Pension obligations are fully met, and the Medicaid forecast is fully funded. In addition, this budget increases funding in key areas, including education, child services, pensions, and Medicaid. As a result, the state’s combined balances are projected to exceed $2.0 billion at the end of both FY 2020 and FY 2021. These reserves are in place to protect taxpayers and critical services in the event of an economic downturn. Appropriations The total General Fund appropriations made during the 2019 regular session of the Indiana General Assembly are $17.1 billion for FY 2020 and $17.5 billion for FY 2021.
