Bids received in excess of the ABC shall be automatically rejected at bid opening. 1. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 2. Prospective Bidders should be (1) registered with and classified by the Philippine Contractors Accreditation Board (PCAB) with PCAB LICENSE Category as indicated above. The Contractors/applicants who wish to participate in this bidding are encouraged to enroll in the DPWH Civil Works Application (CWA) at the DPWH Procurement Service (PrS), 5th 9 Floor, DPWH Bldg., Bonifacio Drive, Port Area, Manila, while those already enrolled shall keep their records current and updated. The Contractor’s eligibility to bid on the project will be determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to further post-qualification. Information on registration can be obtained from the PrS during working weekdays from 7:00 am to 4:00 pm or at the DPWH website www.dpwh.gov.ph. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested bidders may obtain further information from Department of Public Works and Highways XII and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.. 5. A complete set of Bidding Documents may be acquired by interested bidders on February 10, 2021 to March 02, 2021 from given address and website/s below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person. 6. The Bidding Documents may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online or electronic submission as indicated below, or (iii) both on or before March 02, 2021 at 10:00 A.M. Late bids shall not be accepted. 9. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 10. Bid opening shall be on March 02, 2021 at 10:00 A.M. at the given address below and/or through videoconferencing via Zoom. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 11. The Department of Public Works and Highways XII reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 12. In the uplands of Sarangani Province, the conservation of traditional rice varieties, the centrality of rice in tribal life, and the continued observance of planting rituals attest to its cultural significance and convey a common desire for cultural preservation and community solidarity. Economic and socio-political pressures had transformed tribal communities, although vestiges of traditional farming systems are still being practiced in remote sitios (villages). Changing land use patterns had also resulted in shrinking farm sizes and consequently in food insecurity in the Sarangani uplands. Extractive industries (i.e. logging, mining and charcoal making) and swidden farming were observed to cause widespread environmental degradation, while modern agriculture had undermined the capacity of indigenous peoples to survive because of their complete dependence on lands and resources.

No. 929-3244, 927-9702 Loc.131; Cell phone: 09274560042 _____________________________________________________________________________________ NOTORIOUS DRUG COUPLE BUSTED IN SARANGANI A husband-and-wife tandem who are both target-listed drug personalities, were arrested by combined elements of the Philippine Drug Enforcement Agency (PDEA), Philippine Coast Guard (PCG) and the National Bureau of Investigation (NBI) during a buy-bust operation in Sarangani Province on September 10, 2015. PDEA Director General Undersecretary Arturo G. Cacdac, Jr. identified the suspects as Julito Malayon, 48 years old; and his wife, Merlyn, 38, both residents of Sitio Almaray, Barangay Atla-e, Malungon, Sarangani Province. Joint operatives of PDEA Regional Office 12 (PDEA RO12) under Director Lyndon Aspacio, Joint Task Force Gensan, PCG and NBI arrested the Malayons in their own neighborhood in Barangay Atla-e after they sold more or less 10 kilograms of dried marijuana leaves worth P35,000 to a poseur-buyer, at around 6:30 in the evening. Thereafter, a search warrant was immediately implemented in the Malayon’s residence that resulted in the confiscation of additional 12 kilograms of dried marijuana leaves, with an estimated market value of P42,000. The couple is temporarily detained at PDEA RO12 Jail Facility. They will be charged for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Blaans In Sarangani Province, the Blaans are the dominant Indigenous Peoples groups living in the only landlocked Municipality of Malungon and the coastal towns of Alabel, Malapatan, Glan as well as some parts of Maasim. 1.2. Tboli The traditional Tboli homeland was marked by the Calaun (Kalaong) river. This ancestral homeland extended east from the Celebes coast to include the hinterlands of lakes Sebu, Lahit and Seloton as well as the coastal areas of the modern municipalities of Maitum, Kiamba, and Maasim. In the floodplains of Allah 1.3. Tagakaolo The Tagakaolo is also known as Saka, Kagan (Kalagan, Calaganes, Calagars) or Laoc (Cole, 1913). The name Tagakaolo signifies “those who dwell at the head of the river”. The cultural practices of the Tagakaolo are said to be identical with those of the Kulaman Manobo and the Bagobo of Davao. In Sarangani Province, Tagakaolos are predominantly concentrated in some Barangays of the Municipality of Malungon. The IP’s population of the province based on 2017 Census of Population (POPCEN 2017) was 178,001 persons registering as indigenous people in Sarangani. Among the municipalities of the province, around 38.06 percent of the province’s IP’s population reside in Glan, 46.10 percent in Malungon, 28.88 percent in Alabel, 53.47 percent in Malapatan, 29.90 percent in Kiamba, 24.87 percent in Maasim, and the remaining 27.42 percent in Maitum.
