Recent changes to the temporary reserve programs signal that minimum price supports and strategic stockpiles for wheat and rice are expected to continue in the near-term. State officials reason that full silos at home will translate into stable prices abroad. MY2018/19 rough rice production is forecast at 204.3 million tons, down more than 2 percent from MY2017/18, on a sharp decline in harvested area. MY2018/19 corn production is forecast at 223.0 million tons, up 3 percent from MY2017/18 on expanded area. Sofield Introduction In 2015, according to the China National Tourism Administration (CNTA), China welcomed 133.8 million inbound visitors; it witnessed 130 million outbound trips by its citizens; and more than 4 billion Chinese residents took domestic trips around the country. International arrivals generated almost US$60 billion, outbound tour- ists from China spent an estimated US$229 billion (GfK, 2016), and domestic tour- ism generated ¥(Yuan)3.3 trillion or US$491 billion (CNTA, 2016). By 2020, Beijing anticipates that domestic tourists will spend ¥5.5 trillion yuan a year, more than double the total in 2013, to account for 5 percent of the country’s GDP. In 2014, the combined contribution from all three components of the tourism industry to GDP, covering direct and indirect expenditure and investment, in China was ¥5.8 trillion (US$863 billion), comprising 9.4% of GDP. Government forecasts suggest this figure will rise to ¥11.4 trillion (US$1.7 trillion) by 2025, accounting for 10.3% of GDP (Wang et al., 2016). Few governments in the world have approached tourism development with the same degree of control and coordination as China, and certainly not with outcomes numbering visitation and visitor expenditure in the billions in such a short period of time. In 1949 when Mao Zedong and the Communist Party of China (CCP) achieved complete control over mainland China, his government effectively banned all domestic tourism by making internal movement around the country illegal (CPC officials excepted), tourism development was removed from the package of accept- able development streams as a bourgeoisie activity, and international visitation was a diplomatic tool to showcase the Communist Party’s achievements, that was restricted to a relative handful of ‘friends of China’. -

China Economic Issues Number 7/07, November 2007 The Potential of the Renminbi as an International Currency Hongyi Chen and Wensheng Peng This paper assesses the potential significance of the renminbi as an international currency by drawing on the experiences of the other major currencies. We estimate an empirical model relating currency shares of reserve holdings to economic determinants such as the size of the economy and financial market, stability of the currency value and network externalities. A counter-factual simulation of the model using China’s data suggests that the renminbi’s potential as a reserve currency could be comparable to that of the British pound and Japanese yen if the currency were to become fully convertible today. An international currency is ultimately a market choice, but government policies on currency convertibility can facilitate or inhibit the process. In this respect, the authorities need to weigh the benefits and risks associated with an international role of the renminbi in policy formulation and implementation. As the size of the economy and financial market increases and the monetary policy framework including exchange rate flexibility becomes more firmly established, the benefits should increasingly dominate costs. The potential international role of the renminbi and associated benefits and costs should be part of policy considerations on the pace and form of financial liberalisation and capital account opening. Hong Kong, being an international financial centre of China, can play an important role in the development and opening up of the Mainland financial market. The renminbi business in Hong Kong provides a testing ground for the use of the renminbi outside Mainland China. -

All Rights Reserved. 2 Foreword China is leading the way among major economies in trialing a Central Bank Digital Currency (CBDC). Given China’s technological ability and the speed of adoption of new payment methods by Chinese consumers, we should not be surprised if the CBDC takes off in a major way, displacing physical cash in the economy over the next few years. The power that this gives to the state is enormous, both in terms of law enforcement, and potentially, in improving economic management through avenues such as surveillance of the shadow banking system, fiscal tax raising power, and more efficient pass through of monetary policy. A CBDC has the potential to transform the efficacy of state involvement in economic management and widens the scope of potential state economic action. This paper explains how a CBDC could operate domestically; specifically, the impact it could have on the Chinese economy and society. Nevertheless, several arguments support the view that China should allow its currency to appreciate. (1) China’s economy in 2004 was on the overheating side of internal balance, and appreciation would help easy inflationary pressure. Although this excess demand probably moderated in 2005, the general principle remains: to achieve both internal balance and external balance simultaneously, an economy needs to be able to adjust its real exchange rate as well as its level of spending. (2) Although foreign exchange reserves are a useful shield against currency crises, by now China’s current level is fully adequate, and US treasury securities do not pay a high return. (3) It becomes increasingly difficult to sterilize the inflow over time. (4) Although external balance could be achieved by increasing expenditure, this policy applied by itself might send China back into the inflationary zone of excess demand. (5) A large economy like China can achieve adjustment in the real exchange rate via flexibility in the nominal exchange rate more easily than via price flexibility. (6) The experience of other emerging markets points toward exiting from a peg when times are good and the currency is strong, rather than waiting until times are bad and the currency is under attack. -

International Journal in Economics and Business Administration Volume IV, Issue 1, 2016 pp. 3 - 19 Currency Wars, Recession Policies and the Overvalued Euro are to be Blamed for the Modern Greek Tragedy Theodore Katsanevas* Abstract: In this paper we argue that, Modern Greek Tragedy is mainly due to the overvalued euro in combination with the strict austerity policies imposed by Berlin. Greece also pays the price of the currency war between the dollar and the euro. The latter puts a heavy burden upon the country’s economic competitiveness as a costume that does not fit the Greek economy, which is mainly based on tourism that requires a labour-intensive production process. The deadlocks of strict monetary and income’s policies, accelerates the upcoming economic thunderstorm, the spiral of recession, the increase in unemployment, the brutal reduction of wages and pensions, the further fall of GDP and the increase of the debt. The always renewed fatal economic forecasts, simply postpone the explosion of the deadlock. Basic economics in theory and in practice are being depreciated. One wonders if there are economists, neoliberals, not to mention, Keynesians and/or radicals that, may support the possibility of an economic recovery under deep recession policies and the existence of a hard currency such as the euro. Trapped under the Berlin’s political prison and the euro zone fetish, Greece continues to follow its tragic road on the grounds that there is no alternative. Yet, in democracies there are no dead ends. If an economic policy is proven to be wrong and catastrophic, the best alternative is to change it. -

Hedrick Abstract The U.S. dollar was in the line of fire as leaders from the largest developed and developing countries participated in the G8 meeting in July, 2009. China and other emerging market heavy- weights such as Russia and Brazil are pushing for debate on an eventual shift away from the dollar to a new global reserve currency. These countries are particularly concerned about the heavy debt burden of the United States and fear inflation will further debase the dollar which has lost 33 percent in value against other major currencies since 2002. Will the dollar continue as the main reserve currency of the world? What are the other currencies to watch as challengers to the throne? This paper addresses these questions. Journeys from the East: The Popular Geopolitics of Film Motivated Chinese Tourism Abstract Over the past five years the number of outbound travellers from the People’s Republic of China (PRC) doubled, making Chinese tourists the largest group of international travellers in the world. Fuelled by the strength of the Renminbi, this Chinese tourism ‘boom’ has been generated by a growing number of wealthy Chinese urbanites with an appetite for overseas travel. Chinese tourists now outspend all other international travellers with tourism receipts totalling $261 billion in 2016 alone (UNWTO 2017). Drawing on media reports of the impact of box office hits on Chinese outbound tourism, we argue that popular cinema shapes Chinese imaginaries of travel, which impact on the everyday geopolitics of Sino-host tourism encounters. Through a critical discourse analysis of representations of Chinese tourism practices in Chinese film, we highlight key visual and narrative tropes of economic and political power that present touristic practices as imaginable, aspirational, and attainable. Yet actual tourism encounters often play out differently than their onscreen imaginaries. Drawing on theoretical and methodological insights from Film Studies and political anthropology and geography, this article contributes to emerging multi- disciplinary work on how filmic representations of the economic influence of the Chinese tourism market globally mediates ongoing rearticulations of the geopolitics of China within what has been widely dubbed the “Chinese Century”. 1 Introduction Between 2001 and 2016, the number of international Chinese tourists more than doubled, and today, more than one out of every 10 travellers globally is a Chinese national (Arlt, 2016). In 2015, international Chinese tourists exceeded 135 million, with tourism receipts exceeding US $261 billion, making China by far the largest single source market in terms of total trips and spending (Arlt, 2016). -

Abstract This paper investigates the factors that increase the odds of intervention success by Asian central banks in the foreign exchange market from January 2005 to November 2013. The er sults show that leaning-against-the- wind intervention strategies are effective in Indonesia, Malaysia, Philippines, Singapore, South Korea, Taiwan, and Thailand, particularly to counter the pressure of appreciating domestic currency by purchasing US dollar. We find that coordinated and first day interventions are associated with higher odds of effective intervention. There is also evidence that central banks intervene to calm disorderly market.
