Introduction

Federal grants are one of the most significant ways that the United States government supports the health and welfare of people across the world. The largest use of federal grant funds is for the Medical Assistance Program for medical payments through Medicare and Medicaid, followed by transportation, education, housing assistance, agricultural support, food and nutrition, utilities, emergency management and disaster relief, the environmental, museums and libraries, arts and humanities, and children and family services. Federal grants also pay for medical research through the NIH, aeronautics research through NASA, energy research through the Department of Energy, law enforcement initiatives through the Department of Justice, diplomatic initiatives through the Department of State, foreign aid through the USAID, and many other efforts.

Federal grants are awarded by dozens of federal agencies and include block grants, formula grants, project grants (or competitive), and cooperative agreements (or pass-through). Other types of government funding like direct payments (like Social Security or housing vouchers), loans, insurance, or procurement contracts are not included in the definition of federal grants. All federal grants can be identified by their Catalog of Federal Domestic Assistance (CFDA) number, a five digit number for every federal assistance program of which the first two digits identity the federal agency issuing the award.

The federal government awarded $765 billion in grants1 in the Federal Fiscal Year 2019 (FFY19) worldwide, over $8 billion more than in FFY18. FFY19 covers the time period of October 1, 2018 to September 30, 2019, prior to the COVID-19 pandemic. The CARES Act relief funding will be reflected in the subsequent report covering the FFY20 time period.

The vast majority of federal grants are awarded within the United States, but over $15 billion in federal grants were awarded to places outside the United States through the United States Agency for International Development and other federal agencies. California was awarded over $87 billion in federal grants in FFY19 though tens of thousands of individual awards to state and local governments, tribes, nonprofits, and many other types of grantees. The total amount of federal grant funding to California overall in FFY19 was about 14% less than the $101 billion in FFY18, primarily due to a drop in funding for the Medical Assistance Program. Excluding the Medical Assistance Program, California saw a 3% increase in federal grant funding between FFY18 and FFY19. California received an average of about $2,207 in federal grants per capita in FFY19, slightly less than the national average of $2,257.

OPR Federal Grant Resources

Assembly Bill 1348 (Irwin, Chapter 444, Statutes of 2016)2, authorized the State Clearinghouse, located within the Governor’s Office of Planning and Research (OPR), to establish a Federal Grant Administrator to serve as a primary point of contact for information on federal grants related to community, economic, and local development.

This summary of federal grant funding identifies and analyzes performance metrics for the funding year as outlined in the statute:

“On or before January 1, 2018, and annually thereafter, the Federal Grant Administrator shall prepare a summary of federal grant funding to the state that includes, but is not limited to, all of the following performance metrics: (1) Number of federal grants awarded to the state during the three years prior to the establishment of the Federal Grant Administrator and during the report year. (2) Number of completed federal grant applications submitted by the state during the report year. (3) Total federal dollars received by the state through federal grants during the report year. (4) Total federal grant dollars expended by the state during the report year. (5) Total federal grant dollars received in the state by school districts and local governments during the report year. (6) Number of training sessions hosted by the Federal Grant Administrator and attendance at those events during the report year. (7) Other relevant information regarding federal grant activities within the state during the report year, as determined by the federal grant administrator.”3

The “report year” for this 2020 report is Federal Fiscal Year 2019 (FFY19), which represents the time period of October 1, 2018 to September 30, 2019. Some financial data in this report provided by State sources uses the State Fiscal Year 2019 (FY19) of July 1, 2018 to June 30, 2019. Sources for this report included a network of statewide agency partners, the California Department of Finance, the California State Controller’s Office, USAspending.gov, grants.gov, sam.gov, the US Census Bureau, the Federal Audit Clearinghouse, Federal Funds Information for States, federal grant-making agencies, and other sources of information to collect and analyze the data reflected in this report. Throughout this report, the terms grants, funds, funding, assistance, and awards may be used interchangeably. Revenues refers to funds received (or obligated), and expenditures refers to funds spent by the recipient. The State Clearinghouse serves as the state's Single Point of Contact for the review of federal assistance applications pursuant to Presidential Executive Order No. 12372. Notification of all federal assistance applications must be provided to the SCH pursuant to Assembly Bill No. 1348, which in turn publishes this information for review and comment by State and local elected officials. SAM Section 0912 requires that departments submit new federal funds through the SCH and then through Finance through a Standard Form 424 notification prior to applying for funds.

Federal Grant Funding

California received $87.2 billion in federal grant funding In FFY19. This number represents the amount of grant funding “obligated,” or awarded, by federal agencies to entities within the state in FFY19 and may differ somewhat from the total funding “outlays” paid out by the U.S. Treasury. Awardees include state government as well as schools and universities, tribes, cities, counties, special districts, nonprofits, businesses, and other entities. Funding totals are subject to change over time due to award amendments, and many grants support multi-year initiatives where funding awarded in one year is obligated over multiple years.

California’s grant funding awarded (obligated) in FFY19 was $14.5 billion less than the total of $101.7 billion in FFY18. This difference is attributable to the change in funding of the Medical Assistance Program (CFDA 93.778) that funds Medicare and Medicaid, which declined $15.8 billion between FFY18 and FFY19. Excluding Medical Assistance Program funding, the total amount of federal grants awarded to California increased by 3% between FFY18 and FFY19.

California saw the greatest reduction in the total amount of federal grant funding than any other place in the United States in FFY19. The amount of grant funding per capita in California was $2,207, slightly less than the national average of $2,257. The over $87 billion in federal grant funds obligated to California in FFY19 were awarded by dozens of federal agencies. The Department of Health and Human Services (HHS) awarded over $63 billion to California (including the $43 billion Medical Assistance Program), more than all other federal agencies combined.

The Department of Health and Human Services (HHS) awarded nearly $64 billion in grant funding to California in FFY19 through 14 sub-agencies. Over $47 billion was awarded to the California Department of Health Care Services, which administers the Medical Assistance Program. HHS funding was also awarded to other state agencies, universities, research institutes, nonprofits, county and local governments and other entities for a wide breadth of health and human services programs. Department of Transportation (DOT) $6,197,522,354

The Department of Transportation (DOT) awarded nearly $6.2 billion in grants to California in FFY19 through its nine sub-agencies. Over $3.8 billion was awarded to the California Department of Transportation by the Federal Highway Administration (FHWA) for Highway Planning and Construction. Schools and Local Governments

Schools Schools in California received nearly $5 billion in federal revenues in 2018-19 through awards to school districts ($4 billion) and county offices of education ($750 million). This funding was for the state fiscal year of 2019 (FY19), not the federal fiscal year.

Federal grants are primarily received from ED and USDA with other grant funding awarded from DOJ, DOL, NSF, EPA, HHS, and DHS. The full list of federal revenues by school district is listed in Appendix A. School Districts Funding to support California school districts from all sources (federal, state, and local) in FY19 was $73.7 billion. Funding from all sources including federal increased from the prior year (see graph below). These funds were allocated to each school district’s General Fund, which is the chief operating fund for a school district. State and Local sources provide the vast majority ($69.7 billion) of General Fund revenues. LCFF Sources come from the Local Control Funding Formula, which is funded through a combination of local property taxes and state funding from the State School Fund and Education Protection Account.

County Offices of Education County Offices of Education in California were supported with over $4.5 billion in FY19, most of which came from State and Local sources. Funds were allocated to the County School Service Fund, which serves as the chief operating fund for the County Office similar to each School District’s General Fund. Federal revenues to County Offices of Education totaled over $750,000, most of which (over $600,000) were restricted revenues.

State Government

Federal Grant Expenditures The vast majority of all federal funding awarded to California entities are received by California State government agencies and departments. The California Department of Finance, on behalf of the California State government, is responsible for collecting federal expenditure information each year from State departments and agencies that received federal dollars in accordance with the Single Audit Act of 1984 (as amended in 1996) and the OMB’s Uniform Guidance. This information is provided for the state fiscal year ending on June 30th, not the federal fiscal year, and so represent higher numbers than the overall funding to the state in the federal fiscal year.

The State government reported federal expenditures of $94.9 billion in FY19, over a billion more than the FY18 total of $93.7 billion in FY18. Of the total awarded to the State, $17,418,223,686 (18 percent) was passed through to subrecipients. The federal agency providing the largest source of funding was HHS at over $67.8 billion, over two-thirds of all federal expenditures by the State.

The largest single federal program expenditure is the HHS Medical Assistance Program (CFDA 93.778) that provides Medicare and Medicaid payments. This program totals $55.9 billion, or more than half of all federal expenditures by the State government. Federal Grant Applications Submitted State agencies and departments5 applied for over 670 federal grants in FFY19, 80% of which were successfully awarded based on data reported by each agency/department. This is far more than the 466 federal grant applications reported by these agencies in FFY18. The agency or department with the largest number of federal grant applications and awards in FFY19 was the Office of Emergency Services (Cal OES) with a total of 246 applications and 125 awards, most of which were formula grants. Next was the Department of Fish and Wildlife with 111 applications and 107 awards, most of which were competitive grants.
