That before the development hereby permitted commences details of lighting scheme to be implemented in the vicinity of the ATM machine shall be submitted to and approved in writing by the Planning Authority. Description of Site and Proposal 1.1 This application seeks permission for the installation of an ATM cash machine at 26 Achray Road, Condorrat, Cumbernauld. The machine is to be installed on the southern wall of an existing newsagents. The newsagents is situated in a central open area that is accessible by many paths from different parts of Achray road. There is also a cul-de-sac that provides parking for both the residents and the shoppers. 1.2 The ATM will be installed on the Southern elevation of the building adjacent to the bin stores. The chosen location is well lit as there is a streetlight and lighting on the gable and the front of the property. 1.3 As part of the development two bollards will be positioned approximately 1.5 metres away from the machine. These will measure approximately 0.9 metres in height. 2. Development Plan 2.1 There are no strategic issues in terms of the Glasgow and the Clyde Valley Joint Structure Plan 2000 and the application can be assessed against the relevant provisions of the Local Plan 2.2 The property is covered by Policy HG4 (Residential Amenity) of the Cumbernauld Local Plan 1993. This policy seeks to enhance/maintain residential areas. The policy states; ‘There will be a presumption in favour of developments of an ancillary nature which enhance the provision of local community facilities and services.” 3. Consultations and Representations 3.1 Two letters of objection have been received from the owner occupiers of Number 38 Achray Road and Number 40 Achray Road, Condorrat. The main points of objection and my comments thereon are as follows: The machine would substantially increase the traffic and subsequent hazard risks of an already congested street (cul-de-sac). The applicant has applied for a lottery outlet and a paypoint license that again would increase traffic. There is already a problem with parking. Comments: My Traffic and Transportation Section has raised no objections in relation to an increase in traffic. No concerns have been raised in relation to the current car parking situation on Achray Road or the effect that this development will have on it. It should be noted that planning permission would not be required for the additional facilities to be provided within the shop. In any event all of these facilities add to the range of services provided by the newsagents. 0 The applicant has recently installed security lighting around his premises which are unnecessarily bright. One of the lights shines near directly into my kitchen and first floor bathroom. At present the shop closes at 7pm and the lighting goes off: If the teller machine is installed I assume the lighting will remain active for the duration of the hours of duskharkness (PM/AM). This would be an uncomfortable intrusion to live with. Comments: The light that has been installed above the location of the proposed ATM machine is positioned so that is faces the ground. It is also not on the elevation that faces number 38 Achray Road. The property is situated approximately 28 metres from the light and is on a higher level than the light. A planning condition can require that details of the lighting scheme, including wattage will be submitted to and approved by the Planning Authority. 0 According to the agent, the bushes in front of my house which offer some protection from the shop will be removed by order of the Police and CCTV will be fitted on to the shop pointing out to the street.
