HORSEMEN SUE NYRA According to published reports, New York horsemen have sued the New York Racing Association for its handling of between $15 million and $20 million in funds that they claim should have been directed to purses. The horsemen allege that NYRA underestimated future handle when calculating the amount to distribute to the purse cushion, then did not make up the difference between the estimate and what was actually wagered, instead using the funds for operating costs. The suit was filed Thursday, Nov. 30 in U.S. Bankruptcy Court in Manhattan, and will be an addendum on NYRA=s bankruptcy case. A hearing has not yet been scheduled.

REGULATION OF STEROIDS TO BE RECOM- MENDED By Tom LaMarra and Deirdre B. Biles, cour- tesy of www.bloodhorse.com. Members of the Racing Medication and Testing Con- sortium are expected to recommend regulation of ana- bolic steroids in racehorses, but the timetable for the regulations remains up in the air. RMTC officials earlier in the year said they hoped to have a policy by the end of this year. There has been some division over the issue, in part because Federal Drug Administra- tion-sanctioned anabolic steroids are widely used in racehorses and are listed as Class 4 therapeutic drugs. There is some support in the industry to have anabolic steroids reclassified to a Class 3 substance under Asso- ciation of Racing Commissioners International guide- lines, but it remains to be seen if that recommendation will be issued and regulators will embrace it. The use of steroids in racehorses is regulated in other countries. "The RMTC is going to recommend that anabolic ste- roids be regulated in racing," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, said Dec. 2 during the "Purchase Exam at Public Auc- tion Forum" at the American Association of Equine Practitioners convention in San Antonio, Texas.
