Animal Protection Voters-Political Action Committee Issues 2016 Primary and Early General Election Endorsements for New Mexico Legislature Voters are urged to support the candidates who will do the best job of standing up for the protection of animals in their districts. Santa Fe, N.M. – Animal Protection Voters (APV), the leading political and legislative advocacy organization for animal protection in New Mexico, works via APV-PAC, its political action committee, to support humane candidates for elected office. APV-PAC announced today its endorsement of 19 candidates facing contested races in the primary election on June 7, and early endorsement of 56 candidates seeking election or re-election in the general election on November 8. Incumbents won endorsements for consistently showing animal advocacy and leadership through votes and other actions in the state legislature. New challengers and candidates received endorsements based on their past activity involving animal issues, as well as their responses to a questionnaire on topics including wildlife protection, anti-whistleblower legislation, horse slaughter and funding for animal-related programs. APV-PAC endorsement decisions emphasized two APV priority bills expected to be reintroduced in the 2017 legislative session: a ban on coyote killing contests, and a ban on traps and poisons on public lands. A growing majority of New Mexicans oppose traps and killing contests as unethical and ineffective wildlife management and a danger to public safety. “Most New Mexicans support stronger animal protection laws, and we are delighted to endorse a diverse, bipartisan slate of candidates who will represent the humane vision and values of their constituents,” said Jessica Johnson, Chief Legislative Officer for APV. -

In 2016, meetings were scheduled to be held in Santa Fe at the State Capitol on June 10, July 22, September 19, October 4 and November 14, with Senator John M. Sapien as chair and Representative Dennis J. Roch as vice chair. During the June 10 organizational meeting, members approved a work plan for the 2016 interim for approval by the New Mexico Legislative Council. In addition to the task force's statutory duties, members agreed to include the following issues: • the continuing Zuni lawsuit, including information about the upcoming district court hearing; • an examination of the cost of ownership and operation of school facilities; • charter school facilities; • progress on implementation of the Broadband Deficiencies Correction Program; • an assessment of the efficacy of the public school capital outlay funding formula; and • cost-effective disposal of unused or under-used public school facilities. The task force also heard testimony during the June meeting from economists from the University of New Mexico's Bureau of Business and Economic Research regarding their assessment of the efficacy of the public school capital outlay funding formula, which was conducted in late 2015 and early 2016. -

Rio Grande Foundation Liberty, Opportunity, Prosperity New Mexico Albuquerque New Mexico 2013 HOUSE OF REPRESENTATIVES The Rio Grande Foundation Freedom Index examines legislation based on its impact on economic freedom and government growth. Numerical values are placed on each bill according to free market principles, regulations, taxation, government transparency, and other metrics. Legislators that vote against a bill that has a negative value gains the positive equivalent of that bill. Likewise, legislators who vote against a bill that has a positive value loses the value associated with that bill. Each legislator’s House or Senate floor votes is tallied from each relevant bill’s numerical value and determines the legislator’s overall index score. The results allow us to see whether a certain legislator, in total, supported or opposed economic freedom and to what degree. How do the Albuquerque legislators compare with the rest of the state? Status Report of LFC Review of Criminal Justice in Bernalillo County. Presenting LFC staff’s new monthly report on serious crime in the Albuquerque area, Jon Courtney, Ph.D., program evaluation manager for LFC, said the crime rate has decreased 12 percent in the last five months, and the number of arrests have increased 11 percent for the same period. Mr. Courtney said staff’s review of the criminal justice system in Bernalillo County will be completed in July. Giving a preliminary report of the review, Program Evaluator Travis McIntyre, Ph.D., said Albuquerque’s total crime rate spiked in 2015, 2016, and early 2017. By crime type, Albuquerque’s robbery, aggravated assault, auto theft, burglary, and larceny rates are currently much higher than those for similar-sized cities in the United States. The number of homicides in Albuquerque has also spiked; however, Albuquerque’s homicide rate is still below average for similar-sized cities. -

2021 Municipal Day Legislation HOUSE BILLS HB 4 NM CIVIL RIGHTS ACT (Georgene Louis, Brian Egolf, Joseph Cervantes & Patricia Roybal Caballero) The House passed the House Judiciary Committee Substitute as amended on the House Floor this week, yet it still remains a chiefly-punitive measure without effect as to the behavior giving rise to risk, and as a result leaves significant gaps in our state for law enforcement training. The language in the substitute introduces a $2M cap, but limits the cap to each claim, allowing for multiple plaintiffs to leverage a shared event to stack the caps, or a singular plaintiff to use an individual occurrence to accomplish the same result via alleging multiple claims therein. [1] HSEIC/HJC-HSEIC [2] DP-HJC- DNP-CS/DP [4] fl/a- PASSED/H (39-29) [6] SHPAC/SJC-SHPAC HB 11 GRT & PERMANENT FUND FOR LEDA PROJECTS (Christine Chandler & Brian Egolf) The House Taxation and Revenue Committee substitute for House Bill 11 expands the Local Economic Development Act (LEDA) in two ways and makes a $200 million one- time appropriation from the general fund to the renamed “local economic development recovery act fund” (the “LEDA fund,” previously the “local and regional economic development support fund”) for grants to certain businesses, to be administered by the Economic Development Department (EDD) and the New Mexico Finance Authority (NMFA). The Senate Finance Committee amendment to the House Taxation and Revenue Committee substitute for House Bill 11 makes significant changes to the bill. These changes include: • Removes the bill’s permanent changes to the Local Economic Development Act (LEDA) that would have allowed for state and gross receipts tax sharing for certain projects with construction costs greater than $350 million. -

Laws 2020 (2nd S.S.) 2nd Special Session, Fifty-Fourth Legislature Certificate of Authentication Laws of 2020 (2nd S.S.), Chapter 1 House Bill 1, aa Approved November 25, 2020 AN ACT RELATING TO GENERAL APPROPRIATIONS; MAKING APPROPRIATIONS FOR EXPENSES FOR THE SECOND SPECIAL SESSION OF THE FIFTY-FOURTH LEGISLATURE; MAKING APPROPRIATIONS FROM A FEDERAL CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY ACT RELIEF FUND ALLOCATION TO PROVIDE ADDITIONAL UNEMPLOYMENT COMPENSATION BENEFITS, GRANTS TO CERTAIN NEW MEXICO BUSINESSES, ASSISTANCE TO LOW-INCOME STATE RESIDENTS, EMERGENCY HOUSING ASSISTANCE, ASSISTANCE FOR THE HOMELESS AND EMERGENCY FOOD BANK SERVICES AND PROVIDING THAT ANY UNEXPENDED BALANCE REMAINING ON DECEMBER 28, 2020 SHALL BE DEPOSITED IN THE UNEMPLOYMENT COMPENSATION FUND; MAKING APPROPRIATIONS FROM THE GENERAL FUND TO THE DEPARTMENT OF HEALTH AND THE ADMINISTRATIVE OFFICE OF THE COURTS. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: Chapter 1 Section 1 Laws 2020 (2nd S.S.) SECTION 1. SPECIAL SESSION APPROPRIATION.-- A. The following amounts are appropriated from the legislative cash balances for expenditure in fiscal year 2021 for the following expenses of the second special session of the fifty-fourth legislature: (1) for the expense of the house of representatives, forty-three thousand dollars ($43,000) to be disbursed on vouchers signed by the speaker and the chief clerk of the house of representatives or the chief clerk's designee; (2) for the expense of the senate, twenty-three thousand dollars ($23,000) to be disbursed on vouchers signed by the chair of the committees' committee and the chief clerk of the senate or the chief clerk's designee; and (3) for the expense of the legislative council service, twenty thousand dollars ($20,000) to be disbursed on vouchers signed by the director of the legislative council service or the director's designee to reimburse the department of public safety for providing security and protection for the legislature pursuant to Section 29-2-27 NMSA 1978.
