UGANDA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Uganda is a constitutional republic led since 1986 by President Yoweri Museveni of the National Resistance Movement party. In 2016 voters re-elected Museveni to a fifth five-year term and returned a National Resistance Movement majority to the unicameral parliament. Allegations of disenfranchisement and voter intimidation, harassment of the opposition, closure of social media websites, and lack of transparency and independence in the Electoral Commission marred the elections, which fell short of international standards. The periods before, during, and after the elections were marked by a closing of political space, intimidation of journalists, and widespread use of torture by the security agencies. The national police maintain internal security, and the Ministry of Internal Affairs oversees the police. While the army is responsible for external security, the president detailed army officials to leadership roles within the police force. The Ministry of Defense oversees the army. Civilian authorities maintained effective control over the security forces. Members of the security forces committed numerous abuses. Significant human rights issues included: unlawful or arbitrary killings by government forces, including extrajudicial killings; forced disappearance; torture and cases of cruel, inhuman, or degrading treatment or punishment by government agencies; harsh and life-threatening prison conditions; arbitrary arrest or detention; political prisoners or detainees; serious problems with the -

UGANDA HARM REDUCTION NETWORK- (UHRN) ANNUAL REPORT 2017 1 ABOUT UHRN Uganda Harm Reduction Network (UHRN) is a youth led drug user initiative established in 2008 and registered under Reg. No. 181733 to respond to the drug use crisis in Uganda. The network works to advocate for practical interventions aimed at supporting and addressing issues people who use and inject drugs. The Network also seeks to provide a national platform for health and policy programs that promote good practices and advocate for a supportive environment for the adoption, implementation and expansion of harm reduction programs for people who use drugs (PWUDS) in Uganda. UHRN is a network of 25 NGOs and CBO Members, covering 30 districts of Uganda. Together with the Network members, we help to create AIDS Free Uganda by making sure PWID are not left behind. We provide HIV/TB prevention, care and treatment services to PWID and advocate for supportive environment for the implementation and expansion of harm reduction services to PWID in partnership with other stakeholders. The network also seeks to provide a national platform for health and policy programs that promote good practices and advocate for a supportive environment for the adoption, implementation and expansion of harm reduction programs for people who use drugs (PWUDS) in Uganda. VISION A healthy society of PWUDs free of HIV/AIDS, TB and HEPs in Uganda MISSION To improve the health, human rights and socio-economic well-being of PWUDs through leadership building, collaborations and capacity enhancement of UHRN members to uphold Harm Reduction Interventions (HRIs) in Uganda. Joseph Archetti and Dr. Magrethe Junker. It was registered as an NGO in 2006. Reach Out Mbuya operates in the catchment areas of Mbuya Catholic Parish in Kampala and Kasaala Catholic Parish in Luweero. It provides HIV prevention, care treatment and support services to people infected and affected by HIV and AIDS in its catchment areas through a holistic model of care. Reach Out Mbuya operates in four sites namely: Mbuya, Kinawataka and Banda in Kampala district as well as Kasaala in Luweero district. It provides care and treatment to 3,450 clients, of whom 2,006 are on ART. It also provides support to over 1,000 orphans and vulnerable children. The organization has a strong community component and uses community lay workers known as Community ARV TB Treatment Supporters (CATTS) who are clients themselves to provide care in the community. The clients constitute over 50% of the staff employed by the organization. Through the task shifting approach, nurses at registration level take lead in care of patients, supported by doctors. Testing all adolescents and adults born before 2OO2 (19 years and above) 2. Testing and vaccination for those who test negative at all HCIIIs, HCIVs, General Hospitals, Regional Referral Hospitals and outreach posts. 3. Linking those who test positive for Hepatitis B for further evaluation for treatment and monitoring.
