Weekly Newsletter Issue 476 Business for week beginning 26/02/18 Available Appointments The Department of Rural and Community Development is currently seeking candidates for the position of Head of Corporate and Strategic Development (Assistant Secretary). A new Department, their aim is to “create a renewed and consolidated focus on rural and community development in Ireland”. The person chosen for the role will report to the Secretary General of the Department. They will have “overall responsibility for leading and growing the Department’s strategic policy development, policy co-ordination, research and evaluation, HR, finance, governance and other business support functions” in order to help the Department reach its aims. Candidates for the position must have demonstrable achievement at a senior management level, strong leadership skills in a variety of disciplines, the ability to work with a diverse multi-disciplinary team, strong communications skills, and a “clear understanding, or the capacity to quickly develop a clear understanding, of the diverse range of business activities led by the Department”. Bill on Thirty-Sixth Amendment to be published This week, Government Business will be concerned with the publication and discussion of the Thirty-Sixth Amendment of the Constitution Bill 2018. This Bill will provide for the specific wording on the issue of abortion that will be put to referendum this year. In February 2018, the Government agreed the draft heads regarding the referendum, which will posit the question of whether to retain or repeal Article 40.3.3 of Bunreacht na Éireann (commonly referred to as the Eight Amendment). Minister for Health, Simon Harris TD, will present the final Bill to the House on Tuesday, with debates taking place on Wednesday and Thursday. The legislation will take recommendation from the Oireachtas Committee on the Eighth Amendment. Both the Minister and An Taoiseach Leo Varadkar TD have said that they expect the referendum to be held in late May. It is expected that the final date will be decided upon a vote by the Dáil and the Seanad. The Bill will be available on the Oireachtas website sometime this week. Discussion of CRPD Ratification Due to last week’s extreme weather, the motion regarding Ireland’s Ratification of the United Nations Convention on the Rights of Persons with Disabilities will be taken during this week’s Government Business. In the main, the Convention calls upon States to, “… engage themselves to develop and carry out policies, laws and administrative measures for securing the rights [of disabled children and adults] recognized in the Convention and abolish laws, regulations, customs and practices that constitute discrimination”. The Convention was adopted on 13 December 2006, and was opened for signature on 30 March 2007, where it saw the most signatures of any Convention on its opening day. It came into force in 2008. Ireland signed the Convention, but not the Optional Protocol that was published at the same time. This Optional Protocol establishes an independent complaints mechanism for issues covered under the Convention. To date, Ireland is the only EU State that has not yet ratified the Convention.
