ANNUAL MEETING Couchiching First Nation – Multi-Use Facility Thursday, October 19, 2017 10:00 a.m. 1. INTRODUCTIONS AND ROLL-CALL Chairman Don Jones proceeded with roll call. Given that a quorum was present, the advised that the meeting could proceed. 2. OPENING CEREMONY The meeting was called to order at 10:35 a.m. The meeting opened up with a traditional prayer by Elder Bessie Mainville and, followed by the passing of smudge, the WFS pipe and an offering of food and water by Elder Agnes Kabatay. Chief Brian Perreault welcome all corporate membership, elders, and staff to his community. He acknowledge the sacred items. 3. ACKNOWLEDGEMENT OF BAND COUNCIL RESOLUTIONS (B.C.R.’s) RESOLUTION #001 Moved by: Robin McGinnis/Norman Girard That the membership hereby approves the B.C.R.’s received from Naicatchewenin, Mitaanjikoming and Couchiching First Nation’s appointing their membership. Carried. 4. WELCOME ADDRESS President Gary Smith, also welcomed corporate members, community members, staff, elders to this year’s annual meeting. He also acknowledged the agency’s traditional items, and asked the membership to have a constructive meeting. He mentioned that it has been 30 years of W.F.S. and Community Care Programs providing service to our area First Nations. He commended C.C.P. staff in providing service to our Ansihinabe children. 5. EXECUTIVE DIRECTOR’S MESSAGE Laurie Rose, Executive Director welcome all in attendance. She acknowledged her staff, and community CCP who have worked diligently over the past year to bring WFS standards of care/service provision that cannot be surpassed by no other agency. She advised that she is very proud to be part of WFS and looks forward to continuing the journey. 6. APPROVAL OF ANNUAL MEETING MINUTES – September 15, 2016 RESOLUTION #002 Moved by: Robin McGinnis/Norman Girard “That the membership has reviewed and hereby adopted the meeting minutes of the Annual Meeting held on September 15, 2016 as presented.” 7. AUDITOR'S REPORT - Fiscal Year Ending March 31, 2017 Maurice Fillion, Auditor, Fillion & Company reported on Weechi-it-te-win Family Services Inc. for fiscal year ending March 31, 2017. Mr. Fillion reported that in his opinion, the financial statements present fairly in all material respects, were in accordance with Canadian generally accepted accounting principles. Given there was no discussions, the following resolution resulted: RESOLUTION # 003 Moved by: Roger Spencer/Robin McGinnis “That the membership has reviewed and accepted the Audit Report’s for Weechi-it-te-win Family Services Inc. for the fiscal year ending March 31, 2017, as presented.” Carried. 8. BY-LAW #1 Legal Counsel Clint Calder reviewed the changes to By-Law #1 as directed by area Chiefs. The more notable changes were the disbanding of corporate committees, corporate membership. Clint Calder advised changes to the By-Law #1 needs to be voted on. As a result of the vote, the following resulted: RESOLUTION #004 Moved by: Robin McGinnis/Kevin Tuesday “That the membership has reviewed and adopted the revised By-Law #1, as presented.” Carried. 9. STANDING COMMITTEE REPORTS The Corporate Membership reviewed the following Annual Standing Committee reports: Executive Committee, Personnel Committee, Services Committee, and Finance Committee for 2015/2016: The following resulted: RESOLUTION # 005 Moved by: Robin McGinnis/Roger Spencer “That the membership hereby approves the Standing Committee reports for 2016/17 as presented. 10. TRADITIONAL SELECTION PROCESS The following corporate members were selected by a traditional selection process for the following officer positions of the Corporation: President Robin McGinnis– Rainy River First Nations Vice-President Norman Jordan– Lac La Croix First Nation Secretary/Treasurer Lucille Morrisseau – Couchiching First Nation Meeting adjourned at 3:10 p.m. SECTION 2 Weechi-it-te-win Family Services Inc. Financial Statements For Year Ending March 31, 2018 SECTION 3 Weechi-it-te-win Family Services Program Reports 2017/18 WEECHI-IT-TE-WIN FAMILY SERVICES INC. NAANIIGAN 2017/2018 NAANIIGAN ANNUAL REPORT September 2018 This year is brining changes to Weechi it te win and our First Nations in how we brought children into care and under Part X. Naaniigaan team has been working through MCYS changes to the Child Family Services Act (CFSA) now Child Youth Family Services Act (CYFSA) This change impacts our historic use of Part X and our use of Customary Care. Part 4 is the new section of provision for First Nation, Inuit, Metis as well as Part 5 (protection) has provision for Customary Care. Note: when noting on BCR’s it should be noted as per Part 1 &4. For a protection application under Part lV (5) would apply to any court proceedings where an agency has placed a protection application to a judge a band and Agency could use Customary Care under protection application as option for care by agency. Weechi it te win has sat at Treaty #3 technical table during it’s developmental phases of Child Care Law for Treaty #3 area. Our First Nations being the initial devolved model of services delivery to First Nation families should be recognized as the leaders in this model. Treaty #3 area bands (28 FN) are not at the level our First Nations have been for since 2013. I cannot advocate enough that our teams are the leaders and should carry the years of experience and knowledge and marry that with their traditional life to promote best practice for ensuring our children are entitled to a better life in-spite-of historic events for First Nations across Canada and beyond. There is a lot of work ahead of the Treaty # 3 planning, however, our 10 First Nations, if they so choose, can roll out with any changes and transition as result of Treaty #3 implementation planning is comes to fruition. Weech it te win has also been working with Association of Native and Child and Family Services Agency Ontario (ANCFSAO) regarding the Heart and Spirit pilot project to replace Ontario Association of Children’s Aid Ontario (OACAS) Safe and Pride caregiver training curriculum. ANCFSAO has recently invited Weechi it te win to sit in on identifying training needs for First Nations part of this would be a sit down with our First Nations reps. ANCFSAO is looking at an aboriginal training curriculum however is currently in search of a development and curriculum writer for this project. Recent projects with ANCFSAO have been a legacy system to replace CPIN for Ontario Aboriginal Agencies. Some current issues would be systems like Front line or Coyote which other agencies have used. A data system would need a particular number of agencies to be using in order for them to continue such rolling out such services. WFS and Some of the First Nations utilize Front line day to day for intakes,
