PRESENT: Councillor Ian Roberts (Chair) Councillors: Glyn Banks, Chris Bithell, Derek Butler, Dave Hughes, Christine Jones, Billy Mullin and Carolyn Thomas. IN ATTENDANCE: Chief Executive, Chief Officer (Governance), Corporate Finance Manager, Chief Officer (Housing and Assets), Chief Officer (Planning, Environment and Economy), Chief Officer (Streetscene and Transportation), Chief Officer (Social Services), Senior Manager, School Planning and Provision, Income Generation and Marketing Manager and Team Leader – Democratic Services. OTHER MEMBERS IN ATTENDANCE: Councillors Ian Dunbar and Patrick Heesom. 180. DECLARATIONS OF INTEREST None. 181. MINUTES The minutes of the meetings held on 16th June 2020 were submitted and approved as a correct record. RESOLVED: That the minutes be approved as a correct record. 182. ANNUAL REVIEW OF FEES AND CHARGES Councillor Mullin introduced the report which set the rationale for charging and the call for an annual review of fees and charges. The outcome of the review was appended to the report. The report also outlined work to date on the recommendations, in relation to income generation and fees and charges, which were endorsed by Cabinet in July 2019, including: Applying an inflation uplift to applicable fees and charges as part of the 2020 review using either the Consumer Price Index including owner occupier Housing costs (CPIH), market rate comparison or the local/Council’s rate (as part of the work to ensure full cost recovery by 2022); Work undertaken to assess whether fees and charges were achieving full cost recovery where permitted to do so and the development of a template to enable service areas to calculate it; and Page 7 A review and update of the Income Generation Policy to ensure a framework for income generation, including consistent charging and cost recovery structure. The Income Generation and Marketing Manager explained that applying the principles contained within the Council’s Income Generation Policy, and those agreed by Cabinet in July 2019, to the 2020 annual review of fees and charges, had ensured that any increases were appropriately managed to prevent large or unexpected changes to fees and charges from 1st October 2020. The work to determine whether full cost recovery was being achieved for all services, where it was permissible for them to do so, had taken place A cost recovery template was developed, which was tested by service area, and the outcome was a finalised and tested cost recovery template. The template was distributed to all service areas as part of the 2020 review of fees and charges for them to use, to assess if the fees and charges applied by their service were set at a level that enabled full cost recovery. Some services operated in a more commercial market and may have selected to set fees and charges in line with the market rate. Doing so prevented adverse impact on service demand and associated income, and was consistent

    Llwybr Newydd – a new Wales transport strategy Consultation response Introduction Transport Focus is the independent consumer watchdog promoting the interests of rail passengers throughout Great Britain; bus, coach and tram passengers across England, outside London; and users of the Strategic Road Network in England. We have a Board Member for Wales appointed by the Minister for Economy, Transport and North Wales. Transport Focus welcomes this consultation. Our response is informed both by our extensive evidence base and insight gathered through the engagement of our work in Wales. Consultation questions Do you agree with our long-term vision? The vision applies across all of Wales and is equally relevant and inclusive to both people and place, needing to recognise the differences between cities, towns and rural areas. We agree that the transport system needs to be accessible, addressing barriers and sustainable. However we would want to see the transport system defining a joined-up network enabling door-to-door journeys. Our work with bus passengers1 shows that services going to more places is their second highest priority and the top priority for non- users and both sets agree that a good bus network is important to the local area (93 per cent of users and 82 per cent of non-users agree). Rail passengers2 also want this network to be effective, placing good connections in the top half of their priorities for improvement; but the National Rail Passenger Survey3 (NRPS) shows the most recent satisfaction with transport connections for Wales and Borders is only 65 per cent. Achieving the vision will be dependent on the delivery, monitoring and evaluation of the priorities, outcomes, policies and enablers which underpin the vision.

Scope and Background 2.1. The Welsh Government has identified Blaenau Gwent as an area that would benefit from a pilot scheme that it is running across three local authority areas in Wales. Alongside Pembrokeshire and Conwy Councils, Blaenau Gwent will benefit from piloting a new type of public transport that will introduce hybrid service/ bookable journeys that interconnect with rail and other commercial routes and will form part of Transport for Wales’ ‘Fflecsi’ service. 2.2. The IRT ‘Fflecsi’ pilot service will be able to run outside the usual running times of the commercial services to enable travel to shift work in Blaenau Gwent’s industrial estates, will link with the main bus routes, and connect with the rail provision to Cardiff. 2.3. The project will pilot a new way of delivering bus services in Blaenau Gwent, working closely with the existing commercial service providers and plugging gaps within these services.

At the event they presented findings from a survey of community transport passengers, conducted during May/June 2020, which showed how much Pembrokeshire's community transport services are valued and how isolated people have felt during the coronavirus lockdown. Service Updates • Green Dragon have now resumed some dial-a-ride and Town Rider services in response to passenger demand. Additional COVID safety measures are in place.
