HIGHLIGHTS OF IMPORTANT STATISTICS 1. Population density in the district is 604 persons per sq. km, which is higher than the population density of 555 in the state. 2. Sex ratio in the district is 1013 female persons for 1000 male persons, which is higher than the Sex ratio of 993 in the state. 3. Decadal population growth during 2001-2011 in the district is 12.6%, which is lower than the decadal population growth of 15.6% in the state. 4. Population growth in urban areas in the district is 17.45%, which is more than double the population growth in rural areas of 8.2% in the district, which indicates migration from rural areas to urban areas in the district. 5. Schedule caste population in the district is 17.1%, which is lower than the Schedule caste population of 20% in the state. 6. Schedule tribe population in the district is 0.67%, which is lower than the Schedule tribe population of 1.1% in the state. 7. Agricultural labourers and cultivators constitute 45% of the total workers in the district as given in Table 1.1 and Figure 1.1. 8. Total workers in the district constitute 45% of the total population. Total workers comprise of 40% main workers and 5% marginal workers to the total population.

CHAPTER 2

SALIENT FEATURES OF THE DISTRICT

The salient features of Tiruchirappalli city and the district are given in the following sections. More information on these topics are given in the subsequent chapters under various titles.

2.1. Geographical Location Tiruchirappalli district is centrally located in Tamil Nadu state. Tiruchirappalli is the district headquarters of the district. The district is completely an inland district without any coastal line. Its boundaries all around are shared by 10 districts of the state. These neighbouring districts are , Pudukottai, , , , , Namkkal, Salem, and . Tiruchirappalli in common parlance is called Trichy or Tiruchi. In government records it is called Tiruchirappalli, the name natives seldom use.

2.2. Geographical Area The district has a geographical area of 4403.84 sq. km or 440384 hectares. 27% of the area is utilised for agriculture, 19% for non agricultural use, 39% constitute current and other fallow lands, 8% forest and hill areas. The land classification and utilisation is given in Table 3.1.

2.3. Administrative Setup Administrative setup of the district comprises 4 revenue divisions, 11 taluks, 14 panchayat unions or development blocks, 3 municipalities, 16 town panchayats, 1 municipal corporation, 9 assembly constituencies and 1 lok sabha constituency. The administrative set up of the district is given in Table 1.4.

2.4. Population Population in Tiruchirappalli city is cosmopolitan and unique with metro comforts and a rural base in the neighbourhood areas. Hindu is a major religion followed by Christian and Muslim. Tamil is the spoken language. Population statistics of the district are given in Table 1.1.

2.5. History Tiruchirappalli is a place of historic, cultural and economic importance. It has more than a 1000 years of history, cultural heritage, ancient pilgrim centers, monuments and has links with mythology too. It was under the rule of Cholas right from the Sangam age. Pandyas, Pallavas, Nayaks, and Vijayanagar empire had all ruled Tiruchirappalli prior to the .

2.6. Rivers The Cauvery river and its branch Coleroon (Kollidam) are the two major rivers and there are other small rivers which are all contributing to the irrigation potential and drinking water

needs of the district. The Cauvery river passes through the central portion of the district providing greenery to the district. Tiruchirappalli city is on the southern bank of the river and Srirangam on the northern bank of the river. Srirangam town is sort of an island formed by the Cauvery river and its branch Coleroon.

2.7. Climate and Rainfall The topology of Tiruchirappalli is almost flat, with an average altitude of 88 meters above sea level. The climate is tropical. The normal rainfall is 818 mm in the district. The actual rainfall in the district for the last five years from 2014 to 2018 are 828, 864, 475, 690 and 507 mm respectively. The details of normal and actual rainfall in the district from 2014 to 2018 are given in Table 1.3 and Figure 1.2.

2.8. Soil and Agriculture The red loamy soil is predominantly found in the district. Parts of Manapparai and parts of Thuraiyur have red loamy soil. The sandy alluvial soil is also found in other parts of the district. Musiri, Thottiyam, Lalgudi and Mannachanallur taluks have sandy alluvial soil. Paddy, banana, sugar cane, cotton, millets and pulses are the major crops cultivated in the district. The details of major crops, cultivation area and production of crops are given in Table 3.2

2.9. Forests and Hills Forests and hill areas in the district constitute 8% of the geographical area in the district. Pachamalai near Thuraiyur town is major hill area in the district.

2.10. Transportation Network Tiruchirappalli has a very good transportation network. Being at the geographical centre of the state, Tiruchirappalli is well connected by Road from all districts in the state. Tiruchirappalli is a busy and a maximum revenue earning division in after Chennai. Tiruchirappalli International airport is one of the busy and growing airports in the Tier II cities. The details of five national highways that pass through Tiruchirappalli city are given in Table 4.1. The passenger and cargo details from Tiruchirappalli International Airport are given in Table 4.2.

2.11. Education Tiruchirapalli district has very good infrastructure in terms of a number of famous educational schools, arts and science colleges, engineering colleges and management institutions. Human development through education is reflected in favourable statistics of the district in terms of literacy rates and sex ratio, which are way above the state and national average. National Institute of Technology (NIT), Indian Institute of Management (IIM) and Indian Institute of InformationTechnology (IIIT) and St. Joseph’s College are some of the premier educational institutions in the district.

2.12. Industrial Economy Tiruchirappalli is a major energy engineering manufacturing hub in the state. Industrialisation in the district received a boost with the establishment of a manufacturing unit in Tiruchirappalli in 1964 by Bharat Heavy Electricals Limited (BHEL), the largest engineering manufacturing company in the country and a maharatna central public sector enterprise (CPSE). A large number of manufacturing enterprises including MSMEs in the private sector had been established in the vicinity of BHEL as vendor units. Golden Rock Railway Workshop, Ordnance Factory Tiruchirappalli (OFT) and Heavy Alloy Penetrator Project (HAPP) are other major public sector enterprises established in Tiruchirapalli.

2.13. Exports Tiruchirappalli was a popular export hub throughout the British empire for its unique variety of cheroot known as the Trichinopoly Cigar. It was manufactured from tobacco grown near the present day Woraiyur in Tiruchirappalli. At its peak, over 12 million cigars were manufactured and exported annually during the Victorian era. Tanned hides and skins were also exported from Tiruchirappalli to the UK. The details of exports from Tiruchirappalli Air Cargo are given in Table 5.20, Table 5.21, Figure 5.11 and Figure 5.12.

2.14. Tourism Tiruchirappalli is known as the Rock City due to the presence of a landmark monument in the form of Rock Fort on the southern bank of Cauvery river in Tiruchirappalli. Rock Fort houses the Pallava sculpture in the Centre Temple. Vinayaka temple was built on top of the Rock Fort. A beautiful view of Srirangam town and temple along the Cauvery river can be seen from the top of the Rock Fort. The details of monuments and places of interest for tourism are given in Section 3.7

2.15 Government Institutions and Industry Associations A number of government institutions and promotional bodies are providing an enabling and participative environment for all round development of the economy in the district. These include Commercial Banks, District Industries Centre (DIC), Small Industries Development Corporation of Tamil Nadu (SIDCO), Tamil Nadu Industrial Investment Corporation (TIIC), Small Industries Development Bank of India (SIDBI), Micro Small Medium Enterprises Development Institute (MSME-DI), National Small Industries Corporation (NSIC), Khadi and Village Industries Commission (KVIC), National Bank for Agriculture and Rural Development (NABARD), Tamil Nadu Adi Dravidar Housing and Development Corporation Limited (TAHDCO), Tiruchirappalli District Tiny and Small Scale Industries Association (TIDITSSIA), BHEL Small Industries Association (BHELSIA), Confederation of Indian Industry (CII), Dalit Indian Chamber of Commerce & Industry (DICCI), etc.

Resources such as land, water, minerals, forests and tourism are the resources bestowed by nature. These resources along with human resources enabled by a good infrastructure are efficiently utilised for economic development. Availability of resources in Tiruchirappalli are given in the following sections.

3.1 Land Resources and Utilisation Tiruchirappalli district consists of a total geographical area of 4403.83 sq. km or 440383 hectares. Classification and utilisation of land resources are given in table 3.1 below:

Note: # According to the District Statistical Handbook 2016-17, the total geographical area of the district is 4403.83 sq. km, whereas as per District Census 2011 it is 4509 sq. km. 3.2 Agriculture and Horticulture Tiruchirappalli district is essentially an agrarian economy although industrial economy is also significant. The major crops, cultivated area and production details are given table 3.2 below:

3.3 Water Resources The Cauvery River is the principal river in the district. Tiruchirappalli city is on the southern banks of the river and Srirangam town on the northern banks. Cauvery river and its branch Coleroon (Kollidam) pass through the central portion of the district. Apart from these two major rivers, there are other small rivers viz. Uyyakondan river, Upparu river, Ponnaniyaru river, Kudamurutti river, which are contributing to the irrigation potential of the district.

3.4 Forest Resources In Tiruchirappalli district, 8.4% of the geographical area comprises revenue forests and unclassified forests. The district has revenue forests area of 171678 hectares (3.9%) and 19606 hectares of (4.5%) of unclassified forests area. Pachamalai near Thuraiyur town is an important hill area in the district.

3.5 Mineral Resources The important major mineral available in Tiruchirappalli district are limestone, feldspar, garnet sand and quartz. The minor minerals include rough stone and gravel. There are 36 quarries for major minerals and 46 quarries for minerals in the district. Tamil Nadu state government had earned a revenue of Rs 20 Crore through Royalty amount, Seigniorage fee and Lease amounts during the year 2016-17 (Source: Department of Geology and Mining).

3.6 Marine Resources TIruchirappalli is completely an inland district surrounded by 10 districts of Tamil Nadu state. There is no coast line in the district.

3.7 Tourism Tiruchirappalli is an important tourist destination in Tamil Nadu. Domestic and international tourists visit Tiruchirappalli to visit many places of interest in the district and neighbouring districts viz. Thanjavur, Pudukottai, Madurai. TIruchirappalli district is home to several ancient temples.

3.7.1 Rock Fort Tiruchirappalli is known as the Rock City. Rock Fort is a famous landmark which is 1300 years old. It is located on the southern banks of Cauvery River in the city. A temple with Pallava sculpture is housed in the centre of the Rock Fort. The top of Rock Fort is reached by climbing above 437 steps cut from rock into caves, tunnel and open sloppy rocky hills. Vinayaka temple is on top of the Rock Fort providing a spectacular view along the Cauvery river of Srirangam temple and town on the northern banks of the river.

3.7.2 Srirangam Temple Sri Ranganatha temple in Srirangam town is a huge 13th century temple with several and prakaras. The temple complex is well preserved and has beautiful stone carvings.

3.7.3 Thiruvellarai Temple Sri Pundarikaksha temple at Thiruvellarai near Thuraiyur is very ancient and foremost among the 108 Divya Deshams sanctified by the sons rendered by Azhwars.

3.7.4 Uttamarkoil Uttamarkoil is one of the famous temples of Tamil Nadu at Pitchandarkoil near Srirangam town dedicated to Mummoorthigal (, and ). This temple is only one for Mummoorthigal in the same place in the world. The temple is also called Thirumurthy Kshethram.

3.7.5 Mukkombu Dam Mukkombu Dam (Upper Anaicut) is a regular dam on Cauvery river. It was built in 1838 by Sir . Mukkombu means three branches, as Cauvery river splits into three namely Cauvery, Coleroon (Kollidam) river and Melanai Canal. It is a good picnic spot with lush green. Srirangam town is enclosed between Cauvery and Coleroon rivers. Cauvery delta in the district begins at Mukkombu and passes through the length of the district from west to east before entering .

3.7.6 Kallanai Dam Kallanai Dam (Grand Anaicut) is an architectural engineering beauty built by Raja Chola in the 2nd Century AD. It is very near to Tiruchirappalli although it is within the boundary of Thanjavur district. It is another good picnic spot with lush greenery.

3.7.7 Other Tourist Attractions Murugan temple at Vayalur, Mariamman temple at Samayapuram, St. Lourd’s Church, St. Joseph’s College Church, Hazrath Nathar Shah Dharga, all in and around Tiruchirappalli city are some more important places of worship and interest to tourists.

CHAPTER 4

INFRASTRUCTURE FACILITIES IN THE DISTRICT

Government plays a major role in creation of infrastructure, which is a prerequisite for economic development. Infrastructure facilities available in Tiruchirappalli district for industrial development are given in the following sections. Tiruchirappalli has a well developed transport infrastructure including road, rail and air.

4.1 Roads Tiruchirappalli, being located almost at the geographical centre of Tamil Nadu, has a very good road network to reach all districts in the state. Five National Highways (NH45, NH45B, NH67, NH210 and NH227) pass through Tiruchirappalli city.

Government bus network in Tiruchirappalli forms part of Division. There are regular buses operated by the government and private for all places in the state as well as to Puducherry, and . There are two major bus terminuses in Tiruchirappalli city: The Central Bus Stand and the Chatram Bus Stand. The city has an efficient local bus transportation system operated by government and private.

4.2 Railways Railway infrastructure in Tiruchirappalli dates back to 1874. Tiruchirappalli was the first headquarters for the then newly formed South Indian Indian Railway Company in 1874 by the British until its relocation to Madras in the early 20th century.

Tiruchirappalli is headquarters for the of the Southern Railway Zone. Tiruchirappalli division is a very busy and revenue earning division for the Southern Railway. Tiruchirappalli Junction is the principal railway station in the city. Tiruchirappalli Junction has five branches connecting to , , Rameshwaram, Karaikal and Chennai.

There are frequent trains to many places in the state as well as to Bangalore, Mysore and .

4.3 Airport Airport facility is in existence since 1938. It was first used to handle air traffic in 1938 when Tata Airlines commenced flights stopped at Tiruchirappalli on the Karachi - route. In 1948 commenced daily passenger flights between Tiruchirappalli and Colombo via Jaffna in .

Airport in Tiruchirappalli was declared and International Airport on 4-10-2012. Tiruchirappalli International Airport is the third largest in the state in terms of total passenger traffic after Chennai and Coimbatore. It caters to the needs of 12 districts in the state. It provides connectivity to three domestic destinations and five international destinations (Malaysia, , Sri Lanka, and Sharjah).

The international airport opened up International Cargo flights to the Middleeast and . Air India Express has an Engineering Stores Complex at the airport for aircraft repair and service. The international airport is now undergoing expansion work with an estimated cost of Rs 991 Crore with a two-level integrated passenger terminal. The passenger and cargo traffic details are given in Table 4.2 below:

4.4 Seaport Tiruchirappalli district has no coastline as it is an inland district all around its boundaries. The nearby seaports are at Karaikal, Tuticorin and Chennai.

4.5 Power There is no electrical power generation plant in Tiruchirappalli district, although the district is home to BHEL, the largest manufacturer of power plant equipment in the country. The distribution network of Tamil Nadu Generation and Distribution Corporation Limited (TANGEDCO) consists of 9 regions and 41 circles in the state. Tiruchirappalli region, which has 7 circles, is the largest power consumer among all the regions. The 7 circles in Tiruchirappalli region are Tiruchirappalli Metro, Karur, Pudukottai, Thanjavur, , , and Perambalur.

Industrial sector consumed 363 million units which is 16.2% of the total consumption in Tiruchirappalli Metro circle during 2016-17. During the same period, the instantaneous peak

demand and sustained peak demand of the circle are 355 MVA and 285 MVA respectively. The sector wise power consumption during 2016-17 in Tiruchirappalli Metro circle is given in Table 4.3 and Figure 4.1 below.

4.6 Communication Network There are 487 post offices and 97 BSNL telephone exchanges in Tiruchirappalli district for communication requirements. BSNL, Airtel and other networks provide broadband and internet facilities.

4.6.1 STPI-Tiruchirappalli STPI had established a sub centre of STPI-Chennai in Tiruchirappalli in September 2001 and is located in NIT. STPI-Tiruchirappalli provides High Speed Data Connectivity (HSDC) to software exporters through International Satellite Gateway under the cap of SoftNET. Last mile connectivity is achieved through optical fibre and microwave communications. The following member companies of STPI-Tiruchirappalli are availing SoftNET services: Ambigai Systems, DSM Soft, eQuadriga Software, Omega Healthcare and Management Services and Varnik Systems Services.

4.7 Financial Institutions Tamil Nadu Industrial Investment Corporation (TIIC) and Small Industries Development Bank of India (SIDBI) are the two principal financial institutions having their branches in Tiruchirappalli for financial assistance to MSMEs.

4.7.1 TIIC TIIC is a premier State Financial Corporation (SFC) established in 1949. It provides financial assistance through term loans, bills financing, working capital term loans and insurance requirements. It fosters industrial development by providing financial assistance for the purchase of land and machinery and construction of buildings. It also offers loans for service projects such as hotels, hospitals and tourism related projects. 90% of its financing goes to MSMEs out of which 40% for first generation entrepreneurs.

4.7.2 SIDBI SIDBI is a principal financial institution for developing and financing MSME sector. It was established on 2-4-1990. It provides both direct and indirect finance to MSMEs. Indirect financing is institutional finance to eligible Prime Lending Institutions (PLIs), Banks, Non Banking Finance Companies (NBFCs), Small Finance Banks (SFBs) and Micro Finance Institutions (MFIs) which in turn lend to MSMEs.

4.8 Commercial Banks There are 429 Bank branches in Tiruchirappalli district as on 31-03-2019. The commercial banking sector has disbursed Rs 1703 Crore to the MSME sector in Tiruchirappalli district in 2018-19. The performance of banking system in terms of targets and achievement in the disbursements of financial assistance to various sectors in the district in 2018-19 are given in Table 4.4 and Figure 4.2. Category wise number of branches are given in Table 4.5.

4.9 SIDCO Industrial Estates One of the key areas of activities of Small Industries Development Corporation of Tamil Nadu (SIDCO) is the development of industrial estates with infrastructural facilities and provision of work sheds and developed plots. Six industrial estates had been developed and managed by SIDCO in TIruchirappalli district. There is a Women Industrial Park (WIP) in Valavanthankottai. The details of industrial estates in the district are given in Table 4.6.

4.10 Educational Institutions There are 200 higher secondary schools, 45 Arts and Science Colleges, 40 Polytechnic Colleges, 35 Engineering Colleges and 13 Management Educational Institutions, apart from National Institute of Technology (NIT), Indian Institute of Management (IIM), Indian Institute of Information Technology (IIIT), Institute of Management (BIM) and National Law University in Tiruchirappalli district serving as a knowledge base for human resource development. is headquartered in Tiruchirappalli. St. Joseph’s College, National College, , Jamaal Mohamad College are some of the popular colleges to name. Notable people who were either born or educated in Tiruchirappalli include nobel laureate Sir C.V. Raman, missile man Dr. APJ Abdul Kalam and former president of India R. Venkatraman.

4.11 Research Institutes

4.11.1 Welding Research Institute (WRI) Welding Research Institute (WRI) was established in Tiruchirappalli on 1 November 1975 by with UNIDO and UNDP assistance under the management of BHEL, Tiruchirappalli. The WRI is well equipped with state of the art facilities to serve the

requirements of industries in the field of welding and allied areas. The major activities include research and development, training, testing, calibration, inspection, consultancy services and technology transfer. It is authorised by Indian Boiler Board (IBR) for training and certification of welders. It is approved for doctoral research by Bharathidasan University, Tiruchirappalli.

4.11.2 National Research Centre for Banana (NRCB) The National Research Centre for Banana (NRCB) was established on 23-08-1993 by Indian Council for Agricultural Research (ICAR). The institute is located on Thogamalai Road at Thayanur in Tiruchirappalli district. Its main aim is to increase the production and productivity of banana and plantains through research. It has well equipped facilities for tissue culture, biotechnology, soil science, nutrient management and post harvest technology research.

4.11.3 TREC-STEP Tiruchirappalli Regional Engineering College-Science and Technology Entrepreneurs Park (TREC-STEP) was promoted in 1986 by Government of India, and Financial Institutions. It was established to promote knowledge based technology and innovative ventures by nurturing the spirit of enterprise among the aspiring youth. It provides incubation services through its facilities and venture capital sourcing. It is recognised as a Scientific and Industrial Research Organisation by the department of science and technology (DST), Government of India.

4.12 ELCOT - IT Park (SEZ) As part of promoting Information Technology Parks (IT Park) and Special Economic Zones (SEZ) in Tier II cities, Electronics Corporation of Tamil Nadu (ELCOT) had established in December 2000 an IT Park and SEZ at near the airport in Tiruchirappalli with an outlay of Rs 60 crore. It constitutes an SEZ. The IT Park consists of 147.61 acres out of which 123.23 acres of SEZ and 24.28 acres of Non SEZ. In the first phase, IT Park constructed an office space of 60000 sq. ft. 800 employees are working in the IT Park. HCL Info, Take Solutions, Zylog Systems, Assyst International, iWave Systems, etc had begun their operations. The entire office space is now occupied.

As there was an increased demand for expanding the existing IT Park, ELCOT has conducted a Detailed Project Report (DPR) study for Phase II expansion with an outlay of Rs 40 Crore for constructing an office space of 100000 sq. ft. giving an employment of 2000 people in it. Apart from this readymade office space, 60 acres of land is still available with the SEZ for companies to build office space at a subsidised price on lease. Several Information Technology Enabled Services (ITeS) companies based in Bangalore were said to have shown interest in launching their operations in Tiruchirappalli.

4.13 Tamil Nadu Defence Industrial Corridor Tamil Nadu Defence Industrial Corridor was announced in January 2019 with an investment of Rs 3038 Crore. The defence corridor is based on existing defence production facilities and will set up new industry clusters to create a supply chain of MSMEs, manufacturers with testing facilities and and export facilitation centre. Tamil Nadu is a major defence manufacturing state.

Tiruchirappalli is one of the five nodal centres of the corridor. Other four nodal centres are Chennai, , Salem and Coimbatore. Tiruchirappalli already has two defence production units in the government sector viz. OFT and HAPP having a supply chain of vendors with defence manufacturing capabilities.

4.14 Government Institutions & Industry Associations Government Departments and Institutions at the State and Central level and Industry Associations have played a role in providing an enabling environment for the development of industries including MSME sector. These include DIC, SIDCO, TIIC, TAHDCO, MSME-DI, KVIC, NSIC, TIDITSSIA, BHELSIA, CII, BIDASS, etc.

CHAPTER 5

INDUSTRIAL SCENARIO IN THE DISTRICT

Tiruchirappalli is a major engineering manufacturing hub in Tamil Nadu. The district is home to four large enterprises in the government sector. Golden Rock Railway Workshop in 1928, Bharat Heavy Electricals Limited (BHEL) in 1964, Ordnance Factory Tiruchirappalli (OFT) in 1964 and Heavy Alloy Penetrator Project (HAPP) in 1980s had established their manufacturing units in the district. BHEL is a Maharatna Central Public Sector Unit (CPSU). Establishment of BHEL had provided a base to the development of private sector enterprises including micro, small and medium enterprises (MSMEs) in the district.

Except 3 blocks in Tiruchirappalli district, 11 out of 14 blocks are industrially backward. Thus most of industrial development happened in 3 blocks viz. Andhanallur, Manikandam and Thiruverambur, which are suburbs of Tiruchirappalli city and nearer to the BHEL.

5.1 Micro, Small and Medium Enterprises (MSMEs)

5.1.1 Definition of MSMEs In accordance with the provision of Micro, Small and Medium Enterprises Development (MSMED) Act, 2006 , the MSMEs are classified into two classes: manufacturing enterprises and service enterprises. The definitions of enterprises as micro, small and medium in manufacturing and service classes of enterprises are given in the following sections and in table 5.1.

5.1.1.1 Manufacturing Enterprises The enterprises engaged in the manufacture or production of goods pertaining to any industry specified in the first schedule to the Industries (Development and Regulation) Act, 1951 or employing plant machinery in the process of value addition to the final product having a distinct name or character or use. The manufacturing enterprises defined in terms of investment in plant and machinery.

5.1.1.2 Service Enterprises The enterprises engaged in providing or rendering of services and are defined in terms of investment in plant and equipment.

5.1.2 Udyog Aadhaar Memorandum (UAM) Government of India, Ministry of MSME has notified the Udyog Aadhaar Memorandum (UAM) under the MSMED Act 2006 vide gazette notification SO No.2576 (E) dated 18-09- 2015 in order to promote ease of doing business for MSMEs. The UAM registration replaces the filing of Entrepreneur Memorandum (EM) Part I and II. A one page simple registration form for online filing UAM has been introduced. Filing of UAM can be done on www.udyogaadhaar.gov.in Registration is free and can file more than one UAM with same Aadhaar Number.

5.1.3 MSMEs in Tiruchirappalli District The details of MSMEs in Tiruchirappalli district as per UAM filings as on 22-08-2019 are summarised as follows: 1. The number of enterprises, investment and employment in micro, small and medium enterprises are given in Tables (5.2, 5.3 and 5.4) and Figures (5.1, 5.2 and 5.3). 2. The number of enterprises, investment and employment in manufacturing and services are given in Tables (5.2, 5.3 and 5.4) and Figures (5.4, 5.5 and 5.6). 3. There are 19492 no. of MSMEs in Tiruchirappalli district. 4. Out of 19492 MSMEs in the district, micro enterprises are 16985 Nos. (87.14%), small enterprises 2447 Nos. (12.55%) and medium enterprises 60 Nos. (0.31%). 5. The investment in micro enterprises is Rs 77779 Lakhs (32.12%), small enterprises Rs 131867 Lakhs (54.46%) and medium enterprises Rs 32488 Lakhs (13.42%). 6. The employment in micro enterprises is 79673 persons (66.97%), small 35401 persons (29.76%) and medium 3894 persons (3.27%). 7. Out of 19492 MSMEs in the district manufacturing enterprises are 7271 Nos. (37.30%) and service enterprises 12221 Nos. (62.70%). 8. Investment in manufacturing enterprises is Rs 132134 Lakhs (54.57%) and service enterprises Rs 110000 Lakhs (45.43%). 9. Employment in manufacturing enterprises is 54008 persons (45.40%) and service enterprises 64960 persons (54.60%). 10. The average investment and employment per enterprise in MSMEs in the district are Rs 12 Lakhs and 6 persons respectively (Table 5.5 and Figure 5.7). 11. The average investment and employment per enterprise in manufacturing are Rs 18 Lakhs and 7 persons per enterprise (Table 5.5). 12. The average investment and employment per enterprise in services are Rs 9 Lakhs and 5 persons respectively (Table 5.5).

5.2 National Industrial Classification (NIC) National Industrial Classification (NIC) for India provides a basis for the standardised collection, analysis and dissemination of industry (economic) activity wise economic data. NIC 2008 is a revised version of NIC 2004. NIC 2008 is widely used by the government agencies, industry associations and researchers for various administrative, analytical and research purposes. NIC 2008 provides a more contemporary industrial classification system.

All the economic activities are first grouped into sections alphabetically coded from A to U. Every section is divided into divisions with 2 digit numeric code, every division into 3 digit groups, every group into 4 digit classes and every class into 5 digit subclasses. In all, there are 21 sections, 88 divisions, 238 groups, 403 classes and 1304 subclasses of economic activities in NIC 2008. The five level classification system is illustrated in Table 5.8 below:

NIC 2008 is identical upto 4 digits to the structure of International Standard Industrial Classification (ISIC) Revision 4. Subclasses with 5 digit code are according to India's national requirements.

5.3 MSMEs with NIC 2-Digit Code All the 88 divisions with NIC 2 Digit Code are coming under either manufacturing or service sector categories. There are 40 divisions with NIC 2 Digit Code in manufacturing (Table 5.8) and 48 divisions with NIC 2 Digit Code in services (Table 5.9). Some activities are subsequently excluded from MSMED Act, 2006 for registration of UAM (refer section 5.3.3).

5.3.1 Manufacturing Enterprises with NIC 2-Digit Code There are 11111 number of MSME manufacturing enterprises with NIC 2 Digit Code as per the UAM registrations in Tiruchirappalli district as on 22-08-2019. 5.3.3 Activities Not Covered Under MSMED Act, 2006 Government of India, Ministry of MSME, SME Section, vide OM No. UAM/MC/01/2017-SME dated 27-06-2017 clarified that the following activities as given in Table 5.12 are not coming under MSMED Act, 2006 for registration of Udyog Aadhaar Memorandum (UAM).

NOTE: The total number of manufacturing enterprises (11111) in Table 5.9 and service enterprises (13459) in Table 5.11 do not match with that given in Table 5.2 for manufacturing enterprises (7271) and service enterprises (12221). The reason is that an enterprise having registered more than one activity of manufacturing or service or both in the UAM. 5.4 Large Enterprises in the Government Sector Tiruchirappalli district is industrially blessed with the presence of four large enterprises in the government sector. These are BHEL, OFT, HAPP and Golden Rock Railway Workshop, all the four in and around Tiruchirappalli city. BHEL is a central public sector enterprise (CPSE). OFT and HAPP are operated by Indian (IOFB). Golden Rock Railway Workshop is operational unit of Southern Railway.

5.4.1 Bharat Heavy Electricals Limited (BHEL) BHEL is India’s largest public sector engineering company. It is a Maharatna CPSE with 14 manufacturing plants in India. BHEL, Tiruchirappalli was established in 1964. It is an integrated power plant equipment manufacturer and one of the largest and manufacturing companies in India in terms of sales turnover. BHEL Tiruchirappalli consists of a High Pressure Boiler Manufacturing Plant (HPBP) and a Seamless Steel Tube Plant (SSTP). BHEL has two more manufacturing units in Tamil Nadu. They are Boiler Auxiliary Plant (BAP) at in District and Piping Plant at in Pudukottai District.

5.4.1.1 High Pressure Boiler Plant (HPBP) BHEL-HPBP at Tiruchirappalli manufactures power plant equipment as an EPC company for many power producing companies like NTPC, etc. It provided a huge opportunity for development of private enterprises including MSMEs as most of its products, components and material requirements are procured through outsourcing.

Major parts in the power plant equipment consist of pressure parts, structures, super welded beams and ducts, super heater coils, hangers, boiler pipes, columns, gravimetric feeders, valves, girders, wind boxes, etc.

5.4.1.2 Seamless Steel Tube Plant (SSTP) BHEL-SSTP at Tiruchirappalli manufactures seamless steel tubes and pipes to international standards and specifications. These products find a wide range of applications in power stations, marine boilers, refineries and for oil and gas exploration applications besides industries such as petrochemicals, fertilisers, textiles, automobiles, paper, sugar, etc. BHEL seamless cold-drawn low-carbon steel heat exchanger tubes are used for a variety of heat transfer applications.

5.4.2 Golden Rock Railway Workshop The Golden Rock Railway Workshop is one of the three railway workshop cum production units in Tamil Nadu. Its core activity is periodic overhaul of over 1000 passenger coaches and more than 100 broad gauge diesel locomotives every year. The workshop is also manufacturing container wagons for railway use and Container Corporation of India. New container wagons produced from the workshop are fitted with RFID tags to ensure effective tracking.

The workshop was adjudged the best among the three mechanical workshops in the Southern Railway Zone for 2018-19. It was also adjudge the best workshop (Rolling Stock) jointly with Jalandhar workshop in Northern Railway for 2018-19 by the Railway Board.

5.4.3 Ordnance Factory Tiruchirappalli (OFT) OFT was established in July 1966 as the need was felt after India-Pakistan war of 1965. The objective was to increase the small arms production in the country, as an additional facility to the Rifle Factory Ishapore and Small Arms Factory . It is equipped with most modern and sophisticated technologies for manufacture of weapons and small arms. OFT produces 14 types of defence armaments to various stakeholders. OFT has around 3000 employees.

Its products include carbines, automatic rifles, sniper rifles, rocket launchers, shell launchers, grenade launchers, auto cannons, anti-aircraft guns, aviation armaments, naval armaments, tank armaments, etc. OFT currently manufactures some products under licence from foreign companies. OFT also manufactures weapons for civilians in India. Weapons manufactured by OFT have been exported to several countries. Trichy Assault Rifle (TAR) is one of the popular brands of the OFT.

The customers of OFT include Indian Armed Forces, Central Armed Police Forces, State Armed Police Forces, Paramilitary Forces of India, Special Forces of India. OFT has an NABL accredited laboratory for mechanical and chemical disciplines.

5.4.4 Heavy Alloy Penetrator Project (HAPP) HAPP was established in the 1980s as a unit of Defence Research Development Organisation (DRDO). It was later handed over to Indian Ordnance Factory Board (IOFB) after full scale development of the product was completed to start the full scale production. HAPP factory produces the Fin Stabilised Armor Piercing Discarding Sailor (FSAPDS) which is a weapon of high kinetic energy used in tanks and other armor-piercing ammunition.

HAPP is a prestigious unit among Indian Ordnance Factories. It is primarily involved in Tungsten based heavy alloys and allied products through powder metallurgy processes. One major area of interest is that HAPP can meet the varied needs of civil sector industries in the following areas:

1. Tungsten based heavy alloy powder metallurgy products 2. Precision machined components 3. Surface treatment of components 4. Testing of materials and components

HAPP can develop W-Ni-Fe and W-Ni-Cu alloy combinations as per density and physical property requirements of the civil sector industry customers.

5.6 Traditional Crafts/Industry Clusters Handlooms, Korai mat, Synthetic gems, Gold jewellery and Beaded ornaments are some of the traditional craft based industrial clusters in Tiruchirappalli district known for decades.

5.6.1 Handlooms Weavers in Manamedu village have mastery over handloom weaving of finer yarn. In the past, 3000 men and 1500 women were engaged in handloom weaving in the village. The industry has declined from about 400 handlooms even a decade ago to about 125 handlooms now. Many handloom weavers closed down their looms and moved to alternative employment opportunities in construction and MNREGS programme. The Co-optex outsources its weaving work to handloom weavers through The Manamedu Saliyar Handloom Weaver Cooperative Production and Sales Society.

5.6.2 Korai Mat Korai (reed grass) mats are manufactured in Musiri and Karur areas. The korai mats are supplied to markets across India. Most of the enterprises have one or two machines. A few of the manufacturers have five or more machines. The industry is continually facing problems in shortage of labour and availability of raw material. Many small time manufacturers have shut down their units and migrated to nearby places like Karur and Tirupur for alternative employment. Raw material availability depends on the rainfall during and water flow in the Cauvery river. The korai grass is cultivated in nearby areas of the river banks. The industry is also facing stiff competition from plastic mats coming from markets.

5.6.3 Synthetic Gems Synthetic gem cutting and polishing was once a thriving industry in Tiruchirappalli. In mid 1990s the industry provided employment to about three lakh people in manufacturing and trading. The industry now employs about a thousand people. The industry faces stiff competition from cheap Chinese imports.

5.6.4 Gold Jewellery The number of active goldsmiths with workshops has considerably declined from 25000 two decades back to 1500 now in Tiruchirappalli. Goldsmiths with traditional craft have lost to the popularity of machine-cut gold jewellery by leading branded jewellery manufacturers. The office of the DC(MSME), under the Ministry of MSME, Government of India, has supported the Gold Jewellery Clusters in Tiruchirappalli and Madurai with a grant of Rs 3 crore each for establishing common facility centre (CFC) through its flagship programme viz. Micro and Small Enterprises Cluster Development Programme (MSE-CDP).

5.6.5 Beaded Ornaments The narikuravar community is concentrated in Devarayaneri and N.K. Colony at Asoor near in Tiruchirappalli. They buy beads from Mumbai markets and make beaded ornaments and sell in the local markets. The community is numerically very small in number. There are about one lakh people in the entire state. They used to migrate from one place to another to sell their craftwork. They even exported small quantities to US and UK.

5.7 IT and ITeS Companies Given the infrastructure and communication network, IT (Information Technology) companies wanted to expand to Tier-2 cities to utilise educated human talent available there and cut costs to be competitive in the market. Tiruchirappalli has also witnessed such shift from IT companies resulting in huge job opportunities to the educated youth. ELCOT-IT Park/SEZ was established in 2010 and started its operations in 2011. The IT Park in Navalpattu near the international airport consists of 123.23 acres of SEZ and 24.28 acres of Non-SEZ. The details of land allotted to IT companies in the IT park are given in Table 5.17 below.

ELCOT-IT Park/SEZ had created a rental office space of 60000 sq.ft. in the first phase to IT companies. 100% occupancy was achieved in 2016. ELCOT is in the process of creating an office space of 100000 sq.ft. in the second phase. Tamil Nadu Disaster Recovery Centre was established by ELCOT with 30 employees. Other 6 companies operating from the rental office space are providing employment to 1430 people. 7.2 PMEGP Scheme The PMEGP scheme is implemented by Government of India all over the country. All national banks and select private banks provide financial assistance under the scheme for the projects of up to Rs 25 Lakhs. The number of beneficiaries and the amount of margin money (subsidy) disbursed to the beneficiaries under the PMEGP scheme in Tiruchirappalli district from 2013-14 to 2018-19 are given in Table 7.2 below:

7.3 NEEDS Scheme The NEEDS scheme is implemented by Tamil Nadu Government all over the state. Financial assistance under the scheme is available from TIIC and the national banks for the projects of up to Rs 1 Crore. The number of beneficiaries and subsidy amount disbursed to the beneficiaries in Tiruchirappalli district during 2013-14 to 2018-19 are given in Table 7.3.
