Catherine Mary White Foster's Eyewitness Account of the Battle of Gettysburg, with Background on the Foster Family Union Soldiers Abstract Catherine Mary White Foster lived with her elderly parents in the red brick house on the northwest corner of Washington and High Streets in Gettysburg at the time of the battle, 1-3 July 1863. She was the only child of James White Foster and Catherine (nee Swope) Foster (a former resident of Lancaster county), who married on 11 May 1817 and settled in Gettysburg, Adams county, Pennsylvania. Her father, James White Foster, had served his country as a first lieutenant in the War of 1812. Her grandparents, James Foster and Catherine (nee White) Foster, had emigrated with her father and five older children from county Donegal, Ireland, in 1790, and settled near New Alexandria, Westmoreland county, Pennsylvania.

    The Annals of Volume 66, Numbers 3 & 4 Iowa Summer/Fall 2007 A QUARTERLY JOURNAL OF HISTORY In This Issue J. L. ANDERSON analyzes the letters written between Civil War soldiers and their farm wives on the home front. In those letters, absent husbands provided advice, but the wives became managers and diplomats who negotiated relationships with kin and neighbors to provision and shelter their families and to preserve their farms. J. L. Anderson is assistant professor of history and assistant director of the Center for Public History at the University of West Georgia. DAVID BRODNAX SR. provides the first detailed description of the role of Iowa’s African American regiment, the 60th United States Colored Infantry, in the American Civil War and in the struggle for black suffrage after the war. David Brodnax Sr. is associate professor of history at Trinity Christian College in Palos Heights, Illinois. TIMOTHY B. SMITH describes David B. Henderson’s role in securing legislation to preserve Civil War battlefields during the golden age of battlefield preservation in the 1890s. Timothy B. Smith, a veteran of the National Park Service, now teaches at the University of Tennessee at Martin. Front Cover Milton Howard (seated, left) was born in Muscatine County in 1845, kidnapped along with his family in 1852, and sold into slavery in the South. After escaping from his Alabama master during the Civil War, he made his way north and later fought for three years in the 60th U.S. Colored Infantry. The bronze memorial tablet provided by the will of Edward Ames Temple to perpetuate the memories of seven pioneer citizens of Burlington, Iowa, was installed with appropriate ceremony in the Historical Building, Tuesday, June 17, 1913. The tablet was placed on the wall at the head of the grand stairway. The exercises of installation were held in the cor- ridor, a beautiful and appropriate setting for the occasion. Gov. George W. Clarke presided, ßev. Charles J. Shutt, pastor of St. Mark's Church, of which Mr. Temple had been a member, offered prayer, and Hon.     Did Meade Begin a Counteroffensive after Pickett’s Charge? Troy D. Harman When examining the strategy of Union Major General George Gordon Meade at the battle of Gettysburg, one discovers lingering doubts about his leadership and will to fight. His rivals viewed him as a timid commander who would not have engaged at Gettysburg had not his peers corralled him into it. On the first day of the battle, for instance, it was Major General John Fulton Reynolds who entangled the left wing of the federal army thirty miles north of its original defensive position at Westminster, Maryland. Under the circumstances, Meade scrambled to rush the rest of his army to the developing battlefield. And on the second day, Major General Daniel Sickles advanced part of his Union 3rd Corps several hundred yards ahead of the designated position on the army’s left, and forced Meade to over-commit forces there to save the situation. In both instances the Union army prevailed, while the Confederate high command struggled to adjust to uncharacteristically aggressive Union moves. However, it would appear that both outcomes were the result of actions initiated by someone other than Meade, who seemed to react well enough. Frustrating to Meade must have been that these same two outcomes could have been viewed in a way more favorable to the commanding general. For example, both Reynolds and Sickles were dependent on Meade to follow through with their bold moves. Though Reynolds committed 25,000 Union infantry to fight at Gettysburg, it was Meade who authorized his advance into south-central Pennsylvania.
