Page 14 2 OVERVIEW Northern Pennsylvania Regional College was established in 2015 under the auspices of the Education Consortium of Upper Allegheny, the nonprofit organization formed in 2009 and designated by the Pennsylvania Secretary of Education in August 2014 to address the lack of affordable, accessible educational opportunities for the residents of northwestern Pennsylvania. A 15-member Board of Trustees governs the College, each of whom serves a three-year, staggered term. The College’s founding president, Dr. Joseph T. Nairn, was hired in July 2017 and works with a three- member cabinet consisting of a chief of staff, vice president of academic and student affairs, and vice president of finance and administration. The cabinet oversees a core group of 14 staff. The College’s fiscal 2018-19 budget is $5.02 million. Located on the shores of Lake Erie, the RSC is a 501(c)3 non-profit organization facilitating research, education, and collaborations with RSC members. The RSC is not directly affiliated with an institution, but instead is a consortium of institutions seeking collaborations in scientific research. Organized in 2004, the RSC moved into the research wing of the Tom Ridge Environmental Center prior to its opening in May 2006. Since that time, the RSC has been an active part of the scientific research community fostering numerous collaborations on a variety of topics. The mission of the RSC is to promote and enhance our knowledge and understanding of the Lake Erie and Ohio River Basin ecosystems through research and education. The RSC accomplishes this by: . The Pennsylvania Basic Education/Higher Education Science and Technology Partnership 2011-2012 Annual Service Report Executive Summary The year 2011 brought financial hardship for Science In Motion (SIM) in its role as the premier high school science education outreach program for the Commonwealth. Once again, Pennsylvania’s current economic status resulted in budget reductions and funding delays, which forced many of the SIM Consortium sites to reduce service areas or delay service to schools for several months. Despite the Commonwealth’s economic hardships, Science In Motion sustained bipartisan support by members of the Pennsylvania General Assembly. Faced with an overall 10% cut to an award that had been cut by 63% the previous fiscal year, Science In Motion was still able to provide hands-on inquiry-based experiences to the schools we serve. All Science In Motion sites eventually opened and resumed service to their schools, despite the financial challenges. As a whole, the average number of months of operation for SIM sites was 8.3 this school year; however the majority were open less than 8 months. Our science education specialists (mobile educators) from the twelve colleges and universities presented over 3,078 hands-on laboratory experiences to 312 different schools. The program also provided an additional 8,256 drop-off laboratory kits for short term loan and offered 28 days of professional development workshop opportunities for teachers. Overall, Science In Motion provided 713 different teachers with 1,050 different labs creating 208,328 student experiences during the 2011- 2012 school year. What is Science In Motion? Most Pennsylvania high schools cannot afford the modern, well-maintained equipment that it takes to prepare students for today’s hi-tech careers in science, engineering and other technical fields.

PURPOSE The purpose of this proposal is to define the study’s objective and the scope of services to be provided by the Pennsylvania Economy League, Central PA, LLC, to the Erie County Partner Districts, and the terms and conditions under which they would be provided. II. ERIE COUNTY PARTNER DISTRICTS 1. Corry Area School District 2. Fairview School District 3. Fort LeBoeuf School District I 4. General McLane School District 5. Girard School District 6. Harborcreek School District 7. Iroquois School District 8. Millcreek School District 9. Northeast School District 10. Northwestern School District 11. Union City School District 12. OBJECTIVE The objective of the proposed study is to provide participating school districts in Erie County with a study that would research the impacts of potential closing of Erie City High Schools and the subsequent relocation of those City students to neighboring school districts. IV. SCOPE OF SERVICESExhibit In order to accomplish the objective of the study, PEL proposes that the study encompass two parts: 1. For the first part, PEL would take a “white paper” approach (within the limitations of the preliminary data available, especially from the City district) that outlines the specific impacts on the Erie City School District, the other participating Erie County Partner Districts and the students of all districts, including and preliminary estimation of the financial impact. The “white paper” would examine questions regarding policy issues that could be answered directly from an understanding of school operations, financing, and authorization under the School Code.

For additional information regarding gifted services, the parent may refer to 22 PA Code Chapter 16. If a student is both gifted and eligible for Special Education, the procedure in IDEA and Chapter 14 shall take precedence.
