    Landmarks Preservation Commission September 23, 1980, Designation List 137 LP-1127 PERSHING SQUARE VIADUCT (Park Avenue Viaduct), Park Avenue from 40th Street to Grand Central Terminal (42nd Street), Borough of Manhattan. Built 1917-19; architects Warren & Wetmore. Landmark Site: The property bounded by a line running easward parallel with the northern curb line of East 40th Street, a line running northward to the edge of Tax Map Block 1280, Lot 1, parallel with the eastern wall of the viaduct, a line running westward along the edge of Tax Map Block 1280, Lot 1, and a line running southward parallel with the western wall of the viaduct to the point of beginning. On March 11, 1980, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pershing Square Viaduct (Park Avenue Viaduct) and the proposed designation of the related Landmark Site (Item No. 9). The hearing had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS Located at Park Avenue and 42nd Street, tfie Pershing Square Viaduct was constructed tn 1917-1919. The viaduct extends from 40th Street to Grand Central Terminal at 42nd Street, linking upper and lower Park Avenue by way of elevated drives that make a circuit around the terminal building and descend to ground level at 45th Street. Designed in 1912 by the architectural firm of Warren & Wetmore, the viaduct was conceived as part of the original 1903 plan for the station by the firm of Reed & Stem.

    3.0 LAND USE AND ZONING Zoning The city is divided into three basic zoning districts: residential (R), commercial (C), and manufacturing (M). The three basic categories are further subdivided into lower, medium, and higher density residential, commercial and manufacturing districts. Development within these districts is regulated by use, building size, and parking regulations. Here is a brief description of the three basic zoning districts according to the Zoning Handbook: Residential District (R) In New York City, there are ten standard residential districts, R1 through R10. The numbers refer to the permitted density (R1 having the lowest density and R10 the highest) and other controls such as required parking. A second letter or number signifies additional controls are required in certain districts. R1 and R2 districts allow only detached single-family residences and certain community facilities. The R3-2 through R10 districts accept all types of dwelling units and community facilities and are distinguished by differing bulk and density, height and setback, parking, and lot coverage or open space requirements. Commercial District (C) The commercial districts reflect the full range of commercial activity in the city from local retail and service establishmentsDRAFT to high density, shopping, entertainment and office uses. The business model is banking on the projection that most New York City dwellers won’t care or realize that the food is not being prepared in a traditional restaurant. Green Summit has eliminated the burden of managing retail spaces, while also further benef ting from its ability to shift menu items more quickly to cater to the fast-evolving preferences of consumers by creating another online-branded “restaurant” that appeals to the f avor of the moment. If a particular brand does not meet f nancial expectations it is easily scrapped, incurring a relatively low cost of failure. Currently in expansion mode, in addition to existing kitchens in Midtown and Williamsburg, Brooklyn, the Green Summit plans to open 4 additional kitchens in the Financial District, Downtown Brooklyn, the Upper East Side, and the East Village in 2016 in order to be within delivery range of 90% of New York’s online food-ordering population according to the company’s projections. Generating about $10 million in revenue in 2015, expansion plans are reportedly expected to triple revenue in 2016. Success of the company launched about 2 and a-half years ago may be short-lived in the opinion of some skeptics of the virtual model, pointing out that consumers want to engage with the restaurant brand.
