Sub : Submission of Schemes under BADP for the year 2009-10. Sir, With reference to the subject mentioned above, I am directed to inform you that the State Government has decided to draw up schemes for an amount of Rs.58.09 crore, which includes Rs.1.65 crore for specific allocation against 4 (four) districts viz. Tawang, West Kameng, Changlang and Tirap districts during 2009-10 as per allocation communicated by the MHA, GOI. You are, therefore requested to draw up schemes according to the block-wise allocation mentioned at ‘Annexure-A’ against each border block and to submit the same to the Planning Department latest by 30th June,2009 for consideration of the State Level Screening Committee for approval and forward the same to the MHA for their approval and release of fund. However, fund against the newly created CD blocks i.e Zemithang – Dudungkhar in Tawang and Wakka in Tirap district will only be released after formal inclusion of these two blocks in the BADP. The DC, Tawang and DC, Tirap should submit necessary proposal for inclusion of these two blocks with details of villages, population, distances from the international border floating in a sketch map immediately. 2. Further, the schemes are to be selected strictly in accordance with the revised guidelines (February, 2009) of BADP and as per the illustrative list of schemes / projects mentioned at ‘Annexure-I’ in the revised guidelines. The proposals should be submitted as per the new prescribed format given at ‘Annexure-V, V(a), V(b) and VI’ in the revised guidelines issued by the MHA for the purpose. 3. Henceforth, all independent ADC’s under whose jurisdiction BADP is being implemented, should also be actively involved in the selection of BADP schemes pertaining to their respective areas within the fund earmarked for the respective border blocks in consultation and approval of the concerned Deputy Commissioners with overall assistance of District Planning Officer. 4. However, the Panchayat Raj institutions should be actively involved in selection and finalization of BADP schemes. 5. A maximum 10% of allocated fund against each border block can be utilized for taking up security related schemes in the respective border blocks. However, security related schemes are to be selected in consultation with the security agencies viz. Assam Rifles, ITBP, SSB and APP who are stationed in the respective border blocks inviting them in the meeting. 6. While submitting the schemes following points may be taken into account :- a) Schemes should be designed to take care of the special problems faced by people living in the border blocks, particularly in the rural areas. Schemes for rural and remote areas along the international border should be given preference over schemes for other areas. b) The schemes proposed, should be strictly as per eligibility appended in the illustrative list of schemes (Annexure-I) admissible under the revised guidelines of BADP-February, 2009. c) It may be ensured that no single sector gets a disproportionately large share of the total allocation. d) Individual schemes with detail specifications are only to be proposed.. e) The schemes which will be proposed under BADP, should not be taken-up from any other Central / State funded programmes including Untied Fund, MLALADs, MPLADs, CSS and normal state plans. In this regard, the Deputy Commissioners should submit a certificate separately along with the list of schemes, without which proposals will not be considered for placing before the SLSC. Contd……P/2 - 2 - f) The proposals received after the stipulated date / not covered under BADP guidelines / without relevant information and detail specification / not submitted in the prescribed format will be summarily rejected. g) Schemes should be proposed after proper scrutiny, since change of scheme(s), once proposed, will not be entertained. h) The proposals may kindly be submitted both in hard and soft copy.
