The North-western district of valley, Baramulla derives its name from two letters Varrah (Sanskrit: Boar) and Mul (Sanskrit: Molar). In Nilmathpurna, the earliest epic of Kashmir, it is mentioned that Kashmir was a lake and Vishnu became a Boar and drained it by making a breach with a molar. The town is located on the either banks of river Jehlum, about 55 Kms away from the capital city of Srinagar. The city of Baramulla, founded by Raja Bhimsina, held the position of a gate-way to the valley as it was located on the route to the Valley from Muzaffarabad (now in POK), and Rawalpindi (Now in Pakistan). As such, a number of prominent visitors have been to Baramulla. These include the famous Chinese visitor Heiun T'Sang and Moorcraft, the British historian. Mughal Emperors had special fascination for Baramulla. Being the gate way of the valley, it was a halting station for them during their visits to the Valley. In 1508 Emperor Akbar who entered the Valley via Pakhil spent a few days at Baramulla and according to "Tarikh-e-Hassan" the city during Akbar's stay, had been decorated like a bride. Jahangir also stayed at Baramulla during his visit to Kashmir in 1620. In the 15th century, Baramulla became important to Muslims, as the famous Muslim saint Syed Janbaz Wali, who visited the valley along with his companions in 1421, chose Baramulla as the centre of his mission, and after his death he was buried there. His shrine attracts pilgrims from all over the Valley. 5 Objectives of the Plan 1. To identify various hazards, assess vulnerability and analyze risks for disaster management. 2. To put in place a system to prevent disasters or reduce the impact of disasters on life and property. 3. To generate awareness among masses for taking preventive measures to reduce the loss due to disasters. 4. To mobilize resources for managing disasters and have periodic assessment of resources. 5. To ensure co-ordination between various agencies/ departments for managing Pre/ Post disaster scenario. 6. To minimize the potential risk by decreasing vulnerability and building capacity to respond. 7. To help in relief/ rehabilitation and reconstruction in Post Disaster scenario. 8.     THE JAMMU AND KASHMIR CONDUCT OF ELECTION RULES, 1965 Notification SRO 133, dated 14th June, 1965, Law Department] [As Amended by SRO 391, dated 29.9.2014] In exercise of the powers conferredCONDUCT by section OF ELECTION 168C of theRULES, Jammu 1965 and Kashmir Representation of the People Act, 1957 and in supersession of the Jammu and Kashmir Representation of the People (Conduct of Elections and Election Petitions) Rules, 1957, the Government, after consulting the Election Commission, hereby makes the following rules, namely:- PART I PRELIMINARY 1. Short title and commencement (1) These rules may be called the Jammu and Kashmir ConductRule of 1 Election Rules, 1965. (2) They shall come into force at once. 2. Interpretation (1) In these rules, unless the context otherwise requires,— Rule 2 (a) "Act" means the Jammu and Kashmir Representation of the People Act, 1957; (b) "ballot box" includes any box, bag or other receptacle used for the insertion of ballot paper by voters; 1[(bb) "counterfoil" means the counterfoil attached to a ballot paper printed under the provisions of these rules]; (c) "election by assembly members" means an election to the Legislative Council by the members of the Legislative Assembly; (d) "elector" in relation to an election by Assembly Members, means any person entitled to vote at that election; (e) "electoral roll" in relation to an election by Assembly Members, means the list maintained under section 154 by the Returning Officer for that election; 1 Inserted vide SRO-5 dated 8-1-1972. 186 Rule 2 CONDUCT OF
