HTWMT4388 Castle Donington Red Route THE LEICESTERSHIRE COUNTY COUNCIL (A453 ASHBY ROAD AND CASTLE DONINGTON RELIEF ROAD, CASTLE DONINGTON, GRIMES GATE, DISEWORTH AND WALTON HILL, ISLEY WALTON IN THE PARISHES OF CASTLE DONINGTON, ISLEY CUM LANGLEY AND LONG WHATTON AND DISEWORTH, DISTRICT OF NORTH WEST LEICESTERSHIRE) EXPERIMENTAL ORDER No. 1 2019 NOTICE IS HERBY GIVEN that the Leicestershire County Council has made an Experimental Order under Sections 9, 10 11 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the effect of which will be to experimentally: 1 Impose no stopping at any time on parts of Access from A453 to Warehouses, Ashby Road, from A453 Walton Hill to Hill Top, Hill Top, Roundabout at the junction of Hill Top and Aero Park, and the Castle Donington Relief Road, Castle Donington, Grimes Gate, Diseworth and Walton Hill, Isley Walton The Order will come into force on 5th August 2019 for a period of up to 18 months. However, if the Experimental Order is found to be effective upon expiration of a period of not less than 6 months from the date of this Order coming into force, the Council may give permanent effect to the provisions of this Order. If you wish to make representations either supporting or objecting to the Experimental Order being made permanent, your representation must be submitted in writing to the undersigned quoting reference JM/HTWMT/4388. Alternatively objections can be emailed to [email protected] or submitted via the online comment form which may be accessed via the link below. Any comments must be received within 6 months of the Experimental Order coming into force, or if the Order is subsequently varied or modified, within 6 months of the variation or modification coming into force. It is also proposed on the road from Walton Hill to Hill top (the junction with the A453) to the village boundary of Castle Donington. When open the Castle Donington Relief will also be included in this proposal The red route prevents stopping at any time and applies to the carriageway, verge and footpath. East Midlands Airport have recently implemented the same restriction on the private roads around the airport to avoid driver confusion and to give the same level of protection to increase safety around the airport Leicestershire County Council proposes the same restriction. This restriction replaces the double yellow lines (no waiting at any time) restriction. As red routes prevent stopping this restriction will also help to maintain traffic flows in the area and improve network reliability. The order is being proposed as an experimental traffic regulation order which will be in effect for 18 months. German and were joined by the Woodville Company under Mr Freckleton. The drill consisted of exercises in preparation for the inspection by Lord Rankesborough, which is to take place next Sunday. Lord Rankesborough will be remembered by old volunteers as Major-General Brocklehurst, who inspected the Ashby Company about ten years ago at Ashby. Page 3 WOUNDED SOLDIER’S OUTING A JOLLY PARTY About 200 wounded and convalescent soldiers from the Base Hospital at North Evington, Lutterworth, Charnwood and Melton hospitals had a glorious time on Saturday. They were entertained by the employees of Messrs. Walker, Kempson and Stevens (Sileby Branch) and Mr J. W. Molt, (of Sileby). As usual, the motor car arrangements were under the able supervision of Mr C. Geoffrey Barradale, on behalf of the Leicestershire Automobile Club. An informal procession, which started from the Victoria Park Gates, was made through the town. As on previous occasions, the Tommies were heartily cheered and showers of cigarettes, fruit, chocolates, etc., went into the cars. At Sileby, large crowds of people greeted the soldiers. The village was handsomely decorated with banners, flags and festoons. In a field adjoining the Conservative Club, a large marquee and platform had been erected. Among those present were Col. Piece Bitten off Whitwick Man’s Ear Remarkable Assault Case On Wednesday, at Loughborough, Herbert Haywood, collier, Shepshed, was summoned for assaulting Andrew Smith, 21, collier, North Street, Whitwick, at Loughborough, on November 20th. Mr W. Moss appeared for the complainant, and Mr R. Lancaster defended. Mr Moss termed it a serious case of assault. He advised the complainant to take proceedings for unlawful wounding, but he had decided to have the case decided by the Bench. The assault was entirely unprovoked. Whilst standing on the platform at the L. and N.W. station at 11 pm., the defendant kicked the complainant from behind, and afterwards caught him round the neck and bit half the left ear off. When seen the next day, defendant made no apology, and told complainant to do what he liked. Complainant said he had not seen or spoken to the defendant that day. Haywood was drunk. He thought the defendant mistook him for another man with whom he had been fighting.

We issue this response in the spirit of contributing to the processes surrounding this vast infrastructure project, but must include the caveat that the Council can only respond to the material to hand and further intensive work with HS2 Ltd is required to fully understand the impacts for Leicestershire and the most appropriate mitigation. ii) The Council recognises that the WDES is a draft document. However, it is disappointing that even in draft; there is a distinct lack of information provided in sections of the WDES, especially regarding the proposed scheme’s constructional and operational impacts and in respect of its design. But, the Council have determined to use this as an opportunity to shape the design and mitigation across the County. Where clear mitigation is not yet defined, the Council will seek to secure assurances from HS2 Ltd that further work will be carried out to inform the preparation of the Hybrid Bill, including HS2 Ltd preparing an Interim Transport Assessment (including sensitivity testing), and during the Parliamentary processes.
