Abstract

National Highway System intermodal connectors are the public roads leading to major intermodal facilities from the National Highway System (NHS). The NHS is approximately 160,000 miles of roadway important to our nation’s economy, defense and mobility. Intermodal connectors are a significant part of the transportation system and are necessary for timely and reliable movement of goods and passengers. The U.S. Department of Transportation, state departments of transportation and metropolitan planning organizations (MPOs) have the task of designating NHS connectors. The Federal Highway Administration (FHWA) defines the minimum amount of freight transfer activity needed at an intermodal facility to designate a connector to that facility as part of the NHS. The criteria are high so that only connectors to major facilities receive the NHS intermodal connector designation.

The approximate 160,000 miles of the NHS include only four percent of the nation’s roads, but carry more than 40 percent of all highway traffic, 75 percent of heavy truck traffic, and 90 percent of tourist traffic. The NOACA region has 467 miles of NHS roadway which includes approximately 32 miles designated as intermodal connectors.

On January 25 and 26, 2005, NOACA underwent its certification review by the FHWA and the Federal Transit Administration (FTA). As part of this process the federal review team made four recommendations of how to improve the transportation planning process, one of which pertained to freight planning. The recommendation concerning freight planning is as follows with special attention being paid to the request to review the NHS intermodal connectors.

“The Federal review team recognizes that NOACA has made progress in engaging the freight community in the planning process and has increased the visibility of the planning for freight operations. It is recommended that the MPO continue to work towards comprehensive planning for freight movements through the region, since freight continues to be the fastest growing component of interstate highway traffic. It is further recommended that the MPO reassess the status of the regional NHS Intermodal Connector system to determine if it adequately addresses regional needs.”

This NHS intermodal connector analysis directly addresses one of the recommendations of the federal review team. This analysis resulted in NOACA’s recommendation that sixteen connectors be deleted or modified. Also, NOACA recommends adding seven new connectors to new and existing facilities.

Introduction

NOACA began the process of updating the NHS intermodal connectors in 2007. Using criteria set forth by FHWA, NOACA staff researched many documents, conducted fieldwork and contacted public and private agencies to obtain current information on the movement of goods and people throughout the region. The expertise of the following agencies was used in compiling this memorandum:

Background

What is the NHS?

• Approximately 160,000 miles of roadway important to the nation’s economy, defense and mobility.

• The NHS consists of interconnected urban and rural principal arterials and highways (including toll facilities) which serve major population centers, international border crossings, ports, airports, public transportation facilities, other intermodal transportation facilities and other major travel destinations. It also meets national defense requirements and serves interstate and inter-regional travel needs.

The NHS includes the following subsystems of roadways (a specific highway may be on more than one subsystem).

• Interstate: The Eisenhower Interstate System of highways retains its separate identity within the NHS. • Other Principal Arterials: These are highways in rural and urban areas that provide access between an arterial and a major port, airport, public transportation facility, or other intermodal transportation facility. • Strategic Highway Network (STRAHNET): This is a network of highways which are important to the United States' strategic defense policy and which provide defense access, continuity and emergency capabilities for defense purposes. • Major Strategic Highway Network Connectors: These are highways, which provide access between major military installations, and highways, which are part of the Strategic Highway Network. • Intermodal Connectors: These highways provide access between major intermodal facilities and the other four subsystems making up the National Highway System. A listing of all official NHS Intermodal Connectors is available from the FHWA’s Web site.1 The evaluation of this subsystem’s elements in the NOACA area is the focus of this report.

Listed below is a table that shows the approximate mileage of each NHS subsystem in the NOACA planning area.

Table 1 shows that there is no Strategic Highway Network or Major Strategic Highway Network Connectors within the NOACA area. Cuyahoga County had the bulk of the NHS mileage within its borders. Cuyahoga County also contains over 70% of the mileage of intermodal connectors within the NOACA region.

This memorandum is an analysis of the NHS Intermodal Connector System in our region, as recommended by the federal review team. This process involved gathering current data that measured activity at these intermodal facilities. FHWA provides guidance on how to modify the National Highway System. Appendix D Guidance Criteria for Evaluating Requests for Modifications to the National Highway System

Section 103(b), of title 23, U.S.C., allows the States to propose modifications to the National Highway System (NHS) and authorizes the Secretary to approve such modifications provided that they meet the criteria established for the NHS and enhance the characteristics of the NHS. In proposing modifications under 23 U.S.C. 103(b), the States must cooperate with local and regional officials. In urbanized areas, the local officials must act through the metropolitan planning organization (MPO) designated for such areas under 23 U.S.C. 134. The following guidance criteria should be used by the States to develop proposed modifications to the NHS.

1. Proposed additions to the NHS should be included in either an adopted State or metropolitan transportation plan or program. 2. Proposed additions should connect at each end with other routes on the NHS or serve a major traffic generator.

3. Proposals should be developed in consultation with local and regional officials.

4. Proposals to add routes to the NHS should include information on the type of traffic served (i.e., percent of trucks, average trip length, local, commuter, interregional, interstate) by the route, the population centers or major traffic generators served by the route, and how this service compares with existing NHS routes.

5. Proposals should include information on existing and anticipated needs and any planned improvements to the route.

6. Proposals should include information concerning the possible effects of adding or deleting a route to or from the NHS might have on other existing NHS routes that are in close proximity.

7. Proposals to add routes to the NHS should include an assessment of whether modifications (adjustments or deletions) to existing NHS routes, which provide similar service, may be appropriate.

8. Proposed modifications that might affect adjoining States should be developed in cooperation with those States.

9. Proposed modifications consisting of connections to major intermodal facilities should be developed using the criteria set forth below. These criteria were used for identifying initial NHS connections to major intermodal terminals. The primary criteria are based on annual passenger volumes, annual freight volumes, or daily vehicular traffic on one or more principal routes that serve the intermodal facility. The secondary criteria include factors which underscore the importance of an intermodal facility within a specific State.

Primary Criteria

Commercial Aviation Airports • Passengers--scheduled commercial service with more than 250,000 annual enplanements.

• Cargo--100 trucks per day in each direction on the principal connecting route, or 100,000 tons per year arriving or departing by highway mode. Ports • Terminals that handle more than 50,000 TEUs (a volumetric measure of containerized cargo which stands for twenty- foot equivalent units) per year, or other units measured that would convert to more than 100 trucks per day in each direction. (Trucks are defined as large single-unit trucks or combination vehicles handling freight.)

• Bulk commodity terminals that handle more than 500,000 tons per year by highway or 100 trucks per day in each direction on the principal connecting route. (If no individual terminal handles this amount of freight, but a cluster of terminals in close proximity to each other does, then the cluster of terminals could be considered in meeting the criteria. In such cases, the connecting route might terminate at a point where the traffic to several terminals begins to separate.)

• Passengers--terminals that handle more than 250,000 passengers per year or 1,000 passengers per day for at least 90 days during the year.

Truck/Rail • 50,000 TEUs per year, or 100 trucks per day, in each direction on the principal connecting route, or other units measured that would convert to more than 100 trucks per day in each direction. (Trucks are defined as large single-unit trucks or combination vehicles carrying freight.)

Pipelines • 100 trucks per day in each direction on the principal connecting route.

Amtrak • 100,000 passengers per year (entrainments and detrainments). Joint Amtrak, intercity bus and public transit terminals should be considered based on the combined passenger volumes. Likewise, two or more separate facilities in close proximity should be considered based on combined passenger volumes.

Intercity Bus • 100,000 passengers per year (boardings and deboardings).

Public Transit • Stations with park and ride lots with more than 500 vehicle parking spaces, or 5,000 daily bus or rail passengers, with significant highway access (i.e., a high percentage of the passengers arrive by cars and buses using a route that connects to another NHS route), or a major hub terminal that provides for the transfer of passengers among several bus routes. (These hubs should have a significant number of buses using a principal route connecting with the NHS.)

Ferries • Interstate/international--1,000 passengers per day for at least 90 days during the year. (A ferry which connects two terminals within the same metropolitan area should be considered as local, not interstate.)

• Local--see public transit criteria above.

Secondary Criteria

Any of the following criteria could be used to justify an NHS connection to an intermodal terminal where there is a significant highway interface:

• Intermodal terminals that handle more than 20 percent of passenger or freight volumes by mode within a State;

• Intermodal terminals identified either in the Intermodal Management System or the State and metropolitan transportation plans as a major facility;

• Significant investment in, or expansion of, an intermodal terminal; or

• Connecting routes targeted by the State, MPO, or others for investment to address an existing, or anticipated, deficiency as a result of increased traffic.

Proximate Connections

Intermodal terminals, identified under the secondary criteria noted above, may not have sufficient highway traffic volumes to justify an NHS connection to the terminal. States and MPOs should fully consider whether a direct connection should be identified for such terminals, or whether being in the proximity (2 to 3 miles) of an NHS route is sufficient.

Pages 11 through 62 of this memorandum are an inventory and analysis of each of the intermodal connectors in the NOACA region in relation to its intermodal facility. The information includes maps showing the intermodal facilities and the existing, proposed, modified or deleted connectors from the NHS to the facilities. Appendix A is a map showing the existing NHS system. The criteria data shows information from 1995 when the original analysis was completed and the most recent data available on the intermodal facilities. A summary of NOACA’s recommendations follows:

The proposed changes to the NHS intermodal connector system in the region would result in approximately 5.7 additional connector miles, or a 18% increase. All proposed connector modifications are in Cuyahoga County.

Conclusions/Next Steps

The following analysis of NHS connectors is an important piece of NOACA’s overall freight planning activities. This analysis identifies the largest intermodal facilities (by activity) in NOACA’s region as well the public roads most often used to access these facilities to and from the NHS.

The current FHWA accepted listing of NHS connectors is approximately 31.7 miles in NOACA’s region, if all the proposed changes in this document are accepted that total would grow to approximately 37.4 miles. These connectors should be maintained and monitored to be kept in a good state of repair as well as to make sure they are secure from disruptions either man made or natural. This small amount of roadway mileage is vital to northeast Ohio’s economy; disruption of transportation to these facilities would result in economic loss in our region and potentially throughout the rest of the country.

Connecting Route:

OH59T, Connector 1 – Delete existing connector to facility OH59T. Proposed revised connector is from East 9th Street on Superior and or St.Clair Avenues, south on East 12th and or East 13th Streets to Superior Avenue. Continue east on Superior Avenue to East 17th Street and or East 18th Streets. South on East 17th Street and or East 18th Street to Prospect Avenue, east on Prospect Avenue to Cleveland State University Transit Center which is located between East 21st and East 22nd Streets, approximately 2.2 miles.

This connector was changed to reflect transit operations to/from the St. Clair-Superior transit zone to the proposed CSU Transit Center.

Criteria:

2007 - 209,776 TEU’s, (a volumetric measure of containerized cargo which stands for twenty-foot equivalent units) Norfolk Southern estimates 210,000 truck trips per year (tractors, empties and loads)
