PROGRAM DESCRIPTION THIS NESA CENTER EXECUTIVE SEMINAR 01-14 IS A THEMED PROGRAM DESIGNED FOR CIVILIAN EXECUTIVES AND MILITARY OFFICERS OF GRADES EQUIVALENT TO LIEUTENANT COLONEL AND ABOVE WHO WORK IN THE FIELDS OF PUBLIC DIPLOMACY, PUBLIC RELATIONS, AND PUBLIC AFFAIRS; COMMUNICATIONS WITH INTERAGENCIES, FOREIGN GOVERNMENTS, AND THE PUBLIC; MINISTRY MESSAGING; DEVELOPING NATIONAL STRATEGIC COMMUNICATIONS PLANS; AND ESTABLISHING NATIONAL COMMUNICATIONS PLANS TO SPECIFICALLY COUNTER EXTREMISM AND EXTREMISM MESSAGING. ONE WEEK OF THE SEMINAR WILL CONCENTRATE ON THE EVOLUTION OF STRATEGIC COMMUNICATIONS AND DIALOGUES AS A TOOL OF NATIONAL POWER. THE SECOND WEEK WILL ADDRESS MEDIA, GLOBALIZATION, OPEN SOCIETIES, AND HOW THE REGION IS USING TOOLS OF STRATEGIC DIALOGUE TO COUNTER EXTREMISM. THERE WILL BE A NUMBER OF ASSIGNMENTS FOR COUNTRY TEAMS TO CRAFT COMMUNICATION STRATEGIES TO BRIDGE NATIONAL GOALS AND VALUES IN ORDER TO COUNTER EXTREMISM AND EXTREMIST MESSAGING IN THEIR COUNTRIES. IN ADDITION, THERE WILL BE A SERIES OF PRACTICAL EXERCISES DEALING WITH INTERAGENCY MESSAGING AND MESSAGING WITH THE PUBLIC/CIVIL SOCIETY. B. NON-ATTRIBUTION DISCUSSIONS THE PURPOSE OF NESA CENTER SEMINARS IS TO ENCOURAGE INFORMAL AND CONSTRUCTIVE DIALOGUE AMONG NATIONAL SECURITY PROFESSIONALS OF DIFFERING BACKGROUNDS AND PERSPECTIVES. THE GOAL IS TO GENERATE IDEAS AND SUGGESTIONS FOR COOPERATIVE PROBLEM SOLVING. Not for the Ticklish! We have time to swim and jump of the rocks on the other side Further along the coast just before the quaint village of Tiwi is Wadi Shab. This is still a very beautiful Wadi but it was devastated when a cyclone called Gonu hit in 2007 and its beauty was not enhanced by the construction of a road bridge across the entrance. It is about an hour’s walk to the Swimming Pools but be sure to have some decent trekking shoes in fact two pairs of shoes are advisable one for trekking and the other for swimming and a bit of rock climbing. Bring some water (particularly in summer) and do not bring any valuables unless you have a waterproof case 17:00 – 19:00 Sunset Dhow Cruise - leave the Marina Bandar al Rowdha and cruise along the coast taking in the views of Muscat Harbour the sultan’s Palace and the Forts of Al Jalali and Al Mirani.

Al-Makahleh has been working for several Middle Eastern countries as a political, military and security expert. Brief Analysis f all the bilateral ties between Arab states, the Jordanian-Syrian relationship has been among the most O intense. Various gradations of reciprocal unfriendliness and even open animosity have characterized the two countries’ ties since the 1970s, reflecting the rise of the Ba’ath party and Hafez al-Assad. However, recent economic instabilities pushed Jordan to approach the Syrian war in an unexpectedly neutral manner, and these same economic concerns may push the Hashemite Kingdom closer to the Assad regime in the near future. A thaw in the “Cold War” between Amman and Damascus has materialized, ostensibly neutralizing many years of conflict. The apparent recent successes of Bashar al-Assad's regime in recapturing much of Southwest Syria raises the question of what lies in the future for the Jordanian-Syrian relationship, especially given probable intimations that Damascus is unhappy with where the relationship currently stands. Throughout the conflict, Jordan was unsurprisingly more anxious about safeguarding its own domestic resilience than the persistence or collapse of the Syrian regime. The Kingdom has repeatedly pursued regional and international political settlement attempts to end the Syrian conflict, as Amman foresaw the potentially subverting influence of a protracted war on its borders.

In addition, agriculture and water resources are highly impacted due to land degradation and climate change in the region. Agriculture in these countries is highly dependent on the irrigated water. There are two defining characteristics of water in Central Asia; one is the endorheic nature of the region - Central Asia’s rivers either enter terminal lakes that lack outlets or they simply disappear before reaching any larger water body. Evaporation and infiltration exceed precipitation in the arid plains. This leads to the second defining characteristic: the region’s unusual dependence on precipitation that falls at high elevations. Some of this water is retained in glaciers, but much of it flows down to the arid, more heavily populated lower elevations. Climate change, glacial retreat, dam construction, water use for irrigation, and infrastructure development have significantly altered hydrological processes in the region, imposing a major threat to water- energy-food (WEF) security. The additional character was the dissolution of the Soviet Union in 1991, before which resources utilization was coordinated to balance water-energy-food through centralized governance. Independence allowed the individual states to monetize rather than trade their resources across international boundaries.

    1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city.
