By ANNIE KARNI and ALEX ISENSTADT | 02/26/17 11:55 AM EST | Updated 02/26/17 05:25 PM EST Press secretary Sean Spicer is cracking down 2 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... on leaks coming out of the West Wing, with increased security measures that include random phone checks of White House staffers, overseen by White House attorneys. The push to snuff out leaks to the press comes after a week in which President Donald Trump strongly criticized the media for using unnamed sources in stories and expressed growing frustration with the unauthorized sharing of information by individuals in his administration. Last week, after Spicer became aware that information had leaked out of a planning meeting with about a dozen of his communications staffers, he reconvened the group in his office to express his frustration over the number of private conversations and meetings that were showing up in 3 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... unflattering news stories, according to sources in the room. Upon entering Spicer’s office for what one person briefed on the gathering described as “an emergency meeting,” staffers were told to dump their phones on a table for a “phone check," to prove they had nothing to hide. Spicer, who consulted with White House counsel Don McGahn before calling the meeting, was accompanied by White House lawyers in the room, according to multiple sources. There, he explicitly warned staffers that using texting apps like Confide — an encrypted and screenshot-protected messaging app that automatically deletes texts after they are sent — and Signal, another encrypted messaging system, was a violation of the Presidential 4 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... Records Act, according to multiple sources in the room. White House goes to war with the media By MATTHEW NUSSBAUM and NOLAN D. MCCASKILL The phone checks included whatever electronics staffers were carrying when they were summoned to the unexpected follow-up meeting, including government-issued and personal cellphones. Spicer also warned the group of more problems if news of the phone checks and the meeting about leaks was leaked to the media. It's not the first time that warnings about leaks have promptly leaked. The State Department's legal office issued a four-page 5 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... memo warning of the dangers of leaks, and that memo was immediately posted by The Washington Post. But with mounting tension inside the West Wing over stories portraying an administration lurching between crises and simmering in dysfunction, aides are increasingly frustrated by the pressure-cooker environment and worried about their futures there. Within the communications office, the mood has grown tense. During a recent staff meeting, Spicer harshly criticized some of the work deputy communications director Jessica Ditto had done, causing her to cry, according to two people familiar with the incident. "The only time Jessica recalls almost getting emotional is when we had to relay the 6 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... information on the death of Chief Ryan Owens," Spicer said, referring to the Navy SEAL killed recently in action in Yemen. Ditto also denied the accounts. "This is 100 percent not true," she said Sunday after the incident was reported. "Sean and I have a great working relationship." Spicer declined to comment about the leak crackdown. Trump bails on White House Correspondents' Dinner By TARA PALMERI The campaign to sniff out a series of damaging leaks, which Spicer is convinced originated from his communications department, has led to a tense environment in 7 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... the West Wing. During meetings, the press secretary has repeatedly berated his aides, launching expletive-filled tirades in which he’s accused them of disclosing sensitive information to reporters and saying that they’ve disappointed him. As word of the hunt has ripped through the office, talk has turned to the question of whether firings are to come. Spicer was particularly incensed by the leaks last week that Michael Dubke had been tapped as the new White House communications director — a hire that became public before it was officially announced. “In general,” said one senior administration official, “there is a lot of insecurity.” 8 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... While other parts of the White House appear to be stabilizing, the press shop is often a center of frustration about how things are going — and not just from Spicer, who fumes to aides about stories he doesn’t like. For Trump, a cable TV addict who has long obsessively tracked news coverage about himself, the ongoing turmoil in the White House communications wing threatens to derail the media narrative that will help to define the opening days of his presidency. His decision to hold a free-flowing news conference last week, two senior officials said, stemmed from a recognition that he was no longer breaking through in a news cycle that had turned against him. “He reached a breaking point where he wanted to do it himself,” said one senior 9 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... White House aide. It has not been lost on senior White House officials that Spicer is overseeing an overwhelmed press office, where work often begins just after 6 a.m. and ends close to midnight. To help streamline the office, the administration has tapped Dubke, a veteran under-the-radar Republican operative known for his organizational skills. Yet the move has infuriated Trump campaign aides, who argue that someone who’d been a vocal Trump supporter — which the establishment-minded Dubke hadn’t been — should have gotten the job. “People are on fire about it,” one campaign veteran said of the Dubke hire. DEFENSE 10 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... Twitter and Facebook are politicizing the military By BRYAN BENDER Multiple former campaign aides said they were under the impression that RNC veterans pushed through Dubke, who is close with Republican strategist Karl Rove, with relatively little consultation with others in Trump world. (Several other people interviewed for the post, including Jarrod Agen, a spokesman for Vice President Mike Pence, and Scott Jennings, a former political aide in the George W. Bush White House.) To some degree, the challenge Spicer and other press aides face is unique — they are working for a president who takes an unusually intense interest in the work his communications office does. Trump is known 11 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... to watch Spicer’s daily press briefings while eating lunch in the White House dining room. While the president was critical of his press secretary in the administration’s first month — especially after he was parodied on “Saturday Night Live” — he more recently has offered the press secretary his private assurances that his job is safe. The push to crack down on leaks follows a week in which the president ratcheted up his criticism of the press and condemned the free flow of information from parts of his administration. On Friday, Trump called the media the “enemy of the American people” during a speech at the Conservative Political Action Conference in which he railed against journalists for using anonymous sources. “I want you all to know that we are fighting 12 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ... http://www.politico.com/story/2017/02/sean-spicer... the fake news. It’s fake, phony, fake,” Trump said. “A few days ago, I called the fake news ‘the enemy of the people,’ and they are. They are the enemy of the people. Because they have no sources. They just make them up when there are none.” Later on Friday, Spicer blocked certain media, including CNN, The New York Times, BuzzFeed and POLITICO, from attending an off-camera press briefing in his office. Time and The Associated Press boycotted the briefing out of solidarity. On Saturday, Trump said he would not attend the annual White House Correspondents' Association dinner in Washington. 13 of 14 02/26/2017 08:23 PM Sean Spicer targets own staff in leak crackdown ..

Officials say Flynn discussed sanctions The Washington Post February 10, 2017 Friday, Met 2 Edition Copyright 2017 The Washington Post All Rights Reserved Distribution: Every Zone Section: A-SECTION; Pg. A08 Length: 1971 words Byline: Greg Miller;Adam Entous;Ellen Nakashima Body Talks with Russia envoy said to have occurred before Trump took office National security adviser Michael Flynn privately discussed U.S. sanctions against Russia with that country's ambassador to the United States during the month before President Trump took office, contrary to public assertions by Trump officials, current and former U.S. officials said. Flynn's communications with Russian Ambassador Sergey Kislyak were interpreted by some senior U.S. officials as an inappropriate and potentially illegal signal to the Kremlin that it could expect a reprieve from sanctions that were being imposed by the Obama administration in late December to punish Russia for its alleged interference in the 2016 election. Flynn on Wednesday denied that he had discussed sanctions with Kislyak. Asked in an interview whether he had ever done so, he twice said, "No." On Thursday, Flynn, through his spokesman, backed away from the denial. The spokesman said Flynn "indicated that while he had no recollection of discussing sanctions, he couldn't be certain that the topic never came up." Officials said this week that the FBI is continuing to examine Flynn's communications with Kislyak. Several officials emphasized that while sanctions were discussed, they did not see evidence that Flynn had an intent to convey an explicit promise to take action after the inauguration. Flynn's contacts with the ambassador attracted attention within the Obama administration because of the timing.

The Trump Administration has seen the highest rate of turnover among White House staff in decades, according to the Brookings Institution. Team Trump saw a 34 percent turnover rate during the Berlin convention president’s first year. The next-highest turnover rate for an administration’s first year was Ronald Reagan’s, with 17% of senior aides leaving their posts in 1981. Former presidents Barack Obama, George W. Bush, and Bill Clinton saw much lower turnovers during their first year in office -- 9%, 6%, and 11%, respectively. • Trump Staff Turnover to That of Previous Presidents
Democracy Dies in Darkness Analysis Trump sets a record for White House staff turnover in the first year BY KATHRYN DUNN TENPAS JANUARY 16, 2018 President Trump set a record for White House staff turnover in the first year. Here's an ongoing list of staff who have quit or been fired under trump. (Joyce Koh/Washington Post) Every new president loses top staff during the administration’s first year in office. Political scientists have long noted that the skills needed to campaign are strikingly different from those needed to govern. And adjusting to Washington, D.C., norms — and the press scrutiny that comes with presidential power — has a steep learning curve, especially for those without government experience. Compared to President Trump’s five predecessors, however, the Trump White House has seen a record level of staff turnover amid truly unusual circumstances. Here’s what we can conclude about White House turnover during Trump’s first year in office. This is how I measured top-level staff turnover Between 1981 and 2015, National Journal writers compiled lists of presidential staffers deemed to be the most influential working within the executive office of the president and the White House for each presidential administration, with one each in 1981, 1989, 1993, 2001 and 2009 for a total of five. 1 Democracy Dies in Darkness Let’s call these top staffers the “A Team.” I used use the old National Journal lists to compare Trump staff turnover to that of previous presidents. (Note: These are in print, not online.) To generate the Trump A Team, I worked with Bloomberg Law journalist Madison Alder to record every job title from those five National Journal editions and determine the frequency with which each job title occurred.

  • President Trump's First 100 Days
MAY 10, 2017 PRESIDENT TRUMP’S FIRST 100 DAYS Throughout the 2016 presidential campaign, candidate Donald Trump pledged himself to a government reform agenda, including “drain the swamp,” “America First,” and cutting regulations and taxes. His stated priorities included repealing and replacing the Patient Protection and Affordable Care Act (ACA) also known as Obamacare, aggressively enforcing the nation’s borders and immigration laws, and reversing Obama administration policies designed to combat climate change. Just before his election, he issued a 100-day action plan.1 Since taking office on January 20, 2017, President Trump has acted on that plan. In response, California Senate President pro Tempore Kevin de León and other state Democratic leaders have strongly rebuked aspects of President Trump’s agenda as being counter to the state’s economic interests and efforts to improve health care coverage, protect the environment, and seek comprehensive immigration reform. Senate legislation has been introduced to protect California’s laws, and Senate committees are conducting hearings to highlight where the state and the federal government have conflicting viewpoints. In addition, the Senate Office of Research is monitoring federal issues. This report highlights key actions and events during the Trump administration’s first 100 days. 1 https://assets.donaldjtrump.com/_landings/contract/O-TRU-102316-Contractv02.pdf and https://www.donaldjtrump.com/press-releases/donald-j.-trump-delivers-groundbreaking-contract-for the-american-vote1. 1 100 DAYS OVERVIEW As of April 29, 2017, President Trump’s 100th day in office, he had not signed any major legislation advancing his agenda despite Republicans having control of the presidency and both houses of Congress.
