NEWS RELEASE for Immediate Release Office of the Premier 2020PREM0015-000103 Jan NEWS RELEASE For Immediate Release Office of the Premier 2020PREM0015-000103 Jan. 22, 2020 Premier Horgan shuffles cabinet VICTORIA ʹPremier John Horgan has made changes to cabinet that reflect government͛s commitment to a strong, sustainable and innovative economy that benefits people and communities throughout British Columbia. ͞These ministers will work hard every day to deliver sustainable economic growth that provides good jobs, a better quality of life and a stronger province for people in every region. I am confident they will put their knowledge and energy to work for people, as we focus on building an economy that works for everyone,͟Premier Horgan said. Anne Kang has been appointed Minister of Citizens͛Services. Kang will connect more rural, remote and Indigenous communities with high-speed internet, creating jobs and opportunities for people and businesses. Kang will continue the work to modernize government procurement, so that more local, small and medium-sized companies can do business with government more efficiently. Michelle Mungall has been appointed as Minister of Jobs, Economic Development and Competitiveness, formerly the Ministry of Jobs, Trade and Technology. Mungall will continue to promote B.C.'s tech sector, economic growth in communities around the province and support business competitiveness. Mungall will be responsible for trade, and engage with industry associations and major sectors on government's approach to quality economic growth. Bruce Ralston has been appointed Minister of Energy, Mines and Petroleum Resources. Key priorities include implementation of ministry initiatives supporting CleanBC ʹgovernment͛s plan for climate action ʹand in so doing, support innovation and development in the clean technology sector, including renewable energy and carbon capture and storage. Ralston will also oversee BC Hydro and make sure B.C.͛s wealth of clean, renewable electricity powers the province into the future. Ralston will continue to serve as lead minister for consular affairs. ͞British Columbia has tremendous advantages,͟Premier Horgan said. ͞We have rich, natural resources, innovative technologies, skilled entrepreneurs and a competitive business environment. Our government has shown that investing in services people need and making life more affordable grows our economy and helps B.C. remain resilient.     _________________________________________________________________________________________BC04 November 2020 BC 04 Branch Update (#9) November 2020 Hello, fellow BC04 Branch Members; BC Election in Rear View Mirror While the vote count will continue for some weeks, the result appears to be in doubt in only a handful of ridings across the province. A number of ridings in Surrey and Langley that have ‘traditionally’ been reliable Liberal seats went NDP on this occasion (see riding by riding results on page 3). Pundits are speculating that there may be permanent fracture in the coalition of centre right voters who have gathered under the BC Anne Kang BC NDP Liberal umbrella for the past couple of decades. Federal Retirees volunteers were active—getting letters to all candidates of the three major parties in the Fraser Valley West ridings. The Peace Arch News and The Langley Advance Times published our Letters to the Editor. And the virtual Town Hall on October 24th—jointly sponsored by Federal Retirees and COSCO (Council of Senior Citizens’ Organizations of BC) was an edifying and even entertaining event. Anne Kang (Burnaby- Deer Lake) represented the NDP, Mary Polak (Langley) was there for the Liberals, and Annemieke Holthuis (Victoria-Swan Lake) stepped in at the last minute to do a creditable job Mary Polak BC Liberals presenting the BC Greens’ platform. (Ms. Holthuis, incidentally, worked for the federal government for 30 years as a legal advisor on human rights issues and criminal law reform—and yes! she is a Federal Retiree.) Each of your mandate letters task you to work with the Industry Training Authority and each other to “restore the compulsory trades system to improve safety and give more workers a path to apprenticeship completion”. We understand your government sponsored a ‘table’ to consider compulsory trades last year that included some representatives from the construction sector and members of organized labour. We are not aware of the content or extent of these discussions due to the confidentiality of the process. As BC business leaders, we believe that before any changes are contemplated government should broaden consultations to include the signatories to this letter and any other stakeholders representing significant segments of the business community and construction industry who to date have not had an opportunity to take part in the consultation process. 1 As detailed in recent mandate letters, the primary responsibility for restoring compulsory trades training is assigned to the Ministry of Advanced Education and Skills Training.

Tuesday’s debates and proceedings Finance Minister Carole James introduced Bill 45, Taxation Statutes Amendment Act. ​ ​ ​ ​ If passed, the bill will amend the Provincial Sales Tax Act and the Tobacco Tax Act, increasing ​ ​ ​ ​ the provincial sales tax on vaping products from seven per cent to 20 per cent, and boosting both the cigarette and per-gram tobacco tax rates by two cents, effective January 1, 2020. Tourism, Arts and Culture Minister Lisa Beare tabled the 2018-19 Report on Multiculturalism. ​ ​ ​ ​ With the end of the fall sitting fast approaching, Government House Leader Mike Farnworth ​ called for Committee A to begin considering legislation, in addition to the house. In the chamber, MLAs completed second reading on four bills: ● Bill 38, Climate Change Accountability Amendment Act; ​ ● Bill 39, a Miscellaneous Statutes Act; and ​ ● Bill 43, Election Amendment Act; and ​ ● Bill 40, the daylight saving time bill. ​ Bill 40 passed second reading on division, with the three-member BC Green Party caucus ​ voting nay. The house spent the rest of the afternoon at committee stage on Bill 37, Financial Institutions ​ ​ Amendment Act, which, if passed, will modernize the regulatory framework for financial institutions operating in the province.
