Introduction 1.1 Background 1.1.1 My name is Trevor Parkin and I am a Chartered Mining Engineer and Environmental Consultant, with approximately 30 years’ experience in the field of Environmental Impact Assessment (EIA) on medium to large-scale developments. 1.1.2 I am also a resident of Yarnfield, near Stone in Staffordshire, where I have lived for over 21 years, and am one of the founder members of the Stone Railhead Crisis Group (SRCG), which was formed in November 2016. 1.2 Purpose of this report 1.2.1 I will be giving evidence on behalf of the parish councils of Stone and Chebsey, who object to the proposals to construct a Railhead and Infrastructure Maintenance Base – Rail (IMB-R) on land to the west of Stone, Staffordshire. I will also give evidence to address the multitude of problems that the Stone Railhead/IMB-R will cause by proposing that it be moved to Aldersey’s Rough, near to the M6 Keele Services. Further details of my case are provided in the Sift analysis review report dated April 2018. 2. Objections to the Bill 2.1 Introduction 2.1.1 My main proof of evidence specifies the works within the Hybrid Bill that I object to. However, here I will focus on the key engineering constraints of the Stone Railhead/IMB-R, which have not been addressed by HS2 Ltd; either in its original design for the site, as submitted in July 2017.

Nearby there is long-stay parking. Should a member cancel a booking it is regretted that reimbursement is only possible if there is a waiting list. There will be a £2 per cheque handling charge. Members are requested not to find their own replacement. Non-members taking part in our trips will pay an additional £2 for coach outings and an additional £1 for car outings. The committee has agreed that it is only fair that members should have priority when booking trips and holidays. Members are asked to note that it is not possible for the coach to stop at places other than School Street to pick people up or drop them off on the outward or return journeys. The coach will not wait for members who are late, either at School Street or at other pick up points. Members are advised to take careful note of when or where they will be picked up. Anyone missing a coach will have no claim on the Association. It will greatly help organisers if you will make cheques payable to the “The North Staffs National Trust Association” and note that normally cheques are not cleared until after an event. Please also send a separate cheque and a separate self-addressed envelope for each separate event even when these go to one organiser. People who wish to ensure that they sit together on a coach should use one booking form.

Under the guidance of Urban Vision Enterprise CIC who provided professional advice from the beginning of the process and in collaboration with Stone Town Council whilst also adhering to the policies laid down in the Plan for Stafford Borough, this Neighbourhood Plan is now ready to be put firmly into place in shaping the future of Stone. Its vision is based on listening carefully to the wishes and aspirations of local people, also their ideas and needs taken from a process of community consultations. Once the Stone Neighbourhood Plan is adopted it will become part of the statutory development plan for the town meaning Stafford Borough Council will have to take the plan into account when making planning decisions which affect Stone and your local area until at least 2031, this is your Neighbourhood Plan.
