Please accept this email as the formal response from the Town Council. Following our Full Council meeting on 29.01.13 – Minute Ref FC011‐13 refers, Bletchley and Fenny Stratford Town Council (BFSTC) makes the following response: 1. That we are disappointed that the Town Council’s previous comments have not been considered. BFSTC previously suggested that the ward boundary of Bletchley and Fenny Stratford emulates that of the Town Council boundary (except that currently already known as Eaton Manor). 2. BFSTC does not support the proposed ward of Bletchley Park which splits the current Central Bletchley (parish boundary) in half. In the proposals part of Central Bletchley which is a geographically clearly defined area, is within Bletchley Park and the balance is in the proposed ward of Bletchley East. All of the geographical area (and parish boundary) known as Central Bletchley should be retained within one ward, being Bletchley East. Thank you for sending us full details of your draft proposals for revised ward boundaries for Milton Keynes. Bradwell Parish Council is disappointed that its area is being split between two proposed wards, and would welcome a revision which would incorporate all of Bradwell Parish within one single Milton Keynes Council ward. However, this council understands the constraints caused by the requirement to have 19 three member wards, and we have considered the wider view as our parish must necessarily be incorporated with other areas. In this context, we feel that there is much to commend your alternative proposals set out in paragraph numbers 144 to 148 of your draft recommendations. We feel that the revised ward you suggest in paragraph 146 would be somewhat preferable to your main recommendations. This area has good communication links and broadly similar structures and populations. We would prefer the name of the ward suggested in paragraph to be “Linford South and Bradwell Common,” the existing borough ward for much of this area being called “Linford South” now. Regards, Harold Atkins Parish clerk, Bradwell Parish Council 1 Review Officer (Milton Keynes) Local Government Boundary Commission for England Layden House 76-86 Turnmill Street London EC1M 5LG 13th March 2013 Dear Sirs ELECTORAL REVIEW OF MILTON KEYNES: DRAFT RECOMMENDATIONS Campbell Park Parish Council considered the draft proposals for new local government and parish council wards in Milton Keynes at its meeting on the 19th February 2013. It made the following comments 1: It noted the correspondence between Dominic Warner, the Clerk to Council, Pamela Loose of Milton Keynes Council and Jessica Metheringham of the Local Government Boundaries Commission, which identified an error in the information supplied to the Commission by Milton Keynes Council, and which therefore led to a mistaken recommendation for Parish wards and numbers in the draft report. It further noted the promise by the Commission to rectify this error in the final report, and wished to confirm that it would want to continue with the existing wards boundaries, number of councillors and ward names as they are at present. 2. It noted that, whilst a Parish Boundary Review concluding in 2011 had confirmed the Parish in its present boundaries, and recognised it as a coherent and sensible community, it was split between four of the new proposed wards (Central Milton Keynes, Woughton and Fishermead, Campbell Park and Old Woughton, and Broughton wards), contradicting the principles of keeping communities together in as few wards as possible, and that wards should reflect communities of interest. 3: It therefore suggested that the proposal should be amended as follows: Central Milton Keynes Ward should gain the Fishermead and Springfield wards of Campbell Park Parish Council, and, to maintain an appropriate size, lose Bradwell Common and Conniburrow. Page 1 of 2 This would put together the three Campbell Park Parish Council wards that have the city centre as their district centre also (for which see the Milton Keynes Local Plan and emerging Core Strategy), with the centre itself. These three wards have many other strong community links (they share secondary school catchment areas, doctors surgery areas, have overlapping primary school catchment areas, and are all part of one ecclesiastical parish, for example) Broughton Ward should gain Woolstone ward ( and lose Willen Park): this would keep together the other two wards of the Parish. 4: It noted that this would mean the abandonment of the proposed Campbell Park and Old Woughton ward. It considered that this ward was completely incomprehensible. Bolbec Park in the north had no community of interest with Springfield, nor did Springfield have any community of interest with Simpson in the south. From the report it would appear that the creation of the ward was inspired by a strong desire for the inhabitants of Woughton Park not to be associated in any way with the inhabitants of Netherfield (even though they shared many things, including a local centre, doctors and dentists - interrogate the NHS website on where the local doctors for Woughton Park are, and it will unequivocably tell you that they are all in the present and proposed Woughton ward -and ecclesiastical parish). If the LGBC wished to respect this desire, it could be achieved by adding the wards that make up Old Woughton Parish to the proposed Monkston Ward. Yours sincerely Dominic Warner Clerk to Council Page 2 of 2 Fuller, Heather From: paul cranfield Sent: 17 February 2013 16:29 To: Reviews@ Subject: Milton Keynes The Central Milton Keynes Town Council wishes to lodge its objection to the proposals to segment the parish of Central Milton Keynes, which includes Campbell Park, by linking Campbell Park with Old Woughton. Your paper itself correctly observes the lack of links between these two communities, noting that the linkage is being made to balance electoral numbers. The CMK Town Council spent much time over the past few years in seeking to establish the very close linkage between Campbell Park and CMK. This work culminated in the ceding of Campbell Park into the parish of Central Milton Keynes. CMK Town Council sees no reason why the recently acknowledged linkages between the two communities should not be fully recognised at the next level of local government now that the precedent has been set. We accept the need to achieve balance in wards where possible, but this plan rejects all the evidence placed before Milton Keynes Council that CMK and Campbell Park is one unified community and seeks to undermine the work of CMK Town Council to create a feeling of oneness following the 2011 boundary decision. Please reconsider. The commission were proposing that the Sherington Ward is encompassed in the current Olney Ward, changing the Olney Ward from a 2 member Ward to a 3 member Ward. Emberton Parish Council would like to object to this proposal and would like to request that the current Sherington Ward remains as it is. The meeting supported the proposed Loughton and Shenley Ward incorporating the entire Loughton Parish Council area boundary, this would seem a logical step to ensure continued closer working with the appropriate Ward Councillors, and would cause less confusion to residents as to which ward and Parish Council that they live in.
