Columbia River Treaty Review – Technical Studies Appendix C Kootenay System Operations Operation of the Kootenay River system is complicated as it is administered by several different jurisdictions and the hydroelectric facilities are owned by different agencies/companies. As shown in Figure 1, the Kootenay River originates in the Rocky Mountains not far from Field, BC. The river flows south, within a few km of the source of the Columbia River at Canal Flats, and then continues south into Koocanusa Reservoir, formed behind Libby Dam in Montana, United States. From Libby, the Kootenay River turns west and north, and re-enters British Columbia near the community of Creston, flowing into the south arm of Kootenay Lake. In the northern part of the Kootenay basin, the Duncan River is joined by the Lardeau River just downstream from Duncan Dam, and then flows into the north arm of Kootenay Lake. Water from the north and south arms of Kootenay Lake then flows through the west arm of the lake and past the Corra Linn Dam near Nelson (as well as other dams) en route to the Columbia–Kootenay confluence at Castlegar. The components of this system and various agreements/orders that regulate flows are described in this Appendix. Sonder SUMMARY: The spatial and temporal distributions of Cenozoic extension and magmatism in the Cordillera suggest that the onset of major crustal extension at a particular latitude was confined to a relatively narrow belt (< 100 km, pre-extension) and followed the onset of intermediate and silicic magmatism by no more than a few million years. Extension began in early Eocene time in southern British Columbia, northern Washington, Idaho and Montana. Farther S, extension began at about the Eocene- Oligocene boundary in the Great Basin and slightly later in the Mojave-Sonora Desert region. The intervening area, at the latitude of Las Vegas, remained quiescent until mid- Miocene time. Compositional and isotopic characteristics of most pre-Miocene magmas are consistent with their containing major components of melted continental crust. -

The dam was completed in 1973 and was first filled in 1974, inundating the Kootenay River valley to form the 145 km long Koocanusa Reservoir (Lake Koocanusa). Canadian residents and water users are affected by changes in the Libby Dam operations that affect reservoir water levels, as nearly half (70 km) of the reservoir extends into southeastern British Columbia. -
