All General Horse Show Rules shall apply to this show, unless otherwise stated. It is important that you read thoroughly, understand, enter and comply with all rules pertinent to Oklahoma State Fair Horse Shows as listed on pages preceding show information and as available on the website: www.okstatefair.com

1) START/SESSION TIMES/LUNCH/DINNER BREAKS SUBJECT TO REVISION: Please anticipate classes being scheduled in sessions each evening Friday and Saturday. September 17 & 18. Oklahoma State Fair Horse Show management reserves the right to revise start times and show locations for all days/classes as well as combine classes after close of entries. Please re-visit the Oklahoma State Fair website and check with the horse show office to determine any additional information or possible changes available after September 1, 2021. Lunch and/or other breaks at discretion of officials/show management and will be announced. All efforts will be made to provide more precise starting times each day after all entries are processed. 2) Oklahoma State Fair liability waivers must be completed by ALL exhibitors, handlers, trainers and/or agents with all requested names and signatures and must be submitted with entries and prior to first class. Parent(s) or legal guardians MUST sign for any youth exhibitor. Trainer/agent/driver can NOT sign as parent or guardian for non-related youth. 3) All handlers/exhibitors, riders, handlers or drivers (or their conveyance) are required to wear or display OSF provided number(s) when entering the competition arena. Entries will not be allowed into the show arena without this exhibitor/back number. Not wearing or displaying the correct number may void exhibitor placing. 4) Use of individual/privately owned golf carts or other similar motorized transport within the OKC Fairgrounds gates is strictly prohibited. No golf carts will be allowed without OSF written authorization and issued permit. Minors without a valid driver’s license are not allowed to operate any motorized vehicle. 5) STALLS: a. Stalls are mandatory for each individual horse. cannot be shown out of trailers or maintained at OKC Fairgrounds outside of stalls. b. Free tack stalls for single owner/farm/stable(s) entered (cannot be shared by more than one owner, stable or farm) will be allocated as follows and are based on the actual number of HORSES being entered and shown and HORSE (not tack/equipment/feed) stalls being purchased for said horses:

∗ Four-Five paid full fee horse stalls = One free tack stall; ∗ Six-Seven paid full fee horse stalls = Two free tack stalls; ∗ Eight or More paid full fee horse stalls = Three free tack stalls. ∗ Current year members (per membership entity) of the Oklahoma & Association will be given use of one additional stall at no charge when submitting fully paid entries, inclusive of the payment of at least one other/additional horse stall, submitted and paid online, no later than August 15, 2021. ∗ (OSF will allot and assign these as entries are processed.) c. NO revision, disassembly or dismantling of stalls. Refer to General Rules for rules/policy regarding use of stalls.

6) ENTRY FEES/COSTS: Processing fee (includes one parking pass and office fee. One time per owner (exhibitor) ...... $15.00 Horse/Tack stalls (each): ...... $60.00 Youth ONLY class entry fee (each): ...... $15.00 Open/Amateur class entry fee (each) ...... $20.00

Optional/Additional Fees: (Must be purchased & paid with online entries submitted by August 31, 2021) a. Exhibitor Ticket Bundle: $24.00 per bundle of 4 non-dated outside gate admission tickets. IMPORTANT: The Exhibitor Ticket bundle can only be purchased by exhibitors with original entries being made by last deadline of 8-31-2021. (Refer to www.okstatefair.com for additional information regarding advance discount ticket options.) b. Single Day Admission tickets: Pre-ordered. Adults: ea: $8.00/Children 6-11: ea: $4.00 (Tickets purchased at gate upon arrival: $12.00 for adults/$6.00 children) c. Additional parking hangtag: $15.00 (limited to one additional per exhibitor and must be requested and paid with original online entries processed no later than August 31.)

Parking hangtags, admission tickets and armbands will be included with the Exhibitor’s packet given out in the Horse Show office upon arrival during normal office hours. Parking hangtags, admission tickets and armbands will NOT be distributed at Gate 7 upon arrival.

Exhibitor’s armbands for complete entries processed online no later than August 31. Will allow bearer free admission through Gate 7 only for period of time designated on the armband.  Must be on exhibitor’s wrist and cannot be transferred  Cannot be purchased after submission of entries or August 31, whichever comes first, and lost or destroyed armbands cannot be replaced. Will be allotted: 1-2 horses entered: 1 armband 3-4 horses entered: 2 armbands 5+ horses entered: 3 armbands (maximum)

7) ENTRY DEADLINES: The online entry process will open July 1, 2021 and close September 14, 2021 and all entries must be processed online (i.e. no manual/ copy entry forms) with the following stipulations/exceptions: a. July 1 – August 15: Entries processed and paid online. (Additional late fees not applicable) Any entry changes or additions made after August 15 to entries previously submitted will be assessed additional late fees as noted below. b. August 16 – August 31: Late Fees: Entries will be assessed $100.00 additional per exhibitor. Entries processed after August 31 will not be eligible for exhibitor armbands, discount tickets or additional parking passes and exhibitors will need to pay admission upon arrival. ONLINE ENTRIES ONLY. c. September 1-September 14: Late Fees: Entries will be assessed $150.00 additional per exhibitor. Not eligible for complimentary admission or exhibitor armbands. ONLINE ENTRIES ONLY. d. (*) September 15 – until 4 p.m. on Friday, September 24: Must be submitted via hard copy/entry forms complete with all necessary paperwork and fees directly to the Horse Show office. (NOT online, mailed or faxed.) These entries will be assessed an additional late fee of $200.00 per exhibitor and all fees must be paid with credit card or cash. NO entries will be accepted after 4 p.m. the day prior to the first intended class. Not eligible for complimentary admission or exhibitor armbands.

8) Exhibitors with account balances attached to a particular horse/entry will not be allowed entry into the show arena for competition.

CHALICE AWARDED TO THE HI POINT GVHS REGISTERED HORSE DONATED BYTHE GYPSY VANNER HORSE SOCIETY This trophy will be presented to the Hi Point GVHS registered horse, based on placings in Open, Junior Horse or Senior Horse classes (i.e.Youth, Amateur or mixed division designated classes NOT to count.) Valid GVHS registered number must be included with original online entries and current copy of registration papers must be submitted with entries prior to September 15, verifying current and correct gender of horse and current and correct ownership. (See point application definition next page.)

TROPHIES DONATED BY THE GYPSY VANNER HORSE SOCIETY: To be awarded to the Champion Colt/Stallion in class #04, the Champion Gelding in class # 07 and the Champion Mare in class # 11.

**The Dunbar Award and $200.00 will be donated and paid by the Gypsy Horse Show Association to the winner of class # 38, Open Pleasure Driving. The Dunbar Award is being offered in honor of David Dunbar of Chocolate Horse Farm, Mt Vernon MO. The Gypsy Horse community lost David in 2018, but his for driving horses and this class in particular is remembered through the presentation of this award. David was instrumental in bringing the Gypsy Horses to the Oklahoma State Fair many years ago and his involvement, expertise and support will always be appreciated.

 Hi Point Gypsy Horse (points earned by individual registered Gypsy Horse in any/all OPEN, JUNIOR HORSE or SENIOR HORSE Gypsy [only] division classes (i.e.Championship Halter, Group halter classes, Youth, Amateur, Liberty or mixed division/breed classes not to count toward OPEN Hi Point Horse buckle.) Points can be earned with multiple exhibitors, handlers, riders on one horse in appropriate OPEN, Junior or Senior HORSE classes.

Hi Point award configuration: *No points awarded in Championship Halter, Liberty or classes open to non-Gypsy registered horses. *Will be applied: one (1) point for each exhibitor/horse unit duly entered, shown and judged in each qualifying class that an exhibitor/horse places ahead of. EXAMPLE: if there are 10 entries, duly entered, shown and judged in a designated YOUTH (or AMATEUR) (or OPEN) class and “Youth Exhibitor John Doe” wins the class (places first), “Youth Exhibitor John Doe” will be awarded 9 points for that class applicable toward the Youth Hi Point Buckle. If placed 2nd, 8 points will apply, etc. In case of a point tie, the exhibitor/horse with the most first place awards will win.

Gypsy, Draft and Drum Horse Show Rules * GYPSY HORSE CLASSES: All horses entered in any class designated for Gypsy horses must be considered a full blood/purebred Gypsy horse and must be duly registered as such and be registered within at least one of the following registries/associations. A current, legible copy of the registration certificate MUST be submitted with entries verifying registration status, age, gender and current ownership: a. Gypsy Vanner Horse Society (hereinafter referred to as GVHS) b. Gypsy Horse Registry of America (GHRA) c. Gypsy Horse Association (GHA) d. Traditional Gypsy Association (TGCA) e. Irish Cob Society – Nederland (ICS) f. International Gypsy Equine Association (IGEA)

Cannot be cross entered into classes designated for Draft and/or Drum unless specifically noted in the class list. * DRAFT HORSE CLASSES Traditional purebred Draft breeds: Examples: Clydesdale, Belgian, Percheron, Shire, Suffolk. Cannot cross enter into any other halter classes but may enter and show in select and noted classes with Drum horses. *DRUM HORSE CLASSES:Horses with predominant Drum/Draft /characteristics/ conformation and/or registered with International Drum Horse Association (IDHA) Not otherwise eligible for and not to be cross entered in halter classes for Draft Horses or any Gypsy classes unless so designated.

IT IS THE EXHIBITOR’S RESPONSIBILITY TO UNDERSTAND THE GOVERNING RULES WITH SPECIFIC ATTENTION TO THE GHSA YOUTH RULES. Gypsy Horse Show Association rules will prevail in most classes. Additional guidance with regard to the Gypsy Driving classes will be derived from the USEF and/or American Driving Society rulebooks with the Judge’s discretion and decision being the primary deciding factors. It is important that you read, understand and enter in accordance with these rules with special attention to the rules governing cross entering of classes. However, class #37 will be a modified and unofficial cone/obstacle class (not timed) and may not be defined by the aforementioned rules. 1. In all classes, Judge’s decision is final. 2. A Technical Delegate will be in attendance. 3. There will be a two minute gate call rule in effect for all classes unless a tack change has been formally submitted to the Horse Show Office on the appropriate form at least 3 classes prior to the class in question. 4. Youth is defined as an individual who has not reached his/her 18th birthday as of January 1st of the current competition year. Refer to GHSA for additional Youth exhibitor protocol and rules. 5. Youth exhibitors may not show a stallion of any age in any class. 6. An authorized and experienced adult over the age of 18 MUST accompany all youth drivers in any driving class. 7. An Amateur Exhibitor is defined as an individual who has reached their 18th birthday as of 1/1/2021 and qualifies as an Amateur competitor pursuant to GHSA rules. 8. The same horse/rider combination cannot cross enter into both WALK/JOG or WALK/TROT classes AND

classes requiring three gaits (i.e. Walk/Jog/Lope (or) Walk/Trot/Canter) in all divisions. 9. Current copy of registration papers verifying current gender and current ownership must be submitted with entries for all horses entered in any Gypsy Horse class or Drum Horse halter class. 2021 Oklahoma State Fair Liability Waiver: This form must be completed in entirety by ALL entries/exhibitors in the Oklahoma State Fair Gypsy, Draft and/or Drum Horse Show: In completing and submitting this form, the undersigned hereby releases, discharges and agrees to indemnify Oklahoma State Fair, Inc. the City of Oklahoma City and the City of Oklahoma City Public Property Authority (and all of their officers, directors, members, managers, agents, representatives and employees) ("Indemnified Parties”) from any and all losses or expenses of any kind, civil penalties, crimes, and causes of actions (including cost for defense, settlement and attorney fees) arising from or related to (1) death or bodily injury to any person, (2) destruction, damage, loss of theft of any property, (3) any violation of any law or (4) any other claim, cause of action, damage or expense, which results from or arises out of any act or failure to act, claim, demand or action arising from or by reason of personal injury that may occur to any associated individual(s) or animal(s) or properties entered or attending this Event being held at the OKC Fairgrounds, whether caused by the actual or passive negligence of the Releasees, while the undersigned is at OKC Fairgrounds and/or competing, observing, working in, or for any purposes participating at the Oklahoma State Fair. The undersigned has read and voluntarily signs this Release and waiver of liability and indemnity agreement. If under eighteen (18) years of age, signature of individual and parent or authorized guardian is required.
