Spacehive is a crowdfunding platform for projects aimed at improving local civic and community spaces. It uses technology to widen citizen participation, acknowledging that the role of local government is changing.

The investigation concluded at the end of the inquest on 25 March 2021. The Conclusion of the inquest was that the deceased died because of drowning, to which COVID 19 and asthma were said to be contributory, and that his death was accidental. 4 CIRCUMSTANCES OFTKE DEATH On 31 July 2020 the deceased was at Linton Falls on the River Wharfe near Linton with family and friends. Although he could not swim, he jumped into the River and got into difficulties. Persons present tried to help but he became unresponsive. He was recovered eventually to a large rock where resuscitation compressions were attempted, then to the riverbank. He was recognised as deceased there at 21.18 hours that same evening from drowning.

Recommendations 2.1 That Policy Committee recommend to Council that: 2.2 That In order to meet the Government deadline of 31 October 2013 the negotiations for the terms and conditions of the Council’s membership of the pool are delegated to the Corporate Head of Finance in consultation with the Chief Executive and Leader of the Council. 2.3 That delegated authority be given to the Corporate Head of Finance in consultation with the Chief Executive, Leader of the Council and Lead Member for Finance, to join a business rate pool for 2014/15 should they be satisfied that such an arrangement is likely to be in the financial interests of the Council. 2.4 That a further report to update members is brought back to next meeting of Policy Committee on 19th November 2013. 3. Background Information 3.1 Under the rates retention scheme, which came into effect on 1 April 2013, local authorities are able to keep a proportion of the business rates that they collect. As a result, authorities now have a direct financial interest in the rates retention system and an incentive to work with their business community to grow local economies. 3.2 The rates retention scheme recognises that, at the outset of the scheme, the size of authorities’ business rates bases was varied and that authorities had, Page 1 of 11 and continue to have, very different resource needs, depending on their functions and demography.

The aim of the research was to establish residents’ views about alternative patterns of unitary local government. Background to the Research In May 2003, the Government announced that a referendum would take place in autumn 2004 in the North East, North West and Yorkshire and the Humber regions on whether there should be elected regional assemblies. The Government indicated that, where a regional assembly is set up, the current two-tier structure of local government - district, borough or city councils (in this report called ‘districts’) and county councils - should be replaced by a single tier of ‘unitary’ local authorities. In June 2003, the Government directed The Boundary Committee for England (‘the Committee’) to undertake an independent review of local government in two-tier areas in the three regions, with a view to recommending possible unitary structures to be put before affected local people in a referendum at a later date. MORI was commissioned by COI Communications, on behalf of the Committee, to help it gauge local opinion. The research was in two stages. First, in summer 2003, MORI researched local residents’ views about local government and how they identify with their local community.
