2018 FPA Contribution Strategy RECOMMENDATIONS

HOUSE OF REPRESENTATIVES

Rep. (REP) District 11

Rep. Byrd sponsored our collaborative practice bill this year and worked very closely with the FPA to try and push the bill to the finish line. He would be an excellent choice to carry the bill again next year. Rep. Byrd was on Health Quality Committee and voted for our Test and Treat bill.

Rep. (REP) District 18

Rep. Cummings was Chair of the Health and Human Services committee and very helpful in pushing our PBM bill through. He is supportive of collaborative practice as well.

Rep. (REP) District 24

Rep. Renner has been concerned with PBM maleficence since we ran our closed networks bill in 2016. He was written a letter to AHCA to look into PBM behavior and has been supportive of our issues since being elected in a special election in 2015. He was elected Speaker-Designate by his class so will prove to be a powerful ally.

Rep. David Santiago (REP) District 27

Rep. Santiago sponsored our PBM bill this year and has made it his mission to tackle the PBM problem head on next year as well. He proved to be an excellent and effective bill sponsor and he will continue to be a great sponsor for PBM legislation.

Rep. Amy Mercado (DEM) District 48

Rep. Mercado was on Health Quality and Health Care Appropriations Committees. She voted in favor of our Collaborative Practice and Test and Treat bills in their first committee stop. She was also supportive of our PBM legislation though she was not on the relevant committees, she did talk to her collogues in support.

Rep. (REP) District 50

Rep. Plasencia sponsored the Test and Treat bill this session. He was an excellent sponsor and was great relationships with leadership, including Speaker-Designate Olivia and Chair Cummings.

Rep. (REP) District 54

Rep. Grall was on Health Care Appropriations this year. She was skeptical about Collaborative Practice but is open to hearing all sides. This is a relationship we think will be important moving forward as she is on a leadership track because of her loyalty to leadership and her ability as a legislator.

Rep. Cary Pigman (REP) District 55

Rep. Pigman is an ER doctor and our greatest ally for Collaborative Practice and Test and Treat bills. His testimony can often sway votes in our favor and he has spoken in our favor at every relevant committee.

Rep. Byron Donalds (REP) District 80

Rep. Donalds was a Prime Co-Sponsor of Test and Treat alongside Rep. Plasencia. He is very supportive of collaborative practice issues and our PBM issue. He voted in favor of the Test and Treat and Collaborative Practice bills.

Rep. (DEM) District 87

Rep. Silvers voted in favor of both the Test and Treat and Collaborative Practice bills in Health Quality last Session.

Rep. Nick Duran (DEM) District 112

Rep. Duran wanted to sponsor a bill for us this year that would have prevented PBMs from including gag clauses in their contracts. He ended up working with Rep. Santiago to include this piece in the PBM bill.

Rep. Perez (REP) District 116

Rep. Perez is a newer member who was elected in a special election last year. He was supportive of our pharmacy issues because his wife is a pharmacist. He voted in favor of our Test and Treat and Collaborative Practice bills last year.

Rep. Raschein (REP) District 120

Rep. Raschein voted in favor of our PBM bill and helped us educate fellow members of the Appropriations Committee on the importance of PBM oversight. She has been a long-standing supporter of pharmacy issues since she was elected in 2012.

SENATE

Amanda Murphy (DEM) District 16

The race for SD 16 is an open seat, meaning it has no incumbent. We recommend waiting until after the August Primary, so we can have a better idea of who will win. The front-runners are Amanda Murphy on the Democratic side, a former House member who was supportive of pharmacy issues while she was a Representative in the House and Ed Hooper on the Republican side, who is also a former House Member.

Sen. Aaron Bean District 4

Sen. Bean has been a supporter of pharmacy issues for many years. He ran the Closed Networks bill two years ago which, while it did not pass, forced AHCA to open their pharmacy networks for Medicaid patients. He is a likely candidate to replace Sen. Young as Chair of the Health Policy Committee.

Senate President Designate Bill Galvano (REP) District 21

Bill Galvano will serve as Senate President for the next two years. He is supportive of our Test and Treat issue and open to expansion of scope issues.

Sen. Kathleen Passidomo (REP) District 28

Sen. Passidomo was supportive of our Test and Treat bilol last year and went out of her way to educate her colleuges on the Health Policy Committee of the importance of this legislations. She is in the running for Senate President and is a strong ally to have.

Sen. Jeff Brandes (REP) District 24

Sen. Brandes sponsored the Test and Treat bill last year on the Senate side. He is very much a proponent of expanding scope of practice for pharmacists.
