BACKGROUND

 Apprenticeship Training Scheme under Apprentice Act 1961

The Apprentices Act enacted in 1961 with the objective of regulating the program of training of apprentices in the industry by utilizing the facilities available therein for imparting on-the-job training. The Act makes it obligatory for employers in specified industries to engage apprentices in designated trades and in optional trades to impart Apprenticeship Training on the job in industry to school leavers, graduates/ diploma and person having National Trade Certificate (ITI pass-outs) issued by National Council for Vocational Training (NCVT) to develop skilled manpower for the industry. There are five categories of apprentices namely; trade apprentice, graduate, technician, technician (vocational) apprentices and optional trade apprentice. Qualifications and period of apprenticeship training of trade apprentices and optional trade apprentices vary from trade to trade. The apprenticeship training for trade apprentices and optional trade apprentices consists of basic training followed by practical training. At the end of the training, the apprentices are required to appear in a trade test conducted by NCVT and those successful in the trade tests are awarded the National Apprenticeship Certificate.  Changes in Industrial Scenario Recently we have seen huge changes in the Indian industry. The Indian Industry registered an impressive growth during the last decade and half. The number of industries in India have increased manifold in the last fifteen years especially in services and manufacturing sectors. It has been realized that India would become a prosperous and a modern state by raising skill levels, including by engaging a larger proportion of apprentices, will be critical to success; as will stronger collaboration between industry and the trainees to ensure the supply of skilled workforce and drive development through employment. Various initiatives to build up an adequate infrastructure for rapid industrialization and improve the industrial scenario in India have been taken.

 Reformation The Apprentices Act, 1961 has been amended and brought into effect from 22nd December 2014 to make it more responsive to industry and youth. Key amendments are as given below:  Prescription of number of apprentices to be engaged at establishment level instead of trade-wise.  Establishment can also engage apprentices in optional trades which are not designated, with the discretion of entry level qualification and syllabus.  Scope has been extended also to non-engineering occupations.  Establishments have been permitted to outsource basic training in an institute of their choice.  The burden of compliance on industry has been reduced significantly.

RATIONALE

Need for Apprenticeship in trade for Stitching Operator (Footwear)

1. The greater degree of relevance of the training with latest advancements of the industry will enhance the employability opportunities. 2. Ability to assess leather and other components for stitching footwear that is suitable as per design. 3. Ability to know the procedure of stitching with accurate replica of the design. 4. Ability to operate various stitching machines (Post bed, Flat bed, Cylinder bed, computerized stitching machines, Zigzag machine etc. 5. Ability to check quality of stitched component to ensure that leather is stitched properly to all edges. 6. Ability to do proper usage of for quality stitching. 7. Ability to control leather and other wastage as much as possible. 8. Ability to choose correct needles and for stitching. 9. Ability to detect product defects to achieve correct design, weight, finish, and dimensions as per design. 10. Ability to deliver complete product on time by reporting problems faced or anticipated in advance.

JOB ROLE: Description

A Stitching Operator (Footwear) is an important job-role associated with the Footwear sector. With the growing demand for skills, the importance of an operator with specialized knowledge and skills in stitching operations have increased.

The primary responsibility of a Stitching Operator (Footwear) is to perform stitching operations to the upper components of the footwear as per the design instructions given by the designing section. He/ She should be able to the footwear with leather and non-leather components, using maximum accuracy. He/she should be passionate about creating intricate products without compromising on quality.

Stitching Operator (Footwear) should have good hand-eye coordination, motor skills and vision (including near vision, distance vision, colour vision, peripheral vision, depth perception and ability to change focus). He/ She should be inclined towards creativity and interested in mixing materials, textures and threads to create beautiful products.

Note: Industry may impart training as per above time schedule, however this is not fixed. The industry may adjust the duration of training considering the fact that all the components under the syllabus must be covered. However, the flexibility should be given keeping in view that no safety aspect is compromised and duration of industry training to be remain as 1 year

2 Personal Aptitude for conducting training, and pre/ post work to ensure competent, employable Attributes candidates at the end of the training. FURTHER LEARNING PATHWAYS

After completion of the apprenticeship training the candidates have wide career choices available with them in the Leather industry. A candidate after completing apprenticeship can be skilled horizontally in various segments like; stitching footwear etc. and vertically, they can go to higher levels in plant hierarchy.

Employment opportunities:

Apart from above mentioned avenues, the apprentice can always aspire to be one of the following as stated below:

1) Footwear manufacturing units in India: The apprentice may be employed with the biggest player of the trades and be a part of their manufacturing set and deliver quality work.

2) Footwear manufacturing set up/ Retail Unit: The apprentice may be encouraged to set up their own manufacturing unit, which they may also channelize into owning a retail unit and be able to sell their merchandise directly to the consumers.

3) Education and Training: They may also take up the role of the instructor in this field where they can impart their manufacturing knowledge to the aspiring students.

Actual training will depend on the existing facilities available in the establishments. However, the industry should ensure that the broad skills defined against On-Job Training part (i.e. 9 months) are imparted. In case of any short fall the concern industry may impart the training in cluster mode/ any other industry/ at any set up.
