Esta atención prestada al hoy mandatario se basó, primero en sus dichos y ahora en sus acciones contrarias a la tendencia mundial que aspira a tener un mayor control de las emisiones de gases de efecto invernadero. En ese sentido, no puede más que decirse que Donald Trump ha mostrado una consistencia equivocada, pero congruente entre lo que dice y lo que ha hecho. En este momento, las acciones del Presidente número 45 de los Estados Unidos muestran un sentido contrario al que la comunidad internacional se comprometió en la Conferencia de las Partes 21 de la Convención Marco de las Naciones Unidas sobre el Cambio Climático. Es necesario decir que el anterior presidente estadounidense no solo fue activo en el proceso de negociación del Acuerdo de París, sino que dicho documento fue firmado y ratificado por su Presidencia, convirtiendo a su gestión pública en hito al interior de su país; al ser el primer presidente en ratificar un instrumento de reducción de emisiones emanado de las negociaciones internacionales. Sin embargo, la llegada de Donald Trump modifico las tendencias climáticas positivas que se vislumbraban para la implementación del Acuerdo de Paris en territorio norteamericano porque no solo se trata de una eventual salida de los Estados Unidos del mencionado acuerdo, sino que el ataque gestado por el actual ocupante de la Casa Blanca ha sido más amplio al combatir de manera directa (vía el ejercicio presupuestal y con medidas de carácter político) las medidas de carácter regulatorio en el ámbito ambiental, ha alterado las tareas de investigación de entidades federales que cuentan con académicos especializados en el staff operativo de las instituciones que dotan de datos climáticos a la comunidad científica internacional; ha reubicado áreas vinculadas al tema de las emisiones en Departamentos donde las mismas serán reorientadas y por lo mismo resultaran ser inoperantes; han suprimido sitios electrónicos completos, en un intento por desaparecer el cambio climático de la jerga política estadounidense. Por si no fuera suficiente, ha desoído las manifestaciones sociales que han tomado las calles de diversas ciudades en demanda por la actividad del Presidente en el tema climático. En otras palabras, la administración Trump ha posicionado su agenda política anti-regulatoria en materia ambiental en todos los elementos de implementación política que ha podido. De ello se infiere que su visión personal va más allá de la lógica política internacional y doméstica. Este conjunto de acciones revelan a este personaje como un Presidente que no conoce, ni respeta la lógica de la negociacion política. Se trata de un hombre que del mundo de los negocios llego a un estadio diferente en el cual no conoce las reglas, ni los métodos de ejecución; pero aun así ejerce el cargo para el cual el sistema electoral estadounidense le dio la entrada. 7 Con sus dichos, con sus acciones y su intervención en los espacios públicos virtuales, Donald Trump ha eclipsado las agendas políticas y mediáticas de todo el planeta. En México, y en el caso específico del Programa de Investigación en Cambio Climático de la Universidad Nacional Autónoma de México, ha sido necesario generar procesos de reflexión y análisis sobre lo que el presidente ha estado haciendo en la materia que nos ocupa. Aún falta saber, cuáles serán los impactos políticos, climáticos, económicos y culturales de las decisiones y acciones implementadas por Donald Trump, -no sólo dentro de territorio estadounidense, sino si lo que ha hecho tendrá repercusiones globales-, por el momento, lo que tenemos es una obra que presenta, desde 18 perspectivas distintas lo que han sido los primeros 12 meses de esta presidencia que ha roto con el oasis climático de la política federal estadounidense regresándola a un zona desértica en la que no podrá germinar más que la agenda del Partido Republicano que, en materia climática y ambiental, tiene planteamiento contrarios a la comunidad internacional.
