value from 2007 to 2011, an average 69% of electric water heaters were imported from France. The share of imports from France remained above 60% from 2007 to 2011 (Figure 3.16).

3.1.5 Electric Fans

Figure 3.17 shows that the number of electric fans imported into New Caledonia increased from 2007 to 2009 reaching approximately 57,000 units in 2009. In 2010, the number of electric fans fell considerably to approximately 23,000 units in 2010 but rose again to 52,000 units in 2011. The numbers of electric fans imported to New Caledonia were high compared to the number of existing households and therefore it likely that these electric fans are exported to other Pacific islands such as Wallis & Futuna and French Polynesia.

Based on import unit data from 2007 to 2011, more than 85% of electric fans were imported from China (Figure 3.18).

As shown in Figure 3.17 for the import unit data, the import value of electric fans follows a similar trend (Figure 3.19). Based on import value from 2007 to 2011, an average 72% of electric fans were imported China.

3.1.6 Lighting Appliances

Figure 3.21 shows that the import value of incandescent and fluorescent lamps remained unchanged from 2007 to 2011, averaging approximately 110 million CFP Franc and 63 million CFP Franc, respectively. The import value for other lighting3 appliances ranged from 42 million CFP Franc in 2009 to 24 million CFP Franc in 2007.

Based on import value from 2007 to 2011, majority of incandescent lamps originated from China and France (Figure 3.22). However, the imports from China are on the rise (27% share in 2007 to 46% share in 2011),while the imports from France decreased (29% share in 2007 to 20% share in 2011). Note that the share of imports from China is likely to be higher as the European incandescent lamps will be more expensive than the Chinese incandescent lamps. The same applies to fluorescent lamp imports shown below.

As shown by Figure 3.23, majority of fluorescent lamps were imported from France and China. The fluorescent lamp import share of China increased from 14% in 2007 to 32% in 2011, while the share of France remained unchanged from 2007 to 2011, with an average 24% share of fluorescent lamps imports.

From 2007 to 2011, an average 42% of other lighting appliances originated from China, followed by France with 22% and Australia with 17% share of imports (Figure 3.24).

It is important to mention that there is no international harmonized system code for compact fluorescent lamps (CFLs) and therefore it is not possible to determine the market penetration of these energy efficient lighting appliances against i.e. incandescent lamps. It might be advantageous, under the PALS Programme to identify a single harmonized system code for CFLs in the Pacific region for future analysis. 3.2 Market Penetration of Electrical Appliances (2008)

Based on a survey undertaken by National Statistics Department in 2008, 91.1% of households in New Caledonia had refrigerators and 93.2% of households had televisions. According to the 2009 Census number of households, this would represent approximately 66,240 refrigerators and 67,768 televisions present in the market. This is a high percentage of these appliances in households and generally higher than other Pacific Islands countries covered under this study.

Based on typical unit power consumptions, operating hours and estimated number of appliances currently in use, the priority electrical appliances for S&L Programme in New Caledonia include:

Refrigerator, Freezer, Television, Washing Machine, Electric Fan, Air-Conditioners and Lighting Products. 3.3 Information Gaps

This section summarizes the identified information gaps on electrical appliances in New Caledonia. The data presented in this report is based only on the customs data available online from New Caledonia and does not cover electrical appliances imported privately.

As highlighted in Section 3.1, the main information gaps in the customs data provided are related to televisions and differentiation between fluorescent light types. Although the customs data in New Caledonia is comprehensive, there is still a need for improvement in data compilation to differentiate between linear and CFLs. This will help assess the impact and market penetration of CFLs in the country. In addition, each customs department in the Pacific has a different interpretation of the international harmonized systems codes (>20 codes) for television appliances. Therefore it is challenging to analyse the television import statistics under one single harmonized code.

In addition, there was no import unit data in New Caledonia for lighting appliances, electric water heaters and air conditioners (all sizes) as these were accounted only in kilograms. It would be beneficial, if possible, to account for these in number of units, especially electric water heaters and air conditioners. This data would allow for a comparison with import value data and respective validation of the country of origin for each of these electrical appliances.

4 CONCLUSION

Based on analysis of the available electrical appliances customs data for the period of 2007 to 2011, the large majority of the electrical appliances imported into New Caledonia, particularly high energy consuming appliances such as refrigerators, freezers and air conditioners are sourced from Europe and China. New Caledonia also exports these electrical appliances to other French Territories in the Pacific and therefore there might be an opportunity to develop a common S&L programme for all French territories.

Nevertheless, note that the development of S&L programmes for New Caledonia needs to take into account market demand and supply trends, as well as a range of other factors bearing on the design and effectiveness of S&L programmes. Furthermore, it should allow for the energy efficient appliances to enter the market at an affordable price, irrespective of origin or manufacture.

Finally, in order to further improve customs data compilation and analysis of market penetration of CFLs, in New Caledonia and the Pacific Region, a single harmonized system code for the Pacific region should be discussed and established to enable a clear evaluation of the market uptake of CFLs in the future.
