INTRODUCTION Over the past three years, we have experienced a financial and econom- ic crisis of exceptional scope, severity and complexity. Since the summer of 2009, financial market conditions have broadly improved and the Euro- pean and other economies have been gradually recovering. Nevertheless, the crisis is not over yet. Financial market tensions persist and significant policy challenges remain, as developments in the sovereign debt markets in recent weeks have amply demonstrated. The ongoing adjustment in the banking system and the sizeable fiscal imbalances – largely but not entire- ly due to the crisis – still cast a shadow over the outlook for global econom- ic developments and financial stability. The experience with the crisis has triggered a comprehensive and far- reaching set of policy responses aimed at preventing the occurrence of similar episodes in the future, as well as better managing crisis situations and mitigating their effects. At the core of these actions and initiatives is the regulatory and supervisory reform agenda that is being pursued by the Financial Stability Board under the political guidance of the G20 lead- ers. This agenda aims primarily – though not exclusively – to reinforce the resilience of the financial system by various means, mainly by strength- ening the regulatory and supervisory framework of financial institutions and markets. At the same time, the crisis has clearly demonstrated the need to adopt a macro-prudential approach to the regulation and supervision of the financial system as a whole.

Marchi, the son of Louis and Alina Marchi, was born on May 20, 1921, in Staten Island, New York. He graduated from Manhattan College with first honors in 1942, later receiving a Juris Doctor from St. John’s University School of Law and Doctor of Judicial Science from Brooklyn Law School in 1953. He engaged in the general practice of law with offices on Staten Island and has lectured extensively to Italian jurists at the request of the State Department. Marchi served in the Coast Guard and Navy during World War II and was on combat duty in the Atlantic and Pacific theatres of war. Marchi also served as a Commander in the Active Reserve after the war, retiring from the service in 1982. John J. Marchi was first elected to the New York State Senate in the 1956 General Election. As a Senator, he quickly rose to influential Senate positions through the chairmanship of many standing and joint committees, including Chairman of the Senate Standing Committee on the City of New York. In 1966, he was elected as a Delegate to the Constitutional Convention and chaired the Senate Judiciary Subcommittee on Constitutional Issues. That same year, Senator Marchi was named Chairman of the New York State Joint Legislative Committee on Interstate Cooperation, the oldest joint legislative committee in the Legislature. Other senior state government leadership positions followed, and this focus on state government relations and the City of New York permeated Senator Marchi’s career for the next few decades.

Although the immediate danger of Greece—or other eurozone member countries like Portugal or Spain— defaulting seems to have been averted, the pressure from markets to cut public deficits, stabilize banks, and reform economies remains. A look at the interest rates and insurance premia that financially Eweak eurozone countries have to pay on their new sovereign debt issues makes it clear that the crisis is not over. A year of major challenges for the sixteen-member eurozone is in store, with an uncertain outcome. For Europe’s central bankers and policymakers, one of those challenges is to rebuild confidence in the euro and its guardian, the European Central Bank.     stathis kouvelakis THE GREEK CAULDRON he escalation of the Eurozone crisis in the closing months of 2011 has produced spectacular upheavals in the political land- scape. Within less than a fortnight, the Greek Prime Minister George Papandreou had announced a referendum on the Tpunitive terms of a loan agreed at the Eurozone summit on October 27, only to abandon the plan after public humiliation by Sarkozy and Merkel at the G20 summit in Cannes on November 4, and resign two days later. On November 10, Lucas Papademos, ex-chief of the Bank of Greece and a former vice-president of the European Central Bank, was installed at the head of a government of so-called national accord. Alongside ministers from the preceding pasok government, with several key figures— notably the Finance Minister Evangelos Venizelos—keeping their posts, the centre-right opposition New Democracy party has been awarded six cabinet positions, including Defence and Foreign Affairs. Papademos’s government also includes a minister and two deputy ministers from the extreme-right laos party, which returns to office for the first time since the fall of the military dictatorship in 1974. By contrast, the parties of the Italian centre right, the Lega Nord and Popolo della Libertà, announced their opposition to the so-called technocratic government of the eu Commissioner Mario Monti, formed in Rome on November 12 after the forced departure of Silvio Berlusconi; thus scotching the plans of the centre-left pd, which had hoped to enter office on Monti’s coattails.
