This Permission is to be read along with the MOU signed with BBMP. 2. The concerned ward engineer shall supervise the work and ensure that the conditions imposed are complied with. · 3. Before commencement of the work, the Agency must give prior written intimation to the jurisdictional Zonal and Road Infrastructure Engineers of BBMP and also keep the BBMP Engineers informed during Execution of work. ~- c)!~ '// ~ \~ ~ j/_' ~~'Y\ CE (OFC)/PR/1636/2015-16 dt: 27-02-2016 _) Executive Engineer (OFC), BBMP o/ Q-1 ~:J/z- ~-q)J ~/ 4. Laying of OFC in Newly aspbalted Roads is strictly prohibited for a period of one year as per the Commissioner Circular No: 11!/~11!06/~-5012/2015-16, CJ~o5: 29-07-2015. 5. Permission is valid only for the above sanctioned period. In case of expiry of the sanctioned period fresh requisition shall be submitted for Time Extension. which will be considered based on the reasons given and which will attract extra fees as applicable. Such requisition for extension of time should be submitted at least 15 days before the expiry of sanctioned period. 6. At start, during and after the execution of work, the Agency must inform office of the Chief Engineer OFC-Cell. 7. All HDD Pits must be restored on the same day itself. Any delay is liable for penalty. 8. Excavation must be as per the instructions of the concerned BBMP Zonal/Road Infrastructure Engineers .. 9. Any over burden debrisjearth should be removed immediately and conveyed to the designated dumping yards failing which, a penalty of Rs: 10,000/- per day will be levied by the concerned ward engineer. 10. Strictly follow the procedure laid down in road opening and restoration protocol. Barricading sign boards and other precautionary signage, name and telephone numbers of the executing Agency, opening and closing dates should be displayed, also warning lights should be displayed for the road users and for easy flow of traffic during execution of work, failing which it would attract heavy penalty and cancellation of permission, etc and also entail blacklisting of the executing Agency. 11. During execution of work, care must be taken not to cause any damages to BBMP property like drains, Name boards, etc. In case of such damage, commensurate penalty to be paid. 12.Absolutely no deviations from the permitted route is allowed. If deviation is found, not only penalty would be levied, the cable on the deviation portion would be confiscated I destroyed. 13.After the completion of the rectified portion of the subject road, the same should be maintained for 2 (two) years. 14.After completion of the work, as per specification given by BBMP, the Agency must get a Satisfactory Work done Certificate from the jurisdictional BBMP Engineers along with 3rd Party Inspection Reports. As you are aware M/s Reliance Jio lnfocomm Ltd (RJIL) is Laying Under Ground OFC to connect 4G Network within the City of Bangalore Maha Nagara Pallike Limits as per the License granted by Dept of Telecommunication (DOT) Govt of India. ; I The details of the permissions Granted by BBMP to M/s RJIL till Date are tabulated in the Annexure 1 enclosed for your reference & necessary actions for laying OFC including Manholes/Inspection Chambers. · · We would like to inform you that in the recent past due to pending finalization of revised guidelines/Policies regarding Laying OFC within BBMP limits, our ongoing works were interrupted/stopped frequently by the elected body of BBMP & Corporation Engineers. The same was communicated/ Highlighted by the company during our recent past meetings chaired by the Worshipful Mayor & The Hon'ble Commissioner of BBMP. It may be Noted that in spite of paying the requisite statutory fees as demanded by BBMP & Obtaining Valid Permissions, the continuous work flow has suffered resulting in Non Completion of the work as prescribed in your approval/permissions tetter .. Though the permissions were obtained from BBMP for Approx 285 Kms till date sequential from Apri12013 onwards, we are unable to complete 100% of our OFC laying works due to various hold ups like unscheduled monsoon, Constant change in the Local Policies & Stoppages by the Corporation Engineers citing re-carpeting of existing roads without advance intimations to the Company. Such requisition for extension of time should be submitted at least 20 days before the expiry of sanctioned period. 2 Before commencement of the work. the agency must and should give prior intimation to the concerned area BBMP ward engineers AE, AEE & EE and also keep the BBMP Engineers informed the work progress during and after the completion of the work. . 3 It is proposed to construct 8 lane corridor in Okalipuram main road by BBMP. In view of this the alignment of OFC laying should be finalized in coordination with Executive Engineer (Project Central)before executing the work of laying OFC. 3. During and after the execution of the work, the agency must and should get the work inspected by the OFC Cell Engineers. 4. THe road cut portion should be backfilled as per the MORTH Specifications and should be brought back to the original surface .c.ondition as per the time to time instructions of the concerned BBMP ward Engineers 5 Any over burden debris/earth should be removed and conveyed to the designated dumping yards immediately within 2 days of completion of the work failing which a penalty ofRs: 10,000/- per day will be levied. 6 Follow the procedure laid down in road opening and restoration protocol. Barricading sign boards and other precautionary signage, name telephone numbers of agency opening and closing dates should be displayed, also warning lights should be displayed for the road users and for easy flow of traffic during the execution o( the work. failing which it would attract heavy penalty and cancellation of permission etc and also blacklisting the executing agency 7 During execution of work, care must be taken not to cause any damages to BBMP drains, name boards, trees, including BESCOM and BSNL utilities. 8 Any deviations other than permitted, would attract a penalty at the rate ofRs: 900/- per meter. 9 After the completion ofthe rectified portion of the subject road, the same should be maintained for 2 (two) years. I 0 All HDD Pits must be restored on the same day preferably. II After completion of the work, the agency must get a Satisfactory Work done Certificate from the BBMP Engineers. After the DLP (Defect Liability Period) of 2 years, a Satisfactory Report/Certificate by the concerned BBMP Engineers should be furnished to this office for the release of25% Security Deposit. 12 During execution, any damage caused to the limb or life of public, damage caused to any Government/ BESCOMIBSNL/ BWSSBIKPTCL etc property the responsibility lies with the executing agency and any claims/compensation should be borne by the executing agency alone. 13 The HDD pits of size 1.20 m x 1,0 m should be opened on Footpath.
