CHELMSFORD CITY COUNCIL REVIEW OF POLLING DISTRICTS AND POLLING PLACES 2014

Introduction

The aim of the review is to ensure that polling districts are logical and reflect the local community and that polling places are conveniently located and accessible. This review is an opportunity for electors and any other interested parties within to express their views on the existing polling district boundaries and polling places.

A polling district is a geographical sub-division of an electoral area. All wards within Chelmsford are divided into polling districts, which form the basis upon which the register of electors is produced. Most are defined by parish boundaries, geographical or man-made features, but there are exceptions.

A polling place is the geographical area within which a polling station is located. In the absence of any legal definition, this can be regarded as widely as the entire polling district or as narrowly as the actual building used as a polling station.

Summary of Proposals

Other than those referred to below, no changes are proposed to existing polling districts and polling places. The exceptions are:

This will involve electors from the new development travelling some distance to vote and would place extra demand on an already busy polling station with limited on-street parking nearby. However, the district lacks suitable alternative buildings. The number of electors will increase only gradually over the next four years as the development proceeds and it is hoped that new community facilities will be provided by 2019 as part of the new development, which will enable a more local polling place to be designated after a future ward boundary or polling district review

On balance, option 1 is preferred, as option 3 would require electors in MD to travel a considerable distance to vote and may deter them from doing so. Option 2 represents a possible long- term solution to the problem, the possibility of which should be explored when the future of the proposed development at Temple Farm is known

Instead the possible use of the Scout Group premises or Rugby Club, both in Salcoates Park, is being explored but if they are not available the Youth Centre will continue as the polling place.

Normally the boundary of a Parish should correspond to a polling district or districts, except where special circumstances apply.

In the case of proposals 63 and 67 changes to district boundaries are proposed which will result on the parish and polling district boundaries being slightly different. The changes to the district boundaries are necessary to give electors convenient access to a polling place, and it is emphasised that no changes are being made to parish boundaries. It is intended as part of any future review of ward boundaries to resolve any discrepancies between polling district and parish boundaries.
