C:\TEMP\Copy of HCR149 Enrolled ENROLLED Regular Session, 2010 HOUSE CONCURRENT RESOLUTION NO. 149 BY REPRESENTATIVE KATZ AND SENATORS MOUNT AND THOMPSON A CONCURRENT RESOLUTION To commend Durand "Rudy" Macklin on the retirement of his basketball jersey number by Louisiana State University and for his outstanding achievements in promoting physical fitness and sports in Louisiana. WHEREAS, Mr. Macklin is an all-time great on the Louisiana State University (LSU) basketball court; and WHEREAS, his LSU basketball career spanned the years 1976 through 1981, during which he was a two-time All American; and WHEREAS, he concluded his LSU basketball career as the second-leading scorer in team history behind only Pete Maravich; and WHEREAS, he remains the leading rebounder in team history; and WHEREAS, he helped lead the 1980-1981 LSU Men's basketball team to a school record of thirty-one wins and an appearance in the NCAA Final Four that season; and WHEREAS, his accomplishments on the court helped to change the course of LSU basketball in the 1970s and led to a resurgence of interest in basketball at LSU; and WHEREAS, one of the highest honors in any sport is for a player to have his jersey number retired, and this honor is particularly rare at LSU; and WHEREAS, on February 6, 2010, Mr. Macklin's number 40 jersey was retired to the rafters of the Pete Maravich Assembly Center, joining the retired jerseys of LSU greats Shaquille O'Neal, Bob Pettit, and Pete Maravich; and WHEREAS, Mr. Macklin currently serves as the director of both the Governor's Council on Physical Fitness and Sports and the Bureau of Minority Health Access in the Department of Health and Hospitals; and WHEREAS, in these positions, he has worked tirelessly to help adults and children throughout Louisiana to become more physically fit and lead healthier lives through Page 1 of 2 HCR NO. 149 ENROLLED innovative and fun initiatives such as the Governor's Games, Lighten Up Louisiana, and Lighten Up Louisiana Youth; and WHEREAS, he has built and added to these programs year after year, turning them into events that can compete with those of any state in the nation; and WHEREAS, his efforts to promote physical fitness and sports in this state have cemented his place as a Louisiana legend; and WHEREAS, Mr. Macklin merits a special measure of commendation for the tremendous pride and honor that he brings to the LSU community, the city of Baton Rouge, and the state of Louisiana for his accomplishments both on and off the basketball court. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Mr. Durand "Rudy" Macklin for his outstanding accomplishments as an athlete and leader in promoting physical fitness and education in this state. BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby recognize and record for posterity the outstanding and unique contributions of Mr. Macklin to physical fitness and sports in Louisiana, and does hereby extend best wishes for continued success in all of his endeavors. (Dated: April 21, 2020) Individual performance metrics are commonly used to compare players from different eras. However, such cross-era comparison is often biased due to significant changes in success factors underlying player achievement rates (e.g. performance enhancing drugs and modern training regimens). Such historical comparison is more than fodder for casual discussion among sports fans, as it is also an issue of critical importance to the multi- billion dollar professional sport industry and the institutions (e.g. Hall of Fame) charged with preserving sports history and the legacy of outstanding players and achievements. To address this cultural heritage management issue, we report an objective statistical method for renormalizing career achievement metrics, one that is par- ticularly tailored for common seasonal performance metrics, which are often aggregated into summary career metrics – despite the fact that many player careers span different eras. Remarkably, we find that the method applied to comprehensive Major League Baseball and National Basketball Association player data preserves the overall functional form of the distribution of career achievement, both at the season and career level. As such, subsequent re-ranking of the top-50 all-time records in MLB and the NBA using renormalized metrics indicates reordering at the local rank level, as opposed to bulk reordering by era.

The first collective act of professional basketball players under the NBPA was a threat to strike just before the 1964 NBA All-Star Game. Eventually, they had achieved to get the pension plan that they hoped for many years. Larry Fleisher, the general counsel of the NBPA, and Oscar Robertson, the president of the NBPA, were determined to abolish the reserve clause in basketball. The reserve clause restrained the free movement of professional athletes for many years, and NBA players were the ones who established staunch struggle against it, in various ways, including litigation. The NBPA filed a class-action lawsuit, also known as the Oscar Robertson lawsuit, against the merger between two basketball leagues, the NBA, and the ABA (American Basketball Association) in April 1970.

Hall-of-Famer Dominique Wilkins is the Hawks' Vice President of Basketball and Special Advisor to the CEO. Wilkins works in various management functions within the organization's basketball and business areas, and as the team’s analyst for the Hawks broadcasts on FOX Sports Southeast. Wilkins is responsible for advising the senior management team on basketball-related issues and working as a strong voice in the community. The 6-8 forward, who concluded his NBA career with 26,668 points, is the 13th all-time leading scorer in league history and his 24.8 career scoring average is also 13th on the all-time charts. Wilkins' 23,292 points with the Hawks are the franchise's best, and he ranks second in team history in steals (1,245), fourth in rebounds (6,119), seventh in blocked shots (588) and eighth in assists (2,321). One of the league's true marquee players, his outstanding contributions on the court were recognized by the organization in January 2001 when he became the third player in club history to have his uniform number (#21) retired, joining Hawks legends Bob Pettit and Lou Hudson. Familiar with area sports fans from his collegiate days at the University of Georgia, Wilkins entered the 1982 NBA Draft after his junior season with the Bulldogs.

Robertson that winter was in his second NBA season with the Cincinnati Royals, and the 6-foot-5, guard/forward combo compiled what remains the only full "triple-double" season in NBA history: 30.8 - Points Per Game 12.5 - Rebounds Per Game 11.4 - Assists Per Game In basketball, a triple-double is the accumulation of a double-digit number total in three major statistical categories in one game. The most common way to notch a triple-double is through points, rebounds, and assists. On rare occasions, players also may record 10 or more steals or blocked shots in one game. This is the 50th anniversary of Robertson's special season. Back then, did the young "Big O" have any idea what he had accomplished? "Not at all," Robertson said in a recent interview with The Enquirer. "I didn't know anything about it forever, to be honest. I was just part of some history, I guess." In 80 games during the 1961-62 season, Robertson had 41 triple-doubles (the NBA record for a season) and the Royals won 75 percent of those games. Robertson's highest scoring game of the year was 49 points.
