Reischauer The Emperor and Empress of japan on a quiet stroll in the gardens of the Imperial Palace in Tokyo. Few events in the long history of international relations carry the significance of the first visit to the United States of the Em peror and Empress of Japan. Only once before has the reigning Emperor of Japan ventured forth from his beautiful island realm to travel abroad. On that occasion, his visit to a number of Euro pean countries resulted in an immediate strengthening of the bonds linking Japan and Europe. -

But, focusing mainly on the backgrounds of these slips, the scholars have not paid sufficient attention to the outcomes. The present paper is an attempt at empirical identification of the political outcomes of such slips of the tongue. We distinguishs two levels of outcomes: the personal level and the government or party level. At the personal level, acknowledgment of individual responsibility is the most important of the outcomes. The ministers in question have to bear responsibility for their verbal missteps in one of three ways: resignation, apology or explanation. If they have to resign from the ministerial posts, they will never be appointed again to the post of a minister. Nevertheless, most of them will be successful in holding their seats in the Diet even - 197 - after the slips of the tongue. At the government or party level, there are three major outcomes, two or all of which frequently occur simultaneously. First, slips of the tongue may cause a split in the diplomatic relations of Japan with other countries. Secondly, they may threaten the stability of a coalition government. Thirdly, they may be used as a means of attack against the government or government party by the opposition parties. -

This thesis aims to explore this question by looking at Japan’s foreign policy in the region and uncovering how political actors manipulated the concept of nationalism in foreign policy discourse. -

Japan and the United Nations Ministry of Foreign Affairs, Japan Japan's Contribution to the International Community at the UN Foundation of the UN and Japan's Accession to the UN The United Nations (UN) was founded in 1945 under the pledge to prevent the recurrence of war. Eleven years later, in 1956, Japan joined the UN as its 80th member. Since its accession, Japan has contributed to a diversity of fields in UN settings. For example, as of 2014, Japan had served ten times as a non-permanent member of the UN Security Council (UNSC). Also, as the only country that has ever suffered from the devastation of atomic bombings, Japan has taken every opportunity to call the importance of disarmament and non-proliferation to the attention of the international community, gaining appreciation and trust from many countries. Today, the international community faces a number of new challenges to be addressed, such as a rash of regional and ethnic conflicts, poverty, sustainable development, climate change, and human rights issues. These global challenges should be addressed by the United Nations with its universal character. For nearly three decades, Japan has been the second largest contributor to the UN's finances after the United States, and Japan is an indispensable partner in the management of the UN. ⓒUN Photo/Mark Garten 1 Japan's Contributions at the UN In cooperation with the UN, Japan contributes to international peace and stability through exercising leadership in its areas of expertise, such as agenda-setting and rule-making for the international community. Primary Source Document with Questions (DBQs) THE CONSTITUTION OF JAPAN (1947) Introduction The American Occupation of Japan was premised on the notion that the thorough demilitarization and democratization of the defeated nation would make the world forever safe from the renewed threat of Japanese aggression. The drafting of a new, democratic constitution was considered essential to Japan’s recasting as a peaceful member of the community of nations. After a Japanese commission failed to produce a new national constitution sufficiently progressive for the Occupation’s liking, a document was drafted (over the span of only a week’s time) in-house by American staff and presented to the Japanese government for translation and enactment. The Japanese had no choice but to follow orders and the new constitution, somewhat awkwardly worded as the result of its English-language origins, was promulgated in November 1946 and came into effect on May 3, 1947. Many scholars have noted the irony of the Occupation installing democratic political institutions in Japan through transparently authoritarian means: the Japanese, it has been said, were “forced to be free” by their American occupiers. Nonetheless, the 1947 Constitution was readily embraced by the Japanese people and has endured (with not a single amendment over the past six decades) as a sound basis for Japan’s postwar democracy. The most celebrated section of the 1947 Constitution is Article 9, often called the “no war” clause. Debate swirled immediately around Article 9, which was very popular among the Japanese people but which proved troubling to the United States. Although American Occupation officials drafted the “no war” clause, American military planners soon sought a remilitarized Japan as an ally in the Cold War and found Article 9 a serious impediment. -

A sense of national panic and crisis was ignited in 1995 when Japan experienced the Great Hanshin earthquake and the Aum Shinrikyō attack, the notorious sarin gas attack in the Tokyo subway. These disasters came on the heels of economic collapse, and the nation seemed to be falling into a downward spiral. The Japanese lamented the decline of traditional values, social hegemony, political awareness and engagement. -

Multilateralism Recalibrated: Japan’s Engagement in Institution Building in the Past 70 Years and Beyond Akiko Fukushima1 Introduction In the 1980s, the international community criticized Japan for free riding on the international order without paying its dues. But did Japan actually undermine institution building in the 70 years after the end of World War II? No—on the contrary, Japan never opposed multilateral institutions either at the global level, such as the United Nations (UN), or at the regional level in the Asia-Pacific. Emerging from the ashes of the war, Japan did not engage in visible leadership in building multilateral institutions, nor was it expected to take such leadership by the international community. Instead, Japan was expected to be on the receiving side of the international order created by the victors of the war. Japan, however, has consistently been an active supporter of institutions throughout the past 70 years. On the global front, although Japan was not a party in establishing institutions, particularly in the earlier decades after the war, Japan sought ways to contribute as a loyal member. On the regional front, after the end of World War II the Asia-Pacific region was infertile ground for institution building, in sharp contrast to Europe, as demonstrated by the failure of the Southeast Asia Treaty Organization (SEATO). The only exception was the sub-regional Association of Southeast Asian Nations (ASEAN) and track two and three institutions such as the Pacific Basin Economic Conference (PBEC) and the Pacific Economic Cooperation Conference (PECC). Since the 1990s, however, the Asia-Pacific region has witnessed budding regional institutions with varying geographical footprints in East Asia and the Asia-Pacific more broadly. -

The Bush Revolution: The Remaking of America’s Foreign Policy Ivo H. Daalder and James M. Lindsay The Brookings Institution April 2003 George W. Bush campaigned for the presidency on the promise of a “humble” foreign policy that would avoid his predecessor’s mistake in “overcommitting our military around the world.”1 During his first seven months as president he focused his attention primarily on domestic affairs. That all changed over the succeeding twenty months. The United States waged wars in Afghanistan and Iraq. U.S. troops went to Georgia, the Philippines, and Yemen to help those governments defeat terrorist groups operating on their soil. Rather than cheering American humility, people and governments around the world denounced American arrogance. Critics complained that the motto of the United States had become oderint dum metuant—Let them hate as long as they fear. September 11 explains why foreign policy became the consuming passion of Bush’s presidency. Once commercial jetliners plowed into the World Trade Center and the Pentagon, it is unimaginable that foreign policy wouldn’t have become the overriding priority of any American president. Still, the terrorist attacks by themselves don’t explain why Bush chose to respond as he did. Few Americans and even fewer foreigners thought in the fall of 2001 that attacks organized by Islamic extremists seeking to restore the caliphate would culminate in a war to overthrow the secular tyrant Saddam Hussein in Iraq. Yet the path from the smoking ruins in New York City and Northern Virginia to the battle of Baghdad was not the case of a White House cynically manipulating a historic catastrophe to carry out a pre-planned agenda.
