Fisheries Management (Authority to Fish Silver Perch) Order 2007 As at 18 January 2008 I, the Minister for Primary Industries, make the following Order under section 221IA of the Fisheries Management Act 1994. Dated, this 17th day of December 2007. Minister for Primary Industries Explanatory note The silver perch is listed as a vulnerable species (which is a category of threatened species) under the Fisheries Management Act 1994. The Act enables the Minister for Primary Industries to make an order authorising a class of persons to carry out an activity that may result in harm to a threatened species, population or ecological community or damage to its habitat, subject to the Minister's compliance with the requirements of Subdivision 1A of Division 6 of Part 7A of the Act. The object of this Order is to authorise recreational fishers to fish for silver perch in specified waters, subject to compliance with any applicable fishing regulatory controls. A Case Study of the Murray-Darling Basin. Final
EXECUTIVE SUMMARY This case study was commissioned by the International Water Management Institute as part of an Asian Development Bank supported regional study on water management institutions. This case study is one of three case studies of advanced river basins (Murray-Darling Basin in Australia, Omonogawa in Japan and Brantas in Indonesia), and five other river basin studies in North China, West Sumatra of Indonesia, Philippines, Nepal and Sri Lanka. The Murray-Darling River Basin in Australia provides some interesting lessons on how a resource that crosses many jurisdictional lines can be managed by balancing economic principles and ecological sustainability in a political context. Given the complexity of the situation that involves four States, a territory government, a federal government, many catchment boards and hundreds of local governments, it is amazing that the system functions and has evolved as well as it has. The system grew out of a desire to develop an irrigation industry after World War II. This development era has past and the focus has shifted to the management of a scarce resource and the need to bring a set of environmental policies under control. There are elements in the present political arrangements that have encouraged the various jurisdictions to work towards management solutions. Jurisdictions must work in a context which is characterised by “over commitment” or, at least, “full commitment” of the Basins’ resources and serious water quality problems. An important element in the present political arrangements is the National Competition Policy which is designed to encourage the States and Territories to participate in a process of reform. -
Transnational History: a Review of Past and Present Scholarship
Transnational history: a review of past and present scholarship Simon Macdonald This essay reviews the development of transnational approaches within recent historical scholarship. It is intended principally as a historiographical introduction, offering an overview of relevant scholarly debates and varieties of practice. Insofar as it is a programmatic intervention, it grows out of discussions about the work the UCL Centre for Transnational History is engaged upon, and reflects the Centre’s priority that transnational history should be an open field for discussion, capable of interesting historians working across a range of different perspectives, rather than a dogmatic exercise. As will be seen, this openness emerges prominently in a number of the recent accounts aimed at setting out the case for transnational history, and has been characterized as its most pronounced heuristic strength. This essay is divided into three parts. The first and largest section examines discursive or schematic accounts of transnational history, outlines the development of transnational approaches, and sketches how these have been situated in relation to a series of related approaches, such as comparative history, ‘connected histories’, and world and global history. The second section discusses the variety of areas of enquiry where transnational perspectives have been taken up in practice, surveying a range of recent historical writing. The final section considers some of the ongoing debates about the future of transnational history approaches. As a relatively recent and still developing field of study, transnational history has been noted for the diversity of approaches it encompasses, and this essay highlights some of the ways in which this looks set to continue. -
